The National Committee on Sustainable Development Goals has included happiness and positivity on the agenda for the upcoming “SDGs In Action 2018” forum, set to take place on February 10, on the sidelines of the World Government Summit in Dubai.
The new addition sheds light on the role of happiness and positivity in achieving the objectives of the 2030 Agenda for Sustainable Development in the region and the world. Representatives from the National Happiness and Positivity Programme are set to take part in some of the Forum’s sessions, in order to showcase the UAE’s experience, vision and strategies for spreading happiness among members of the community, and highlight the pragmatic steps taken to implement these goals.
Her Excellency Reem bint Ibrahim Al Hashimy, Minister of State for International Cooperation, Chairwoman of the Federal Competitiveness and Statistics Authority (FCSA) and Chairwoman of the National Committee on Sustainable Development Goals, said: “Happiness and positivity are key to sustainable development in the UAE. Our country’s consistent high ranking on international happiness indices is a testament to the validity and success of our government’s policies, initiatives and services, all of which seek, first and foremost, to guarantee the wellbeing and happiness of the community. These efforts have catalysed growth in several key sectors in the UAE, boosting the country’s international competitiveness.”
“The inclusion of happiness in the Forum’s agenda adheres to the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, to embrace happiness as a way of life. It is an opportunity to highlight the visions and strategies adopted by the government to ensure that happiness is treated as a means to achieve sustainable development,” H.E. Al Hashimy added.
For her part, H.E. Ohood bint Khalfan Al Roumi, Minister of State for Happiness and Wellbeing, Director General of the Prime Minister’s Office at the Ministry of Cabinet Affairs and the Future, said: “The accelerated pace of development and prosperity in the UAE is a reflection of the legacy that our Founding Father, H.H. the late Sheikh Zayed bin Sultan Al Nahyan, had established for us to keep moving forward, realise the vision and aspirations of our wise leadership, and implement plans and strategies to promote the happiness and wellbeing of our people. This vision closely resonates with the United Nations’ 2030 Agenda for Sustainable Development, which seeks to make the world a better place. The UAE was one of the first nations to support this Agenda and synchronise it with our national priorities.”
“The ‘SDGs In Action 2018’ forum is an important milestone in the quest to establish the happiness of individuals as a key ingredient in the success of sustainable development efforts,” H.E. Al Roumi continued. “We are committed to building strategic partnerships and bridges of cooperation and communication with all entities involved in implementing the 2030 Agenda in the UAE, which would allow us to develop, apply and harmonise government plans, programmes and policies to support sustainable development and spread happiness.”
The forum is set to bring together 300 officials and decision makers from the government, the private sector and academic institutions from the UAE and abroad, to discuss a set of plans, strategies and initiatives aimed at achieving sustainable development in the UAE and the world. Participants will also explore the challenges inhibiting growth, and the UAE’s pioneering experience and impressive developmental track record, which has caught the world’s attention.

The National Committee on Sustainable Development Goals applauded the great turnout from young Emiratis for the “SDGs in Action 2018” event, set to take place on February 10, 2018, on the sidelines of the World Government Summit, in an effort to engage the youth in SDG plans and programmes.
The UAE youth join more than 300 executives from various local and international public, private and academic establishments to discuss plans, strategies and initiatives that seek to achieve sustainable development, and address key challenges facing SDGs around the world.
Her Excellency Reem bint Ibrahim Al Hashemi, Minister of State for International Cooperation, Chairperson of the Board of the Federal Competitiveness and Statistics Authority (FCSA), said: “Harnessing young people’s energy and channelling it towards development plans is the key to successful sustainable progress. In line with the leadership’s wise vision to engage young people in decision making, UAE government officials are committed to encouraging young Emiratis to take part in international events of this scale, in an effort to hone their skills and build on their ideas and suggestions to address challenges and build a better future.”

“SDGs in Action 2018” is an international event that seeks to discuss pragmatic solution to achieve sustainable development, raise awareness around them among all segments of society, discuss national and international best practices in this field, open channels for effective communication between all parties involved, and extend bridges of cooperation to achieve these goals on a global scale.

The UAE occupied the first regional position and the 17th international position on the Global Talent Competitiveness Index, GTCI, according to the 2018 publication issued by INSEAD.
The report is a comprehensive annual index that measures how countries and cities grow, attract and retain talent, providing a unique resource for decision makers to understand the global talent competitiveness picture and develop strategies for boosting their competitiveness.
In this year’s report, the UAE advanced two positions in compared to last year’s ranking. The UAE retained its rank among the 20 best countries in the world on the index, topping GCC, Middle East and African countries
Reem bint Ibrahim Al Hashimy, Minister of State for International Cooperation and Chairwoman of Federal Competitiveness and Statistics Authority, FCSA, expressed her pride in this achievement and thanked all government authorities and private sector companies for their co-operation in supporting the UAE’s competitiveness.
She stressed that UAE’s progress in the talent competitiveness index proves to the world the efficiency of its comprehensive development strategy, based on the directives of its wise leadership, aimed at building a knowledge-based economy, as well as its success in providing an environment that attracts talent.
Malik Al Madani, Director of the Competitiveness Strategy Department in FCSA, stressed that the UAE is harvesting the fruits of years of hard work to provide a solid infrastructure and an attractive economic and investment environment as well as establish an advanced education sector. He pointed out that all these components promote the development of human resources in the country and support its progress and international competitiveness.
Al Madani also added that the UAE achieved an exceptional performance in a number of key pillars and sub-indexes in this year’s report, after occupying the first international position in five sub-indexes including easy employment, each employee’s productivity, and international students’ attraction
The report also indicated that the UAE achieved the second international position in the strength of work relations between the government and business index, economic blocs/free zones, attracting minds and talents, and the third international position in the foreign direct investment and technology transfer and maintaining minds and talents.
This year’s report also witnessed an improvement in a number of pillars and sub-indexes as the country jumped by 13 positions compared to last year’s ranking to the first international position in the professional and technical skills pillar, measuring the availability of the required professional and technical skills in the different labour market sectors.
The UAE secured the third place internationally in attraction, which evaluates its ability to attract the best skills from outside the country, in addition to the country’s advancement of 19 levels in this year’s report in the growth axis, which measures the average growth of talent available in the country.
Al Madani said that the country is working to achieve its vision of becoming one of the best countries in the world by the UAE Centennial 2071, by focusing on future foresight, building an economy based on knowledge, creating an attracting business atmosphere, following innovation, and providing an advanced knowledge infrastructure, which supports the creation and exchange of knowledge.
The 2018 edition of GTCI includes 68 variables (65 in 2017), covering 119 countries and 90 cities (respectively 118 and 46 in 2017). This year again, GTCI scores are led by developed, high-income countries.
Switzerland maintains its number 1 position, followed by Singapore and the United States.
European countries continue to dominate the GTCI rankings, with 15 of them in the top 25.
Among the non-European countries ranking high this year, are Australia (11th), New Zealand (12th), Canada (15th), the United Arab Emirates (17th), and Japan (20th) for example.
UAE is leading the Arab region for the fifth consecutive year in World Bank’s Ease of Doing Business report

The World Bank’s Ease of Doing Business 2018 report revealed today that the United Arab Emirates is ranked 21st globally and is ranked top of Arab countries for the fifth year in a row. Additionally, the report showed that the UAE is ranked in the top ten globally in five of the reports 10 topics. The UAE is first globally in ‘paying taxes’ and ‘getting electricity’ topics, UAE also ranked 2nd globally in ‘dealing with construction permits’ and 10th globally in ‘registering property’ and ‘registering property’. According to the methodology adopted by the World Bank for the current year, the UAE jumped from 26th place globally to 21st, ahead of all countries in the Arab region covered by the report and for the fifth year in a row.
Commenting on this achievement, Her Excellency Reem bint Ibrahim Al Hashimy, Minister of State for International Cooperation and Chairwoman of Federal Competitiveness and Statistics Authority, said that the performance of the United Arab Emirates in this year’s report is the result of months of collaboration, hard work and commitment by both federal and local government entities with the Competitive Strategy team at the Federal Competitiveness and Statistics Authority. “Our wise leadership has emphasized the strategic importance of building a business environment that attracts investors from within and outside the country. The UAE was built on the forearms of our founding fathers, who worked in trade and welcome traders from all over the world. We will continue on this path to realize the vision of our leadership’s vision for the UAE to become one of the best countries in the world by the centennial of the founding of the State," added her excellency.
His Excellency Sultan bin Saeed Al Mansouri, Minister of Economy, stressed the important role played by small and medium enterprises as the infrastructure of any economy around the world. "Each year, the UAE demonstrates its ability to compete globally across various sectors. This is thanks to the guidance of the wise leadership of the UAE and a strategic vision that aims to elevate the UAE to become the best country in the world by 2071," added his Excellency Al Mansouri.
HE Obaid Humaid Al Tayer, Minister of State for Financial Affairs, praised the efforts exerted by Ministry of Finance teams and the cooperation of both federal and local government entities to improve UAE’s global competitiveness. "The Ministry of Finance has adopted an innovation-driven strategy in its continuous development efforts of all the services extended to individuals and institutions alike. The Ministry also implements best financial management practices to maintain the continuing improvement of the national financial ecosystem and building a stable and sustainable economy characterized by flexibility and diversity. The UAE’s performance as the 21st best globally in the World Bank report is a global testament to the success of the country’s strategy to build an advanced economic infrastructure and financial system that ensures prosperity and prosperity and achieves global leadership. "

According to this year’s report, The World Bank’s report acknowledged the country’s efforts to improve procedures and laws related to the process of establishing companies and facilitating procedures for both domestic and foreign investors. The World Bank report this year officially documented four improvements in the following topics: Dealing with Construction permits, Getting Electricity, Access to Credit and Resolving Insolvency.
These improvements are the outcome of the hard work and dedication of over 50 government official and expert who work all year long to with the strategy competitiveness team at the FCSA working on workshops, simulations, paper work and field visits to the World Bank headquarter in Washington DC.
The Doing Business report issued by the World Bank and the International Finance Corporation (IFC) in Washington and assesses 190 countries that are subject to government measures that affect 10 areas of business life and they are (1) Staring a business, (2) Dealing with construction permits, (3) Getting Electricity, (4) Registering Property, (5) Getting Credit, (6) Protection of minority investors (7) Paying taxes (8) Trading across-borders (9) enforcing contracts and (10) resolving insolvency.
WEF: UAE Tops Arab World and 17th in Global Competitiveness Ranking

In its most recent edition of the Global Competitiveness Report 2017-2018, The World Economic Forum (Davos) has revealed that UAE has topped the Arab world and ranked 17th globally in global competitiveness ranking. The report also ranked UAE among the top 20 competitive economies globally for the fifth consecutive year. Additionally, it has indicated that UAE has maintained its ranking to be among the world’s most significant innovation-based economies for the 11th year. The results of the report were unveiled today to participants in the Annual Meetings of UAE Government as a global testament to the success of the Government’s strategy in establishing innovation culture in government institutions and consolidating competitiveness as a performance style and measuring the success of government services and initiatives aimed at realizing the happiness and welfare of the UAE community.
Commenting on the performance of the current year, HE Reem bint Ibrahim Al Hashimy, Minister of State for International Cooperation and Chairwoman of the Federal Competitiveness and Statistics Authority stated: "The results of this year’s competitiveness report came simultaneously with the UAE Annual Government Meeting sessions, marking as a global testament underscoring the importance monitoring the effectiveness and efficiency of government services, to ensure they are consistent with guidelines and directions of set His Highness Sheikh Khalifa bin Zayed Al Nahyan, UAE president and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President Prime Minister of the UAE and Ruler of Dubai, to adopt innovation-based approaches to maintain the ongoing progress in global competitiveness ranking and to realize our wise leadership’s vision in sustaining development across all sectors in the country".
H.E. Saif Mohammed Al Hajri, Chairman of the Department of Economic Development – Abu Dhabi, said that the UAE government has paid great attention to enhancing the competitiveness of the UAE in various fields, working to enhance the framework of a comprehensive vision that contributed to the principles of efficiency in the markets and improving the competences of the business environment. He pointed out that the various structural economic reforms in the UAE in recent years and the legislations and decisions that have taken place in various economic, administrative and institutional aspects have contributed to accelerating the growth of the economic activities of the country, enhancing the strategy of economic diversification and opening up the trade and providing a favorable business environment, confirming the country’s advanced level of competitiveness.

Global Performance
UAE ranked first in the Arab world and 17th globally in the general competitiveness ranking by advancing in the scores rate of UAE performance from 5.26 in 2016 to 5.3 in 2017. By this achievement, UAE maintained its leading rank to be among the top 20 competitive economies according to the World Competitiveness Report 2017-2018 issued by the World Economic Forum (Davos) in Switzerland. This report is considered one of the most reputable competitiveness reports that monitors on an annual-basis the performance and competitiveness of global economies in terms of strengths, weaknesses and impact on standards of living, prosperity and welfare of their nations.
The 2017-2018 Report monitored 137 economies and ranked them based on performance according to 114 indicators grouped within 12 main pillars that include: institutions, infrastructure, health and primary education, labor market efficiency and others. The report methodology is based on data and statistics issued by the participating countries, as well as opinion surveys and questionnaires sent to executives and senior private sector investors.
According to this year’s report, UAE has achieved an advanced ranking as a result of listing it within the top 10 globally in three main pillars. UAE came third globally in the Goods Market Efficiency Pillar, which is a global indication to the success of UAE’s economic diversification policy and the vision and strategic plans on performance efficiency of the UAE market. Furthermore, UAE came fifth globally in the Infrastructure Pillar, and this comes as a confirmation of the ongoing investment in infrastructure projects across the nation and the role this plays in sustaining UAE economy to become an attractive environment for business and investment. As for the Institution Pillar, which monitors the efficiency of government institutions, laws, and procedures dedicated for individuals and institutions, UAE has clinched the fifth place.
Progress in Most Significant Indicators
On a indicator level, UAE ranked among the top 20 countries in 80 out of total 114 indicators in the Global Competitiveness Report, which amounts to 70% of the indicators in total. The 2017-2018 Report witnessed great strides of the country’s performance in a number of key indicators, the most important of which are as shown in the following table:

Efficient and High-Performing Government institutions
Within the Institutions Pillar, UAE moved to take up the first rank globally in "Efficiency of Government Spending" indicator, and ranked second globally in the "Public Trust in Politicians" and "Burden of Government Regulation" indicators, and ranked third globally in "Protection of Minority Shareholders’ Interests" indicator. All of this reflects the success of the country’s leadership’s strategy and well-founded steps taken to achieve high levels of performance and efficiency in government work at the federal and local levels, and with the aim to ensure the happiness and welfare of UAE citizens and residents.
World-Class Infrastructure
In the Infrastructure Pillar, UAE ranked first globally in the "The Quality of Roads" indicator, third globally in "Quality of Air Transport Infrastructure" and "Mobile-Cellular Telephone Subscriptions", ranked fourth globally for "Quality of overall infrastructure", "Quality of Port Infrastructure" and "Available Airline Seat Kilometres- millions/week" indicators. This performance reflects the success of UAE’s strategy to continue injecting investments for the development and improvement of the State’s infrastructure by extending new internal and external road networks, expanding airports, developing seaports and developing plans to link all emirates through rail networks as part of the Union Railway Project.
Attractive Markets Meeting Global Standards
Lauding the development and progress of UAE marketplace and economy, the Global Competitiveness Report 2017-2018 revealed that UAE achieved advanced positions in various indicators in listed in pillars of "Goods Market Efficiency", "Labour Market Efficiency" and "Macroeconomic Environment". UAE topped the world countries in "Effect of taxation on incentives to invest" and "Inflation/ annual % change" indicators. Also, UAE is ranked second globally in both indices of "Country Capacity to Attract Talent" and "Country Capacity to Retain Talent" came third in "Effect of Taxation on Incentives to Work" indicator.
Technological Development and Innovation
As for the pillars of "Technological Readiness", "Business Sophistication" and "Higher Education and Training", UAE came first globally in the "Government Procurement of Advanced Technology Products" and ranked second in "Mobile-Broadband Subscriptions" indicator. Moreover, the UAE ranked third in both "State of Cluster Development" and "Availability of Scientists and Engineers", and fourth in "FDI and Technology Transfer" indicators.
The World Economic Forum
The Global Competitiveness Report issued by The World Economic Forum (Davos) in Switzerland is one of the world’s most important reports since its first edition published in 1971. The report aims to assist countries around the world to identify obstacles to sustainable economic growth and development of strategies to reduce poverty and increase levels of prosperity. The report assesses countries’ potentials to provide high levels of prosperity and well-being for their citizens. The report also provides a comprehensive assessment of the strengths and challenges facing the economies of countries.
FCSA: 9.1 million is UAE population in December 2016

The Federal Competitiveness and Statistics Authority announced today that the UAE population for the year 2016 is 9,121,167 according to administrative records dated until 31 December 2016. The population administrative records also showed that 6,298,294 are male and 2,822,873 are female, making the gender split in the UAE 69% male and 31% female.
The UAE is considered among the first countries in the region to reveal population count relying on national administrative data methodology. This methodology pertains many advantages such as very high accuracy, speed of processing and dissemination of data and significant financial savings in costs of field count and survey operation. Whereas there is virtually no direct cost in disseminating data based on national administrative records.
"Since the inception of the FCSA, one of our strategic objectives has always been to spare no effort in evolving and modernizing the statistical ecosystem in the United Arab Emirates in accordance with best and most advanced global standards and best practices,” said Abdulla Nasser Lootah, Director General, Federal Competitiveness and Statistics Authority. “And thanks to the successful collaboration and support of our national partners and stakeholders in the UAE, we can now unveil the most up-to-date UAE population for the year 2016. We will be able to update the population number on annual basis."
Population data is one of the most important national data sets and is used for research, planning, decision-making support and policy formation. With the official population now available, UAE government entities, the international organizations and private sector will be able to use tis number in their research and studies.

Senior officials of Smart Dubai Office, SDO, have discussed with a high-level delegation from the Federal Authority for Competitiveness and Statistics ways to enhance mutual cooperation. Discussions also involved how to activate mechanisms and frameworks for joint work by the two entities, and to explore prospects for building future partnerships that serve common aspirations. Held at the Dubai Smart Office HQ, the meeting was chaired by Dr. Aisha bint Butti bin Bishr, Director-General of the Smart Dubai Office, and attended by Younis Al Nasser, CEO of Dubai Data Establishment, Wesam Lootah, CEO of Smart Dubai Government, Abdulla Nasser Lootah, Director-General of the Federal Authority for Competitiveness and Statistics, and Mohamed Ahli, Executive Director of Statistics Sector, in addition to a number of officials from both entities.
Dr. Bin Bishr expressed her delight in exploring new horizons of fruitful partnership with the Federal Authority for Competitiveness and Statistics, and described the meeting as an ideal opportunity to consolidate efforts at all levels.
Smart Dubai has strategic partners that contributed to more than 137 smart initiatives and 1,129 smart services to the people. Holding such meetings at the local and federal levels underlines the importance of the concerted efforts to ensure the success of the Smart City model and export it to the world. It also sheds light on the methodologies and strategies needed to put Dubai at the forefront of smart cities, and highlight its position as a global model in adopting and employing modern technology for a sustainable future."
She stressed the need to work diligently and dedicate smart initiatives in all sectors to contribute to sustainable development and achieve the strategic goals in accordance with the vision of the wise leadership, which in turn contributes to positioning the emirate as a global destination on various levels and, achieve the happiness of the people of the UAE.
The meeting reviewed SDO’s role in spearheading the efforts to transform Dubai into a smart city. The roadmap and timeframe for Dubai Smart 2021 vision were presented at the meeting and a comprehensive presentation was made to the visiting delegation, explaining the initiatives and projects launched by SDO. Federal Competitiveness and Statistics Authority (FCSA) has recently announced the launch of the UAE Administrative Census 2020 Project.
The UAE Administrative Census 2020 Project is a vital comprehensive project that will continue until the end of December 2020. Its implementation is in cooperation with all local statistics centers and many other government entities in the UAE
While emphasizing on the importance of this Census and the importance of the data it will provide to UAE decision-makers, Abdullah Nasser Lootah, FCSA Director-General, said "Launching the Unified Census 2020 Project is consistent with the directives of our wise leadership. It also aligns with the UAE government’s interest in achieving the Sustainable Development Goals and formulating policies supported by data and statistics. All of these efforts are meant to achieve the prosperity and well-being of the entire United Arab Emirates.
He added, "The Administrative Census relies on a transition using administrative records and modern technology, which enables us to implement this project with high accuracy while reducing the financial investments and human efforts. This is being achieved by utilizing the recorded data available at various government entities. The recorded data form the basis, which feed the Administrative Census 2020 Project databases. The project was launched in the beginning of the second quarter of 2019 and will continue until the end of December 2020."
The census project is dedicated for counting and surveying both population and housing units. It is based on the administrative recorded data updated by government entities for achieving the pre-set development goals. This step provides an alternative to the classical Census based on households’ visits and interviews for data collection in every emirate.
For the completion of this wide-ranging project, task forces from all over the UAE will cooperate at both federal and local levels. The task forces specializations are varied and include specialized technical, administrative, media, and IT individuals to have an e-integrity of the systems and protect the confidentiality of collected data and to save it in databases ultimately.
Mohamed Hassan Ahli, Executive Director of Statistics and National Data Sector at FCSA and the General Manager of the Administrative Census 2020 Project pointed out: "The execution plan of the project is developed to implement the best and most prominent international practices, methodologies and recommendations in the digital statistical transformation process related to the data collection process in the Administrative Census 2020 project. Thus, from the very beginning, we are committed to benefit from the best international experiences in this area. A delegation, headed by FCSA and attended by a number of federal government bodies and local statistics centers, visited the statistics centers in Belgium and Austria to review the latest techniques and methods used in such kind of censuses to apply them to the Administrative Census 2020, along with the data validation mechanisms and integration of different types of data and applications that support the optimal implementation of this project.
The Census is significant because it is one of the essential sources of accurate and comprehensive population data. Its results will contribute to the provision of modern and informative databases that contribute to informed decision making, especially in light of the economic, social, and environmental developments that necessitate the implementation of a population census. Therefore, completing the current census project is in line with the UAE Vision 2021 and meets the international recommendations of the United Nations that every country should conduct a census by 2020.
This Census is essential for many important indicators and contributes to the provision of characteristics on living conditions and housing units. The project has more than 70 indicators that are based on the population and their characteristics. These indicators fall within the goals of the National Agenda, Global Competitiveness indicators, and SDGs 2030. Therefore, the sustainability of the periodic flow of population data is imperative for achieving comprehensive and sustainable development and for making informed decisions.

Ahmed Mohammed Al Kaabi, Assistant Undersecretary for Oil, Gas and Mineral Resources, Ministry of Energy and Industry stated, “The Administrative Census 2020 Project is of great importance and is one of the most important tools for acquiring knowledge about UAE and its geographical unity. Such an issue is necessary to facilitate implementing urban development projects and social and economic planning. Dr. Hussein Abdul Rahman Al Rand, Assistant Undersecretary for Health Centers and Clinics Sector, Ministry of Health and Prevention (MOHAP) said: "MOHAP is participating in the Administrative Census 2020 Project, in cooperation with FCSA recognizing its significance in providing the data necessary for calculating the UAE basic health indicators. These indicators are integral for MOHAP to develop health and prevention strategic plans to further boost the quality of health care services levels by measuring health indicators and developing appropriate health policies set to achieve the goals of the UAE Vision 2021 which aims to implement a global health system and enforcing the Sustainable Development Goals 2030
H.E. Juma Mohammed Al Kait, Assistant Undersecretary for Foreign Trade Affairs at the Ministry of Economy underscored "The Census is an embodiment of the government’s efforts to establish a dynamic database for economic and social variables through the use of technology. This project will form the main pillar for building a central database for the indicators of the Sustainable development goals. The project methodology relies on the administrative records of government entities to automatically, systematically, and accurately obtain information, thus enhancing the confidence and credibility of the country’s data."
Eng. Aisha Al Midfa, Assistant Undersecretary for Infrastructure Planning at the Ministry of Infrastructure Development, stressed that the Administrative Census 2020 is channeled to achieve all national strategies designed to support and promote the indicators of Emiratis owning a house and infrastructure, besides the time of being granted the housing unit. “The project of development in UAE which would contribute to accomplishing the UAE general policies and strategies and taking decisions based on highly accurate data," she said. She indicated that the Census would serve the policy and strategy development process, determine the status and baseline of the national agenda associated with infrastructure and housing, and facilitate appropriate decision-making. The availability of timely, accurate and valuable data on individuals and their social status, housing statistics and manpower, as well as the characteristics of buildings, homes, Emirati households and the health levels of Emirati families will help making informed decisions.” he said.
H.E. Aisha Khalifa Al Suwaidi, Executive Director of the Human Resources Policies at the Federal Authority for Government Human Resources (FAHR), commented: "FAHR supports this vital national project by providing FCSA and all concerned authorities with all necessary statistics and data on human resources in the federal government and local governments. This is done via the human resources e-system managed by FAHR called the Federal Government’s Human Resources Information System (Bayanati). Bayanati is a unified federal and local government database that is an important reference point for official human resource statistics in UAE, in planning the future of UAE’s human resources flawlessly and effectively."
H.E. Dr. Jamal Mohammed Al Hosani, Director General of the National Emergency and Crisis and Disasters Management Authority (NCEMA), emphasized on the importance of the Unified Census 2020 for the UAE in terms of establishing an updated national database.
He added: “The near real-time, updated information and reports provided by the UAE’s unified electronic record will direct the national, federal, and local efforts as well as resources to further enhance the level of preparedness and capacities of all government entities This will aid in successfully and effectively managing emergencies, crises, and disasters. The success of this project depends on cooperation between institutions and individuals, which will result in monitoring the well-being of individuals and society and contribute towards positioning the UAE as par with developed countries in the field of statistical data and records.”

Abdullah Ahmed Al Yousuf Al Suwaidi, Acting Director-General of the Abu Dhabi Statistics Center (ADSC), stated: “In light of the Abu Dhabi Government’s interest in development and its role in improving the level of well-being of the society, its commitment to extract statistical indicators that monitor the population and social changes, and its efforts exerted to analyze these indicators and make them available to the decision-makers who will use them to develop programs and policies developed to serve the best interests of the society. ADSC will be using the administrative records to identify Abu Dhabi’s population and their social and economic characteristics. The decision-makers are using these records as an alternative to the classical method of conducting censuses, i.e., to collect data from the field. Conducting this Administrative census will save time, effort and money, and contribute to conducting population census projects regular without any further delays usually experienced when conducting the traditional Census, given the rapid population changes taking place in Abu Dhabi.”
Tariq Al Janahi, Deputy Executive Director of Dubai Statistics Center (DSC) and member of the Census Higher Committee, said that this Census is a qualitative leap in the integration of government systems. "It provides a real opportunity to achieve immense added value to policies, strategies, systems, and advanced technology that the government sought to implement over the past years. It will also be a critical source of information to assist policymakers, planners, and decision-makers by providing them with up-to-date demographic data of the highest quality obtained through the least financial investment and human effort. Dr. Abdulrahman Alshayeb Alnaqbi, Chairman of the Ras Al-Khaimah Center for Statistics and Studies, stated: "The Census is of great importance to the UAE as it is foundation for all efforts exerted to measure the emirates capabilities. The data and statistics collected through this Census will assist us in taking future decisions regarding the economic and social development plans. They will assist in identifying the needs of the emirates in all sectors and determine its competitive advantage. It will also assist us in identifying ways of directing budgets and channeling resources to cater for the population’s needs by providing them with basic services, including schools, hospitals, food, and factories.”
Dr. Hagar Saeed Al Hubeishi, Executive Director of the Ajman Statistics and Competitiveness Center (ASCC), availed the opportunity to emphasis that the Unified Census 2020 project is one of the top priority statistical projects that ASCC seeks to implement in 2020. She went on to say "The goal of conducting this project is to support and provide high-quality coordinated statistics. This will be achieved by taking advantage of the administrative record databases of the government entities. ASCC management has expressed its keenness and readiness to implement this project. To ensure the success of the project, ASCC has formed a higher committee, a technical committee, and other specialized census teams."
Dr. Ibrahim Saad Mohamed, Director of the Fujairah Statistics Center, said: "Many countries, including the developed ones, tend to use administrative records for counting their population and their characteristics rather than the field surveys. Indeed, conducting censuses this way is time-saving and cost-effective."
Dr. Ibrahim drew attention to the fact that based on the UAE’s (and particularly Fujairah’s) interest in the development and its role in boosting the levels of well-being of the society, policies should have solid foundations supported by statistical figures and indicators. He added: "By taking advantage of these figures and indicators, we will be smoothly able to monitor and analyze population characteristic and social changes. UAE Vice President, Prime Minister and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum directed all government entities in the UAE to achieve the top ten in 1000 global competitiveness indicators over the coming ten years.
His Highness’ direction came during his visit to a meeting held at the Bab Al Shams Resort in Dubai today on the occasion of the tenth anniversary of the beginning of competitiveness in the UAE. FCSA Board of Directors met today in the same hall from which the first government team was created to manage UAE competitiveness ten years ago.

We have taken the UAE to top positions in education, health, economy, innovation, security and safety. We started with a small team and an ambitious idea. The FCSA team presented a summary report on list of key achievements of UAE global competitiveness over the past 10 years. The team also briefed His Highness a number of upcoming strategic initiatives in competitiveness, statistics and sustainable development goals.
His Excellency Mohammad Al Gergawi, instructed the FCSA team to work in accordance with the directives of His Highness Sheikh Mohammed bin Rashid. He instructed FCSA to launch an initiative to accelerate achieving advanced competitiveness positions in partnership with the executive teams of the competitiveness indicators, in order to preserve the accomplishments the UAE achieved so far.
The FCSA Board of Directors also stressed the importance of focusing on capacity building and empowering young national talent in understanding competitiveness reports and indicators. Formal training, secondments conferences, events and specialized workshops are to be utilized for enhanced capacity building in competitiveness.
The FCSA board also praised the FCSA management team’s efforts in developing and modernizing the statistical the infrastructure in the UAE, underlining the importance integrating statistical and competitiveness strategy.
FCSA board also directed the FCSA management to identify global experiences in the field of statistics and data to mark a quantum leap based on the latest technologies on the global arena, such as analytical tools for large data, the Internet of things (IOT) and Artificial Intelligence (AI).
"Cooperation between federal, local and private sector entities and the community is an important factor that enabled the UAE to achieve such major achievements in global competitiveness reports and indicators, and enabled UAE be in the Top Ten ranks in 311 competitive indicators," said HE Al Gergawi.
Al Gergawi stressed that the UAE, under the leadership of His Highness Sheikh Khalifa bin Zayed Al Nahyan, UAE President and the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President Prime Minister and Ruler of Dubai, have become a model of excellence and leadership. Journey of competitiveness achievements
he UAE’s competitiveness journey began in 2009 with a small team of seven working under the leadership of His Excellency Mohammed Al Gergawi, Minister of Cabinet Affairs and the Future. After less than 18 months of founding work, the competitiveness Team expanded in size and function. An independent governmental body representing members of its administration representing the seven emirates. After the establishment of the Emirates Competitiveness Council (ECC), HE Reem bint Ibrahim Al Hashemy, Minister of State for International Cooperation became chair of the board for nearly eight years.
Under her leadership, UAE competitiveness witnessed several important milestones such as hosting international experts and global events in competitiveness, the 3rd the Global Federation Competitiveness Councils (GFCC) forum held in Dubai in 2012.
The ECC Council also worked to strengthen bilateral relations prominent publishers of global competitiveness reports and indicators such as the World Economic Forum, Institute of Management Development (IMD) in Switzerland and The World Bank, the publisher of the Ease of Doing Business report.
In 2015, ECC and the National Bureau of Statistics (NBS) merged to form the Federal Competitiveness and Statistics Authority (FCSA), the federal agency charged with three mandates: enhancing UAE’s global competitiveness, modernizing the country’s statistical ecosystem and fulfilling UAE’s sustainable development goals.
The current board of directors includes 20 members representing a group of ministries and the local statistical center in the country.
The UAE competitiveness journey also marked a number of important achievements since the establishment of the FCSA, such as achieving the UAE’s top positions globally in 75 international competitive indices. The United Arab Emirates is among the top ten in 311 competitive indicators in 17 competitive reports monitored by the Authority. Another accomplishment that supported UAE competitiveness was the formation of the Executive Teams on Competitiveness Indicators as one of the outcomes of the competitive sessions in the UAE Annual Government Meetings, as well as the Number One Indicator Challenge project.

The National Committee on Sustainable Development Goals has included happiness and positivity on the agenda for the upcoming “SDGs In Action 2018” forum, set to take place on February 10, on the sidelines of the World Government Summit in Dubai.
The new addition sheds light on the role of happiness and positivity in achieving the objectives of the 2030 Agenda for Sustainable Development in the region and the world. Representatives from the National Happiness and Positivity Programme are set to take part in some of the Forum’s sessions, in order to showcase the UAE’s experience, vision and strategies for spreading happiness among members of the community, and highlight the pragmatic steps taken to implement these goals.
Her Excellency Reem bint Ibrahim Al Hashimy, Minister of State for International Cooperation, Chairwoman of the Federal Competitiveness and Statistics Authority (FCSA) and Chairwoman of the National Committee on Sustainable Development Goals, said: “Happiness and positivity are key to sustainable development in the UAE. Our country’s consistent high ranking on international happiness indices is a testament to the validity and success of our government’s policies, initiatives and services, all of which seek, first and foremost, to guarantee the wellbeing and happiness of the community. The brainstorming session was attended by 80 government officials along with directors and executives from national and international private companies from various sectors, including IT, banking, retail, transport, aviation, services, and other industries. The General Secretariat of National Committee on Sustainable Development Goals organized a specialized workshop with a view to promoting dialogue between the public and the private sectors on how to develop ideas, tools, and working mechanisms to achieve the 17 SDGs with a thematic focus on Goal 5 on Gender Equality.
H.E. Reem Bint Ibrahim Al Hashemi, Minister of State for International Cooperation and Chairman of the National Committee on Sustainable Development Goals, organizing addressed the workshop. "H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has already issued his directives to do the needful to move up the UAE’s position on the Gender Equality Index," she said
"To put these directives in place, we have implemented several innovative initiatives in collaboration with our partners, who are already contributing to the UAE’s journey to achieve gender balance. As a matter of fact, today’s event is meant to initiate a dialogue with the private sector and activate its role as a partner in achieving the Sustainable Development Goals, focusing on the gender balance in particular," H.E. Al Hashemi said.
Participants tackled several issues related to gender balance in the working environment of the public and private sectors. They also exchanged views and suggestions on the most critical topics, reports, and expectations of the government entities concerning laws and procedures. They also addressed the role of companies and private sector institutions in terms of implementing the policies and procedures that support creating a gender-balanced environment that guarantees achieving high level of work efficiency and productivity without any discrimination or by neglecting any aspects of prosperity and quality of life.
The workshop commenced by showcasing the UAE’s most significant initiatives and steps taken to empower women in achieving balance in participation in the development processes, while not losing sight of their role in social development.
The workshop was attended by representatives of the UAE Gender Balance Council, members of the Private Sector Advisory Committee (PSAC) reporting to the National Committee on Sustainable Development Goals, executives from national and international private sector companies, in addition to several FCSA’s experts and consultants.
Participants were split into six main brainstorming groups and tasked to debate various topics, including equal pay, women in leadership positions, quality and harmonization of facilities in the work environment together with other related issues. Each group presented the outputs of their brainstorming session with their suggestions and recommendations in the presence of representatives of the UAE Gender Balance Council, the National Committee on Sustainable Development Goals, and PSAC members.
H.E. Abdullah Lootah, FCSA Director-General, Deputy Chairman of the National Committee on Sustainable Development Goals and PSAC Chairman, said: "We are so pleased to organize these joint brainstorming sessions with such outstanding participation that we observed today. I want to thank the members of the UAE Gender Balance Council and all the private sector companies for their intellectual contributions during the workshop, which stems from the depth of their experiences in the UAE. The results of the brainstorming sessions will have an impact on improving many regulations and laws dedicated to achieving greater heights in achieving gender balance."
H.E. Shamsa Saleh, Secretary-General of the UAE Gender Balance Council, said: "Today’s workshop contributes to promoting dialogue with representatives of the private sector to work together to achieve a balance between men and women economically and socially. This includes cooperation in drafting laws, regulations, and practices, and to be the model country in the region in terms of gender balance."
Gender balance is a critical pillar in achieving progress and development across all areas and contributes to laying the foundations for the well-being and prosperity of future generations; laws and regulations play a crucial role in achieving this. For example, women’s participation in the Federal National Council (FNC) stands at 22.5%. However, with the development of laws and the enactment of new legislation, this percentage will potentially reach 50%. Achieving this percentage will give a push to the UAE’s ranking in the Inter-Parliamentary Union (IPU) jumping from 84th place to the top five countries globally.
Ahmed Al- Falasi, Executive Director of Group Operations at Emaar and member of PSAC emphasized Emaar’s commitment to Goal 5 of SDGs. He pointed out: "We, at Emaar, are committed to empowering women and improving their representation in the workplace at all levels. One example of this is the "She" strategy launched by Emaar Hospitality Group to increase the number of women in management and executive positions in the company. We are also committed to promoting gender equality as an essential foundation for tremendous new economic opportunities, which will enrich the happiness of our country and society."
