DATA FOR A BETTER FUTURE
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, visited the UAE Statistics Mural, a major exhibit at the Statistics Exhibition organised by the Federal Competitiveness and Statistics Centre as part of the UAE Government Annual Meetings 2025 in Abu Dhabi.
The exhibition showcases the UAE’s journey in numbers since the launch of its federal institutions from the 1970s until present.
The mural presents a timeline from the 1970s onward, chronicling the UAE’s key strategic and statistical achievements in each decade. The journey begins in the 70s, when statistics work started and culminated in the nation’s first population census in 1975. This pivotal event established a national framework for planning and modern state-building, transforming numbers into an essential tool to chart the course for development.
The timeline continues to the 2020-2030 decade, highlighting the critical transition into the future. This decade is defined by the shift towards smart transformation and comprehensive digitisation through a smart, integrated statistical ecosystem capable of predictive analysis and guiding data-driven policy.
This era represents a fundamental evolution from traditional fieldwork to smart statistics, transforming data into a power that actively shapes the future.
Organised under the theme ‘50 Years of UAE Statistics’, the exhibition showcases a series of statistics reports and groups that date from the establishment of the Ministry of Planning through to the launch of the Federal Competitiveness and Statistics Centre.
The exhibition also showcases statistics indicators across various vital sectors, the latest release of the Unified UAE Numbers report, and a video documenting the UAE’s first census and other relevant milestones.
UAE – 06 November 2025: The UAE Government has launched the Unified UAE Numbers, the comprehensive national platform dedicated to AI-powered data and statistics aimed at providing accurate, real-time and trusted data to support decision making and drive the UAE’s readiness for future shifts. The launch took place at the UAE Government Annual Meetings 2025.
The Unified UAE Numbers platform is being developed in partnership between the Federal Competitiveness and Statistics Center (FCSC) and the Ministry of Foreign Trade, and in coordination with relevant federal and local entities. The platform will be hosted on the UAE Government Federal Network (FedNet) to ensure maximum security.
The platform is an outcome of the Economic Data Retreat, where extensive discussions focused on strengthening the national statistics system, its governance, and data exchange between entities. It will create a unified, smart national ecosystem that enhances the quality and reliability of national data, driving the UAE’s transformation toward smart statistics.
His Excellency Dr. Thani bin Ahmed Al Zeyoudi, Minister of Foreign Trade said: “This day marks our transition from a phase of compiling data to one of managing knowledge. From traditional statistics to smart statistics. This strategic transformation is embodied by the Unified UAE Numbers platform, which opens new horizons for decision makers to harness the power of data to drive development, national economy’s competitiveness and the UAE’s global status.”
His Excellency Al Zeyoudi added: “This platform shows how the UAE’s statistics ecosystem has matured to become capable of providing accurate, trusted and real-time data to help read economic trends and guide policies and investments. Ultimately it will strengthen the UAE’s ability to respond to global shifts and shape the future of vital sectors.”
Her Excellency Maryam bint Ahmed Al Hammadi, Minister of State, General Secretary of the UAE Cabinet and General Supervisor of the Federal Competitiveness and Statistics Centre (FCSC), said: “The launch of the Unified UAE Numbers platform embodies our leadership’s vision for a future government driven by data and AI. This platform represents a major step in the government’s digital transformation, fostering a unified approach and empowering entities to make swift, precise decisions backed by trusted, real-time data.”
Her Excellency Al Hammadi added: “By establishing a smart national statistics infrastructure, we are building a foundation to inform public policy, bolster the UAE’s competitiveness, and accelerate economic growth across all sectors.”
Her Excellency pointed out that the platform is an outcome of the Economic Data Retreat, which brought together 28 national entities in the first phase to establish 380 economic indicators and lay out a unified framework for GDP data, as well as balance of payment and investment.
She highlighted the essential role of data in formulating policy, setting priorities, measuring impact, and monitoring performance, noting that ultimately, this platform ensures that governance is data-driven, thereby strengthening the UAE’s readiness for AI adoption, achieving seamless integration of national databases, and creating an agile regulatory environment that champions both innovation and sustainability.
The UAE Government Annual Meetings 2025 hosted the Economic Data Retreat, a specialised strategic retreat which aims to formulate advanced national approaches to managing economic data, as well as enhancing the UAE’s readiness to keep up with rapid global shifts in AI, digital transformation and big data.
The retreat, which hosted three different sessions, brought together ministers and heads of economic, regulatory, financial and tech entities, as well as representatives of Digital Transformation Councils from across the UAE.
Strategic importance
The Economic Data Retreat is strategically timed to underscore the importance of creating a smart, integrated ecosystem of national data, capable of keeping up with global shifts and enhancing the UAE’s competitiveness in digital economy, investment and data-driven planning. The retreat is a key step toward establishing the UAE’s leadership in adopting smart policies, utilising data as a strategic decision-making tool, achieving sustainable development and enhancing the nation’s future readiness.
Unified procurement of big data
The first session titled ‘The Unified Procurement of Big Data: Standardising Federal and Local Contracts’, was led by His Excellency Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs.
The session discussed the pivotal role of big data in supporting policies and decision making, and highlighted the need to increase the efficiency of the government data procurement system to improve data quality and accuracy, facilitate secure data exchange among entities and ensure its effective utilisation to support future plans and national policies.
Participants emphasised that launching a unified national model to coordinate government procurement of big data is a strategic step toward identifying federal and local data needs, and unifying procurement efforts on a national level, leading to reduced costs, increased efficiency and accelerated data access.
His Excellency Mohamed Al Hussaini explained that the UAE government, guided by its leadership, is prioritising big data as a cornerstone of the nation’s competitive and digital economy future. He noted that the goal is to build an integrated, real-time national economic data system. This system will provide decision-makers across all sectors with a reliable, instant flow of data, which is key to accelerating smart developmental planning and enabling effective public policies.
Integrating investment data
The second session, titled ‘National Integration of Inbound and Outbound Investment Data’, was led by His Excellency Mohamed Hassan Alsuwaidi, Minister of Investment.
The session discussed the importance of creating an integrated national system for investment data that contributes to increased data accuracy and reliability, while supporting the UAE’s ability to measure the economic and social impact of investments.
His Excellency Mohamed Alsuwaidi said: “In a highly competitive world vying for quality capital, the UAE continues to solidify its status as a leading global destination for investment, while focusing on measuring investment impact in terms of creating jobs, transferring knowledge and supporting vital sectors. Such efforts help promote sustainable development and underscore the competitiveness of our national economy.”
Smart statistics system
The third session, titled ‘Toward a Unified Smart National Statistics System’ was led by Her Excellency Maryam bint Ahmed Al Hammadi, Minister of State, Secretary General of the UAE Cabinet and the General Supervisor of the Federal Competitiveness and Statistics Centre (FCSC).
The session discussed challenges facing the national statistics system, and how to ensure the integration and readiness of data sources and their governance standards cohesion.
The session also discussed plans toward establishing a unified smart national statistics system and approving the development of a regulatory policies package. Such measures help enhance the reliability of national data, and support the accelerated adoption of AI in planning and general policy making.
Her Excellency Maryam bint Ahmed Al Hammadi said: “Building a unified smart national statistics system is essential for transforming the availability and integration of data in real time to bolster the UAE’s competitiveness and accelerate its development plans.”
She added: “The Economic Data Retreat reflects the UAE Government’s vision for advancing to the next phase of statistics integration by developing innovative policies, ensuring that national data is accurate, up-to-date, and accessible to support decision making and future foresight.”
The National Committee on Sustainable Development Goals (SDGs), in cooperation with the Government Experience Exchange Office at the Ministry of Cabinet Affairs and in collaboration with the Sustainable Development Goals Academy, has launched the “2030 SDGs Leaders Program”, aimed at empowering national, regional and global government leaders with modern tools, expertise and skills in leading efforts to achieve the SDGs.
The program seeks to enable participating leaders to integrate sustainable development principles into government strategies by developing future leadership skills, strengthening strategic thinking, and building capacities in international cooperation and partnerships for sustainable development. This will enhance integration among government entities and contribute to improving institutional performance.
Implemented under the supervision of experts from the UAE Government, the program includes knowledge visits to leading government entities, workshops and interviews with 17 Emirati experts. It brings together 32 government leaders from 14 countries, including 13 international participants and 19 participants from the UAE, representing senior leadership levels such as ministers, directors-general and undersecretaries. Among them are a minister from the Republic of Maldives, an assistant minister from the Republic of Serbia, and an assistant undersecretary from the Kingdom of Bahrain.
Abdulla Lootah: Strengthening the UAE’s position as a Global Hub for Experience in Sustainable Development
His Excellency Abdulla Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chairman of the National Committee on Sustainable Development Goals, affirmed that the launch of the “2030 SDGs Leaders Program” comes as part of the UAE’s efforts to support the achievement of the SDGs nationally and globally, thereby strengthening its position as a global hub for experience exchange in the field of sustainable development and in support of the 2030 Global Agenda.
Lootah stated that the program represents a practical platform for developing national and global competencies concerned with the 2030 Sustainable Development Agenda, through interactive sessions and applied workshops that enhance thinking in the design and implementation of sustainable initiatives and projects; and support the building of impactful partnerships between government and international sectors in the fields of development, environment and society.
Jeffrey Sachs: Supporting government leaders to address major challenges
For his part, Jeffrey Sachs, President of the United Nations Sustainable Development Solutions Network (SDSN), said: “The SDGs Leaders Program helps support government leaders in addressing the major challenges of our time. Achieving sustainable development requires leaders who think systemically, plan effectively, and build trust across borders and sectors. This program in the UAE strengthens these capacities and builds a generation of leaders who will achieve SDGs and work towards a more peaceful and prosperous world. The SDG Academy of the United Nations SDSN is honored to support the UAE Government Experience Exchange Office and the UAE National Committee on SDGs in this distinguished program.”
Sustainable development and future leadership
In its first track, the program featured intensive dialogue and interactive sessions over five days, addressing key pillars of sustainable development and future leadership. The first and second days focused on leading transformation and governance for systemic change through presentations, case studies and thinking labs aimed at developing leadership capacities, strengthening institutional integration and expanding the implementation of the UN Sustainable Development Agenda.
The sessions also focused on innovation, financing and strategic partnerships, and on anticipating the future of development through digital transformation and the 2045 XDGs Agenda. Leaders participated in workshops, field visits and dialogues to develop national directions and transform visions into practical steps that support the continuity of collective action towards a more sustainable future. The program included specialized sessions, workshops and policy acceleration labs, as well as visits to the Museum of the Future; the Mohammed bin Rashid Al Maktoum Solar Park; and the Mohammed bin Rashid Centre for Government Innovation (MBRCGI), to explore innovative models in governance, sustainable energy and digital transformation.

The SDG Academy, the program’s academic partner, supports the design of content and provides specialized educational resources. As an educational initiative of the UNSDSN, it brings together global experts in poverty reduction, climate action, gender equality and policy innovation.
Government Experience Exchange
The UAE government launched the Government Experience Exchange Programme to transfer best government practices and expertise to countries and to enhance cooperation in government modernization and development. Since its launch in 2018, the programme has successfully established partnerships with dozens of countries worldwide, aimed at building institutional capacities and improving government performance through experience exchange in strategic planning, government excellence and leadership in government services, in addition to implementing strategic initiatives and building institutional capacities.
The National Committee
The National Committee on SDGs undertakes key tasks including coordinating with relevant entities to align and review policies, strategies and national targets with the SDGS; building and strengthening national capacities to achieve the SDGs and address challenges through local and international partnerships; preparing national reports on the country’s results and efforts to achieve the SDGs; and coordinating with entities to prepare and publish SDG-related data at the national level.

Dubai, 19 October 2025: The United Arab Emirates, represented by the National Bureau of Statistics, chaired by the Federal Competitiveness and Statistics Centre and including local statistical centres and executive councils, joins countries around the world in celebrating World Statistics Day, which falls on 20 October. The day has been observed every five years since its declaration by the United Nations in 2010. It aims to highlight the importance of statistical data in development and decision-making, and its essential role in tracking countries’ progress toward their goals.
The UAE’s statistical system celebrates this global occasion in its fourth edition since its launch in 2010, under the theme: “Accurate Statistics and Reliable Data: Driving Change and Shaping a Better Future for All.” The celebration builds on a rich legacy of qualitative achievements in the UAE’s statistical journey, alongside an ambitious vision for the future, paving the way for a new decade of statistical transformation. With this shift, the national statistical system is moving from a focus on censuses and fieldwork toward proactive analysis and impact creation, solidifying the UAE’s leadership as a country that shapes the future through data.
On this occasion, H.E. Hanan Ahli, Managing Director of the Federal Competitiveness and Statistics Centre, said: “We join countries around the world in celebrating World Statistics Day, which reflects the important and active role of statistical agencies in supporting development pathways and data-driven decision-making, while confidently and innovatively anticipating the future.”
She added: “The UAE’s statistical system is undergoing a new phase of transformation, in which we harness advanced technology, digital solutions, and artificial intelligence techniques to move from the concept of data collection to an integrated system that supports strategic planning and the formulation of future policies, based on a sophisticated scientific approach to data analysis and utilization.” Hanan Ahli continued:: “Statistics in the UAE go beyond numbers to become the language of the future, reflecting our reality and guiding our development journey. By unifying efforts at both the federal and local levels to disseminate the UAE’s unified data, we strengthen the country’s position as a global model for data accuracy and quality, supported by the wise leadership and in active partnership with statistical centers.”
On his part, H.E. Sheikh Mohammed bin Humaid Al Qasimi, Chairman of the Department of Statistics and Community Development – Sharjah, said: “Statistics are a tool for development and a voice of progress and prosperity. Through unified and collaborative efforts, we turn data into insight, and insight into action., and decisions into a better reality for the nation’s people.”
H.E. Abdulla Gharib Alqemzi, Director General of the Statistics Centre – Abu Dhabi, said: “Statistical integration between federal and local entities is a fundamental pillar for building a unified national statistical system that accurately reflects the UAE’s developmental reality and enables decision-makers to gain evidence-based insights.”
He added: “With the transition toward an AI-enhanced government, we are working together to develop an intelligent system that links data to policies, transforming numbers into forward-looking insights that contribute to building a more prosperous and sustainable future, embodying our wise leadership’s vision of fostering a knowledge-based economy and establishing the UAE as a pioneer in anticipating and shaping the future.”
H.E. Younus Al Nasser, CEO of the Dubai Data and Statistics Establishment – Digital Dubai, said: “This year’s celebration of World Statistics Day comes with a different character, as it does not merely remind us of the importance of numbers, but celebrates an era in which statistics transform from measurement tools into instruments for foresight and decision-making.”
He added: “In the UAE, federal and local efforts have been unified within a comprehensive national system that speaks in a single language about the reality of development, presenting the world with a model for transforming data into knowledge and knowledge into tangible impact in people’s lives. Today, statistics have become a living language that tells the story of a nation advancing through accurate data and ambitious visions.”
H.E. Dr. Hajar Saeed Al-Hubaishi, Director General of the Ajman Statistics Centre, said: “Every Emirati statistical figure carries a success story behind it. Through our effective national integration in data production, we ensure that the UAE’s success story is told in a single, accurate, and clear language to the entire world.”
H.E. Humaid Rashid Al Shamsi, Secretary General of the Executive Council – Umm Al Quwain, said: “World Statistics Day reminds us that data is the fundamental pillar for planning and development. In collaboration with the National Bureau of Statistics, we enhance the quality of our figures and data and unify the UAE’s statistical message.”
H.E. Najwa Yacoub, Executive Director of the Ras Al Khaimah Statistics Centre, said: “When efforts are integrated at both the local and federal levels, statistics transform into a cohesive and effective national system that accurately reflects the UAE’s achievements and documents its journey toward global leadership.”
H.E. Dr. Ibrahim Saad Mohammed, Director General of the Fujairah Statistics Centre, said: “Unifying our statistical efforts across the UAE is our investment in a prosperous future. Every accurate piece of information contributes to building more efficient policies and more sustainable development, reflecting the aspirations of our wise leadership.”
Statistics in the UAE: Decades of Achievements
Since its inception with the formation of the Union, the UAE’s statistical work has recorded numerous qualitative achievements in building an advanced statistical system that keeps pace with the latest global standards. The first decade of this journey, from 1971 to 1981, marked the beginning of the need to establish a planning and statistical system to support the construction of the new state. This period witnessed the establishment of the federal planning structure, the formulation of an initial vision for the UAE’s developmental policies, and the launch of the first general census of population and establishments nationwide in 1975.
The second decade of the UAE’s statistical journey, from 1982 to 1991, focused on transforming oil revenues into measurable indicators within development plans. This was achieved by providing comprehensive databases for urban and economic planning, issuing annual reports and development-supporting studies, and expanding the implementation of federal census programs in 1980 and 1985.
During the third decade, from 1992 to 2001, the UAE adopted the approach of “comprehensive and balanced development” and regional planning across the seven emirates to enhance transparency and evaluate developmental performance. During this period, the country also participated regionally in several meetings, including those of the United Nations Economic and Social Commission for Western Asia (ESCWA).
Institutionalizing Statistics
The fourth decade, from 2002 to 2011, marked the true beginning of institutionalizing statistical work in the UAE and linking federal development plans with economic policies. This was achieved through updating the methods of presenting and publishing statistical and economic data and establishing the Supreme Committee for Coordinating Joint Statistical Work at the national level for the first time. These efforts helped enhance global competitiveness indicators based on statistics and data. During this period, the UAE also made its first representation at the United Nations Statistical Commission meetings in 2011.
Decade of Culmination and Leadership
Upon reaching its fifth decade in 2012, extending to the present, the UAE’s statistical system crowned its journey with numerous fruitful initiatives and achievements. This period marked a turning point in the country’s statistical history and the beginning of a new era of statistical transformation, during which the national statistical system shifted from censuses and fieldwork to proactive analysis and impact creation. This transformation solidifies the UAE’s leadership as a country that shapes the future through data, positioning statistics as a central pillar in achieving the nation’s development journey under the “We the UAE 2031” vision, leading up to the UAE Centennial 2071.
During its fifth decade, the UAE also joined the United Nations Statistical Commission for the 2025–2028 term, supporting its contribution to leading global statistical thinking and actively participating in decisions regarding international statistical activities. During this period, H.H. Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister, and Chairman of the Presidential Court, launched the “Unified UAE Numbers” project, one of the national initiatives aimed at developing and enhancing the national statistical system and supporting the country’s progress across various economic, demographic, social, and environmental sectors. Additionally, the UAE government launched the Data Index, designed according to best practices and global standards in statistics and data management, with the aim of enhancing governmental performance efficiency and measuring progress in national data governance. The UAE also hosts the regional headquarters of the United Nations Big Data Platform for Sustainable Development.
A New Phase
As it enters its sixth decade of statistical excellence, the UAE continues its journey of innovation and leadership, guided by a vision that transforms data into foresight and progress.. The wise leadership has laid the foundations for an integrated national statistical system at all levels, ushering in a new phase that leverages intelligent analysis, predictive models, and artificial intelligence technologies to transform data into forward-looking knowledge that shapes decision-making and guides the future.
The UAE delegation participating in the Knowledge Lab at the UAE Pavilion at Expo Osaka 2025 showcased the nation’s vision and pioneering role in supporting global efforts to achieve the Sustainable Development Goals (SDGs). The delegation also highlighted the UAE’s commitment to fostering international dialogue and building strategic partnerships that contribute to shaping a more sustainable and inclusive future.
The sessions featured pioneering national experiences, innovative solutions, and forward-looking visions for the post-2030 era, reflecting the UAE’s continued commitment to supporting global initiatives aimed at achieving comprehensive and sustainable development.
Participation came as part of a series of dialogue sessions organized by the Government Experience Exchange Office at the Ministry of Cabinet Affairs, in collaboration with the National Committee on Sustainable Development Goals. The sessions were held during the “SDGs and Beyond: Future Society for Life Week “at the Knowledge Lab.”
The UAE delegation included a distinguished group of representatives from the Global Councils on Sustainable Development Goals (SDGs) and was led by H.E. Hessa bent Essa Buhumaid, Director General of the Community Development Authority and Vice Chair of the Global Council on SDG 10 (Reduced Inequalities).
The delegation also included teams from the Government Experience Exchange Office and the General Secretariat of the National Committee on Sustainable Development Goals, both responsible for SDG 17 (Partnerships for the Goals).
Among the members were H.E. Hamoud Al Junaibi, Deputy Secretary-General of the Emirates Red Crescent and Vice Chair of the Global Council on SDG 2 (Zero Hunger); H.E. Eng. Marwan Bin Ghalita, Director General of Dubai Municipality and Vice Chair of the Global Council on SDG 11 (Sustainable Cities and Communities); and H.E. Mohammed Alshamsi, Chief Climate and Sustainability Officer at the Dubai Electricity and Water Authority (DEWA) and Vice Chair of the Global Council on SDG 6 (Clean Water and Sanitation).

H.E. Hessa Bint Essa Buhumaid emphasized that the UAE’s participation in this global event reflects the country’s deep commitment to the spirit of collaboration and collective action, and its firm belief that achieving sustainability is only possible through united international efforts.
She added: “By sharing our national experiences and achievements in community development and individual empowerment, we seek to contribute positively to the global dialogue and to serve as an inspiration for nations striving toward a more just, inclusive, and sustainable shared future.”

Partnerships Creating Global Impact in Support of SDG 17
The sessions reflected the objectives of the Government Experience Exchange Programme and embodied the overarching theme of Expo Osaka 2025: “Shaping the Future Society for Our Lives.” They emphasized the importance of global cooperation in advancing the Sustainable Development Goals, particularly in the areas of human capital, sustainability, and innovation in government services.
Aligned with the UAE’s established vision of leveraging international partnerships as a driving force for achieving the Sustainable Development Goals, the Government Experience Exchange Office and the National Committee on Sustainable Development Goals organized a series of dialogues and events. National Initiatives and International Partnerships
Through the Global Councils on Sustainable Development Goals platform, the UAE showcased a range of successful national initiatives and international partnerships that have demonstrated tangible impact across various countries by exchanging expertise, sharing knowledge, and adopting innovative models in governance and development.
The meetings brought together a distinguished group of decision-makers and experts from governments, international organizations, the private sector, and civil society, alongside delegations from countries participating in the Government Experience Exchange Programme, including Oman, Montenegro, Serbia, Pakistan, Indonesia, Malta, and Japan.
The sessions organized by the Government Experience Exchange Programme under the titles “Government Experience Exchange Programme in the Field: Success Stories Driving Global Impact” and “UAE Knowledge Labs – Accelerating Innovation in Government Services” highlighted that the UAE’s experience in building partnerships serves as a global model for translating international cooperation into tangible outcomes. These efforts support the achievement of the UN 2030 Agenda and create new opportunities for sustainable growth.
Together for Impact
The General Secretariat of the National Committee on Sustainable Development Goals organized a session titled “Together for Impact: Advancing Government Partnerships to Achieve SDG 17,” which highlighted the pivotal role of SDG 17 in accelerating the implementation of the 2030 Agenda. The session also served as a continuation of the outcomes of the 2025 High-Level Political Forum, which called for fair, innovative, and coordinated action to achieve comprehensive development worldwide.
Beyond 2030
The session titled “XDGs 2045: Charting the Future of Global Development” featured a global dialogue on the future of development beyond 2030. The discussion focused on the role of bold policies, inclusive leadership, and innovative partnerships in shaping a new development agenda. The session drew on the UAE’s initiative, “XDGs 2045,” launched in 2023 at the World Governments Summit, highlighting how global goals can be translated into tangible national impact and how cross-border solutions can be shared to support the building of a fairer and more sustainable future for generations to come.
This approach is based on the UAE’s strong commitment to global cooperation and sustainable development. Through its active participation in platforms such as the Global Councils on Sustainable Development Goals, the UAE has highlighted impactful initiatives and successful partnerships that are being scaled and implemented worldwide, providing a space for exchanging knowledge and experiences and showcasing practical solutions that create tangible impact in communities around the world.
It is worth noting that the series of meetings and sessions organized by the Government Experience Exchange Office and the General Secretariate of the National Committee on Sustainable Development Goals at the UAE Pavilion at Expo Osaka 2025 reflect the UAE government’s efforts to transfer best governmental practices and expertise to friendly and sister countries, while enhancing international cooperation in the fields of government modernization, future foresight, and supporting the development journey.
Under the patronage of H.H. Sheikha Fatima bint Mubarak; Mother of the Nation, Chairwoman of the General Women’s Union, President of the Supreme Council for Motherhood and Childhood, and Supreme Chairwoman of the Family Development Foundation; the 80th session of the United Nations General Assembly in New York witnessed the launch of SHE Powers Africa, an initiative designed to advance women’s empowerment and digital inclusion across the African continent. The initiative comes within the framework of the Global Councils on the Sustainable Development Goals, in support of Goal 5 on achieving gender balance.
The initiative represents a strategic partnership between the United Arab Emirates and the Kingdom of Eswatini, aimed at empowering women and girls, advancing digital inclusion, and strengthening women’s leadership across the African continent. The launch ceremony was attended by His Majesty King Mswati III of Eswatini; H.E. Sheikh Shakhbut bin Nahyan Al Nahyan, UAE Minister of State; H.E. Savannah Maziya, Minister of Information, Communications and Technology of Eswatini and Chairperson of the Global Council on SDG 5; H.E. Noura Khalifa Al Suwaidi, Secretary-General of the UAE General Women’s Union; H.E. Hanan Mansour Ahli, Managing Director of the Federal Competitiveness and Statistics Centre (FCSC) and Vice-Chair of the Global Council on SDG 5; alongside delegations, international organizations, and experts.
The launch included the signing of a partnership agreement between the UAE General Women’s Union, the Federal Competitiveness and Statistics Centre, and Eswatini’s Ministry of ICT to formalize cooperation under the SHE Powers Africa framework and translate the shared vision into tangible programs with measurable impact.
The initiative will focus on empowering Eswatini’s women and girls aged 18 to 35 with future skills in artificial intelligence, science and technology, climate innovation, and digital tools. It will also address online gender-based violence, promote digital safety and cybersecurity awareness, and create a model of South-South cooperation that can be replicated across Africa.
H.E. Sheikh Shakhbut Bin Nahyan Al Nahyan stated that, “This initiative reflects the UAE’s deep belief that empowering women means empowering entire societies. It embodies the spirit of global cooperation as real change occurs through strong partnerships that advance equality and accelerate progress. Today, Emirati women proudly stand as scientists, diplomats, entrepreneurs, and changemakers. Our national journey is a message of inspiration to women worldwide.”
“Africa is not just a partner for the UAE; it is rather a source of resilience, creativity, and limitless potential. For decades, we have stood alongside African nations in health, education, clean energy, and humanitarian relief, driven by our belief that real development begins with people, with their talent, ambition, and ability to shape a brighter future. True change comes through global partnerships that drive equality and accelerate progress. With the support of Sheikha Fatima bint Mubarak, Emirati women today stand proudly as scientists, diplomats, entrepreneurs, and changemakers,” he further emphasized.
H.E. Noura Khalifa Al Suwaidi highlighted that the initiative brings to life the vision of H.H. Sheikha Fatima bint Mubarak, who since 1975 has led the UAE’s first national mechanism for women’s empowerment; from literacy to leadership, and from local to global influence.
“Emirati women have transformed over five decades. We now continue toward Mother of the Nation’s Vision 50:50 extending to 2075, ensuring women remain equal partners in decision-making and sustainable development. Our commitment is to share this successful experience with the world,” she added.
H.E. Hanan Mansour Ahli added that the initiative provides a global platform for digital empowerment. “It is not only about access to technology, but about placing women at the heart of digital transformation. Goal 5 is not simply a global obligation, it is a promise of equal opportunity for all. Through SHE Powers Africa, the UAE reaffirms its role in supporting women locally and globally.
Eng. Ghaliya Ali Al Menai, Head of Strategic and Development Affairs at the General Women’s Union, noted that the initiative offers a practical model for impactful partnerships led by the UAE in advancing equality and women’s leadership in the fields of Technology, Climate Innovation, and Digital Security.
This initiative comes as the UAE delegation, headed by H.H. Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs, participates in the UNGA’s 80th session. The UAE’s priorities at this session align with its steadfast commitment to multilateralism, reforming the UN system for greater efficiency, advancing humanitarian action, promoting peace and coexistence, supporting women in peace, security and sustainable development, and driving international cooperation to tackle climate and water challenges.
Cooperation with FCSA and Statistics Centers in Abu Dhabi and Dubai

Having completed the requirements of the UAE Accredited Field Researcher License (AFRL) training program, 92 students from the Sociology Department enrolled in the Humanities and Social Sciences Faculty of the United Arab Emirates University (UAEU) got their licenses in a special ceremony held at FCSA premises. The training course was conducted in cooperation between FCSA, Statistics Center- Abu Dhabi (SCAD) and the Dubai Statistics Center (DSC) last April 2019.
The students were honored in a special recognition ceremony attended by H.E. Dr. Ateeq Al Mansouri, Associate Vice President for Student Affairs at the UAEU, H.E. Mohamed Hassan, Executive Director of the Statistics Sector at FCSA, along with a number of faculty members, trainers, program coordinators, and students.
H.E. Abdullah Lootah, Director General of the FCSA, highlighted the significance of data by saying: “Data is the key pillar for the process of decision-making, and the heart of strategies and future innovations, including artificial intelligence, robotics, and space exploration. Data is our national wealth, and we have to work hard to put data to optimal use to build our future and the future of the generations to come.”
He added: “We will find no onebetter than our sons and daughters to be entrusted with this strategic national wealth. Indeed, with the support we receive from the UAEU and the statistics centers in the UAE, and with cooperation with our society members, the UAE students will be fully able to play their role in supporting the national development process and achieving the vision and directives of our wise leadership and be one of the best countries in the world.”
H.E. Rashid Lahej Nasser Saeed Al Mansouri, Chairman of SCAD, said: “This initiative is a quantum leap to further enrich the national statistical and competitiveness work in the UAE. Statistics field requires creative human resources enjoying qualities of skillfulness, accuracy, intelligence, loyalty, and objectivity. Today, the UAEU students are joining the field teams who are committed to keep their promises they made, to meet the responsibilities they bore and to fulfill the obligations they have been entrusted upon by our wise leadership.”
H.E. Arif Obaid Al Muhairi, Executive Director of DSC, pointed out that the discipline of statistics is continually evolving with innovativestatistical products thatare rapidly accelerating in pace and diversity in application.
Al Muhairi emphasized on the importance of training programs in statistics by saying: “As a result of the variety of issues and phenomenas that are subjected to research, measurement, and evaluation, it is a must to have well-trained Emiratis who are able to keep pace with such rapid developments. Through offering training programs to our competent human resources and qualifying them to get certified in AFRL, these competent filed researchers will have the chance to join field teams who are monumental in conducting the most important stage of statistical surveys by collecting accurate and safe data.”
H.E. Dr. Ateeq Al Mansouri highlighted the significance of such initiatives in preparing students to be distinguished in their respective disciplines, productive in their communities and capable of improving their professional skills.
Dr. Al Mansouri highly appreciated the efforts exerted by the FCSA, SCAD, and DSC for providing support to the UAEU’s students. He also stressed the importance of this kind of training which links the outputs of education with the requirements of the society by equipping these students with the knowledge and skills they need.
Head of the Department of Sociology at the Faculty of Humanities and Social Sciences of UAEU, Dr. Aqil Kazim, highly hailed the ongoing cooperation with the Department of Sociology which allowed the students to acquire applied skills in collecting data and conducting interviews while conducting social researches and be qualified to get their AFRL certificates.
He went on to say: “Training is one of the most important factors taken into consideration while preparing preparing students to join the labor market., Our department works closely with leading institutions in the UAE to provide various practical training programs, linking academic and theoretical studies with practical training experience.
92 female students from the Faculty of Humanities and Social Sciences were trained at the UAE University after attending a series of theoretical lectures and workshops followed by various tests.
During the one-week qualifying program, participants were introduced to various aspects of the statistical fieldwork in the UAE, data collection methodologies, types of questionnaires and surveys, techniques used for collecting responses, types of forms, data privacy protection in addition to several other topics relevant to statistics fieldwork.
The team in charge of this initiative pointed highlighted the long-term vision aiming at expanding the program through a series of practical steps, actions, and incentives to encourage competent Emirati students to join and experience this the journey of field statistics in the UAE.

The Federal Competitiveness and Statistics Authority (FCSA) participated in the meetings of the Organization for Economic Cooperation and Development (OECD) in the Middle East and Africa held in the French capital, Paris. The critical issues tackled by the participants were centered around statistics conducted in the member states.
FCSA received an invitation extended by OECD to attend the meetings and submit a working paper related to statistics. FCSA accepted the invitation and an official delegation headed by H.E. Abdullah Lootah, Director- General of FCSA, accompanied by a number of statistics and data experts and specialists attended.
In his presentation on the UAE model of the statistics sector management, H.E. Lootah shed a spotlight on how statistical work serves the process of managing the national competitiveness strategy and distinct initiatives to achieve the SDGs 2030.
“Participation in the meetings of the OECD in Paris was an important opportunity to bring before the member states the UAE’s experience in linking statistics and data with competitiveness and the SDGs,” said Lootah.
“These high-level meetings shape the economic tendencies in the future, for they are an essential element in presenting the experiences of member states and taking advantage of the successful ones. The participating delegates highly appreciated the experience of the UAE as a role model for the developed countries. The UAE methodology is based on harnessing advanced technologies and data collection and data analysis to support the efforts of the UAE for improving its level on the global competitiveness indicators, on the one hand, and for supporting national initiatives gearing towards achieving the UAE sustainable development agenda,” Lootah added.
These remarks were made during the speech of the Director-General delivered at the fourth session held under the theme of “Statistics and Global Competitiveness.”
In his speech, the Director-General talked the Global Value Chains (GVC) and using the advanced statistical tools for overcoming the various challenges and for drawing upon the available expertise and skills.
Furthermore, participants discussed the importance and advantages of trade in services, which is now growing in importance due to the extensive use of the internet and digital payment platforms around the world. This makes the trade in services an open market to the global competition where survival will be only for innovative services and products of high specialty if they meet local needs.
During his keynote speech at the 2019 Global Summit, José Angel Gurria, Secretary-General of the OECD, highly acclaimed the UAE’s economic growth. He also hailed the big projects implemented for making the UAE society happy, particularly the infrastructure and housing projects, and projects related to environment, human development and community development which all aim at providing services and ensuring all means of comfort, stability, and decent life for all the segments and nationalities living in the UAE society.

Chairing the first meeting of the Board of Directors of the Federal Competitiveness and Statistics Authority (FCSA) in 2019, H.E. Mohammad Abdullah Al Gergawi, Minister of Cabinet Affairs and the Future and Chairman of the FCSA Board of Directors, acknowledged the support provided by all members of the FCSA Board of Directors to boost efforts exerted by the FCSA to further improve the UAE’s ranking in global indices and to achieve the goals of the National Agenda 2021.
He pointed out that FCSA has become a regional and global knowledge hub. “FCSA showcases the UAE model in competitive strategies, and how data, initiatives, and innovative methods in providing and disseminating data can support the design and shaping the future.”
“FCSA has become a key resource for decision-makers, officials, and experts from the UAE and abroad who desire to use statistics tools to shape the future with sights set to serve their countries and people. Data is national wealth, so we have to work hard to make use of them to build the future of our coming generations, to realize the vision and guidance of our wise leadership and rise to be among the best countries in the world.”
The FCSA team presented their proposed work plan for the current year, which includes setting up a series of specialized files focusing on a number of areas such as the impact of data on the national agenda indicators and global competitiveness reports, legislation and its role in promoting the UAE’s global competitiveness, SDGs and their relationship with the UAE Vision 2021 and the initiatives includinge race to thefuture and others.
Several projects and initiatives based on advanced technology, such as artificial intelligence were also presented. An innovative analytical tool based on geospatial information systems (GIS) was also introduced. Additionally, some innovative services such as the compilation, analysis, and classification of satellite images using machine learning and artificial intelligence techniques were also introduced.
Members of the FCSA Board of Directors praised the efforts of FCSA’steam and the relevant initiatives. They recommended focusing on national and international indicators, especially those related to the National Agenda 2021. They also stressed the importance of cooperating and collaborating with the competent task forces of the federal government entities concerned with the national agenda by providing statistical data and competitive indicators in respect of each body and its terms of reference.
The meeting ended with an open discussion between members of the Board of Directors and the FCSA task team, where several ideas and proposals related to the FCSA 2019 operational plan were tackled. They underlined the importance of working together with all partners and cooperating with federal and local government agencies, private sector companies, international institutions, and society to achieve the vision of the UAE 2021.

Dubai (Union) – The UAE has achieved a new global achievement by being among the best countries in the world in government digital transformation, to be the only Arab country in this group, in the Government Digital Maturity Report "GovTech" issued by the World Bank for the year 2021, which measures the levels of maturity of digital transformation and reliance on modern technology in conducting work in the government sector in 198 countries around the world. The report divided the countries included into 4 groups, the first of which was Group A, which included "the global leaders in government technology maturity", which included 43 countries, including the UAE, Canada, the United States, Switzerland, Britain, France, and Japan, which were ranked "very high" in the maturity of technology adopted in government digital transformation processes, as countries in this category had innovative solutions and distinguished practices. Group B includes countries that have achieved a "high" rank in government technology maturity and have large investments and good practices in government technology in most of the report’s themes, including Egypt, Saudi Arabia, Oman, Russia, China, Jordan, Tunisia, Uzbekistan, Ireland. The third group (c) included countries whose governments have improvements in government digital transformation technology and have active efforts in digital government practices, while the fourth group (d) came to express countries with minimal focus on digital government initiatives. UAE Centennial Eng. Majid Sultan Al Mesmar, Director General of TDRA said: "The GovTech report from the World Bank represents a new milestone in the UAE’s march towards a sustainable digital future that includes both government and society, in implementation of the UAE Centennial Vision 2071, which was defined by our wise leadership. These include a forward-looking government, a diversified knowledge economy, and a more cohesive society." He added: "This achievement represents a natural reflection of the spirit of solidarity and one team that prevailed throughout the digital transformation process at the national level, including the federal and local governments as well as the private sector, and we do not forget the role of society through its active participation through digital platforms in the development of services and policies followed, which ultimately aim to achieve the highest levels of happiness for all in the UAE." Ambitious goals For her part, Hanan Mansour Ahli, Acting Director of the Federal Competitiveness and Statistics Center, said: "The UAE is proceeding thanks to the vision and directives of the wise leadership for the next fifty years with ambitious goals that foresee the future, and consolidate the culture of excellence in being at the forefront of the countries of the world at various levels, and the digital, technical and scientific excellence of the UAE is a key pillar in its development and economic process." Ahli affirmed: "The UAE’s solutions within Group A, which is ranked the highest globally in the GovTech Digital Maturity Report issued by the World Bank, are new evidence of its leadership regionally and globally in the field of government digital transformation, in addition to its rich balance in global competitiveness reports, as the country ranked first globally in 121 competitive indicators, and first in the Arab world in 496 indicators, despite the rapid transformations in the global competitiveness map and the successive developments in the global economy, which makes The UAE experience is an icon from which to inspire the countries of the region and the world in the march of global competitiveness." Discriminate global The World Bank report based its classification on four main axes: "main government systems", "public service delivery", "community participation", and "government enablers for technological transformation", and pointed to the UAE’s global excellence in all axes, under which 48 indicators fall, the UAE achieved the full mark in 31 of them, which qualified it to be in group (A) the highest in the world, which includes countries that obtained a score ranging from 0.75 to 1.00 "full mark" in The maturity of government technologies, the only Arab country to join Group A, and participated with Israel alone in the top of the Middle East and North Africa countries within the same group, achieving a score of 0.80 on the index, knowing that the global average did not exceed 0.52, while countries in other groups obtained a score of 0.74 or less. A pioneering experience The report devoted a special space to reviewing the UAE’s experience in digital transformation, and pointed out that it is one of the most mature countries in the world in the field of digital government services provided to society, and touched on its adoption of the Fourth Industrial Revolution Strategy and the Artificial Intelligence Strategy. The National Innovation Strategy and the UAE Blockchain Strategy 2021. The report pointed out that the digital transformation strategy in the country aims to adopt advanced technologies and use them to convert 50% of government transactions at the federal level to the "blockchain" platform, and expected that government procedures in Dubai will become completely paperless by the end of 2021, which leads to the dispensation of more than one billion papers that were used in government transactions every year. The report concluded by presenting the UAE’s experience by detailing the results obtained in the four axes, and the indicators in which it excelled to exceed global averages, as the country won 0.60 in the "main government systems", noting that the global average is 0.48. The UAE achieved 0.92 in the "Providing Public Services" axis, while the global average did not exceed 0.61, and it won 0.88 in the "community participation" axis, while the global average did not exceed 0.46, and the country achieved 0.79 in the axis of "government enablers for technological transformation", while the global average was 0.53. The Federal Competitiveness and Statistics Authority (FCSA), in coordination with the General Secretariat of the National Committee on Sustainable Development Goals, has made a remarkable step towards enhancing the UAE’s efforts to achieve SDGs. The e-integration between several government institutions in the UAE and the UN platform of data and facts related to the UAE’s initiatives and efforts catersto the goals of SDGs 2030.
The UN-led global platform, in coordination with ESRI which is a specialized company in geographic information systems and services, aims to achieve greater access to information on all activities and initiatives documented by governments to achieve the sustainable development goals. The UAE is one of the first countries to be included in this platform, which consists of five countries: The United Arab Emirates, Palestine, Ireland, the Philippines, and Mexico.
FCSA presented to Dr. Thani bin Ahmed Al Zeyoudi, Minister of Climate Change and Environment, the results of the e-linking of the Ministry’s initiatives with the UN platform, upon which a section had been dedicated to the efforts, achievements, and initiatives of the UAE to achieve the Sustainability Agenda 2030.
H.E. Al Zeyoudi acclaimed this achievement and appreciated the efforts of task forces that oversaw the completion of this linkage. He said, “Achieving full connectivity with the UN SDGs strengthens the UAE’s position and global competitiveness, better informs the international community of its efforts to achieve sustainability and contributes to the achievement of the goals of the UAE Vision 2071 to be the world’s leading country in all sectors.”
He attributed the ability of the task forces to complete this achievement under the guidance of the wise leadership regarding the importance and necessity of cooperation and coordination and the joint work among all institutions of the government sector.
The UAE webpage on the UN Sustainable Development Knowledge Platform currently features 26 articles, including summaries of key sustainability initiatives, data, and studies, most notably the section of National Sustainability Initiative Presentation and Documentation. UAE is recognized as the first country in the world to add a documentation component , which constitutes a knowledge center and provides all users with the most critical aspects of the achievements and successes of institutions in the UAE.
Current initiatives include case studies in six areas: international assistance and cooperation, integrated waste management processes, air quality, wildlife, the marine environment, and the development of environmental protection policies.
Such connectivity enables the sharing of sustainability information directly from the sites of federal and local government institutions to the UN platform without the need to re-publish information or copy data, so that data updates to ensure synchronization for immediate accessibility on the UN Sustainability Information Platform.
H.E. Reem Bint Ibrahim Al-Hashimi, Minister of State for International Cooperation and Chairman of National Committee on Sustainable Development Goals, said “The objective of the UAE’s inclusion in this global platform is to meet the wise leadership’s directives to share the UAE’s model of sustainability in the economic, social and environmental fields with the international community. This helps spread knowledge, share experiences and build capacity around the world, in addition to recognizing the importance and necessity of publicizing the great efforts exerted by the federal and local government institutions as well as the private sector inside and outside the country in the field of sustainability. Our participation opens up broader horizons for dialogue with those concerned with and interested in the concept of sustainability. This ensures the continuous development of our working mechanism and the way we manage this critical global dossier.

Abdullah Nasser Lootah, Vice President of National Committee on Sustainable Development Goals and FCSA Director-General, said: “This initiative supports the efforts exerted to keep pace with the UN 17 SDGs by providing clear data tools, which would contribute to the facilitation of planning, monitoring and measuring progress in achieving the goals of sustainable development, and to report to the United Nations Statistics Division.”
He concluded: “FCSA’s collaboration with ESRI in completing electronic connectivity with the UN platform would further support the FCSA’s capacity and enhance its planning potential in the future towards supporting sustainability at the national and global levels and achieve the 2030 Agenda goals.”

Sustainable Development Goals (SDGs)
SDGs are a set of goals defined by the United Nations, also known as Global Agenda 2030. They constitute an international call to end all forms of poverty. These goals are unique in that they call for joint actions by all poor, rich and middle-income countries to promote prosperity for their peoples while protecting the planet and preserving resources for future generations. This convention is unique because it had never happened that 193 countries affiliated to UN to agree on a long-term vision for the future of the globe. The 17 SDGs are based on the success of the Millennium Development Goals (2000-2015). SDGs include four key aspects: environmental, social and economic aspects in addition to partnerships. The 2030 Agenda includes a total of 169 targets and 233 indicators.
SDGs are linked to each other and success in achieving one goal will often resolve other issues that contribute to the achievement of other SDGs. Achievement of SDGs requires collaboration and working with all partners and stakeholders in a practical way so as to make the right decisions and to improve life in a sustainable way for future generations. SDGs also provide a set of clear objectives and indicators for all countries, which can be incorporated into their national plans, with highlighting the environmental challenges facing the world. These goals are a comprehensive roadmap that provides the basic methodologies and tools for achieving the 17 SDGs by unifying nations to bring positive change to the world and to sustain the planet’s resources for future generations.
