DATA FOR A BETTER FUTURE
The U.A.E. will participate with a large government delegation in the work of the "High-Level Political Forum on Sustainable Development", organized by the United Nations Department of Economic and Social Affairs at its headquarters in New York from July 8 to 17. The forum, which is being held this year under the theme "Promoting the 2030 Agenda for Sustainable Development and Eradicating Poverty in Times of Multiple Crises: Effectively Implementing Sustainable, Resilient and Innovative Solutions", with the participation and attendance of more than 1,000 delegates and delegates from various governments of the world and international organizations, aims to promote sustainable development, follow up global efforts in this regard, anticipate current and emerging challenges and innovate solutions to them, by exchanging knowledge on the best experiences and expertise, coordinating and evaluating policies and supporting global efforts to accelerate the achievement of the goals Sustainable development for the good of societies. The UAE delegation will participate in key working sessions, multiple seminars and a series of bilateral meetings, during which it will present the UAE’s pioneering experiences and its distinguished model in achieving the path of sustainable development, which succeeded in bringing together Development initiatives, financing programs, development assistance and strategic partnerships with countries and governments of the world and international organizations and highlighting their distinguished efforts in supporting the transformation of the 17 basic goals set by the United Nations to reach an effective system for sustainable global development by the end of the current decade. The UAE delegation to the High-Level Political Forum includes a number of government officials, representatives of the National Committee for Sustainable Development Goals, the Government Knowledge Exchange Office, the Federal Competitiveness and Statistics Center at the Ministry of Cabinet Affairs, the Ministry of Interior, the Ministry of Climate Change and Environment, Masdar, the Emirates Red Crescent Authority, and the Abu Dhabi Fund for Development, in coordination with the Permanent Mission of the UAE to the United Nations. The UAE government delegation will hold a series of bilateral meetings with leaders, political officials and experts from international organizations, institutions and global working groups that support societies and countries to achieve the sustainable development goals, and the delegation will also present a range of initiatives, programs and success stories implemented by UAE entities in various fields of sustainable development around the world. U.A.E A key supporter of the development goals Abdullah Nasser Lootah, Assistant Minister of Cabinet Affairs for Knowledge Exchange and Competitiveness, stressed that the UAE, under the directives of its wise leadership, has established its leading position on the world map as a key partner and key international supporter to achieve the 17 sustainable development goals set by the United Nations until 2030, and that its tireless participation in the forum in the forum reflects its keenness to exchange knowledge and share successful experiences and best practices with world governments and international organizations to improve the lives of peoples and societies. United Nations High-level Political Forum The High-level Political Forum on Sustainable Development is the main platform of the United Nations. On sustainable development issues. Since its inception in 2012, it has played a pivotal role in following up and reviewing what has been implemented at the country level in the 2030 Agenda for Sustainable Development. This edition of the International Forum is held under the theme "Promoting the 2030 Agenda for Sustainable Development and Eradicating Poverty in Times of Multiple Crises: Effectively Implementing Sustainable, Resilient and Innovative Solutions". Throughout the 8-17 July 2024 edition, delegates participating in this year’s edition of the Forum will work on in-depth revisions of five of the Sustainable Development Goals (SDGs): Goal 1 to eradicate poverty in all its forms everywhere, Goal 2 to end hunger, achieve food security, improve nutrition and promote sustainable agriculture, Goal 13 to support climate action and call for urgent action to combat climate change and its repercussions, and Goal 16 to promote peaceful and inclusive societies to achieve development. Goal 17, which focuses on global partnerships to promote the implementation of the Sustainable Development Goals. Proactive meeting of the National Committee for Sustainable Development Goals The National Committee for Sustainable Development Goals preceded the participation of the UAE government delegation in the work of the United Nations High-Level Political Forum, with a preparatory meeting for the members of the Committee, before the delegation’s departure to New York, during which it discussed the agenda and agenda of the UAE’s participation in the forum, reviewed the UAE’s performance in the reports of indicators of sustainable development goals, and the data that has been provided and improved, as well as a number of files related to the work of the Committee. The meeting reviewed the report of the Sustainable Development Goals Index issued by the Sustainable Development Solutions Network for the year 2024, pointing to the performance of the UAE, which ranked 70th globally, 3rd regionally and Arably, and first in the Gulf, reflecting the country’s commitment to achieving the goals and strengthening its position globally. The meeting discussed plans, workshops and initiatives that are being implemented to enhance the quality of data and achieve progress in goals, and challenges in data collection, including the need to review data with international organizations, remove some indicators that do not apply to the UAE, and formulate indicators in line with the laws of the country. Coordination and cooperation between government and private entities to ensure the collection of consistent and analyzable data in a uniform manner. Mark Beer, OBE, Chief Executive of the Dispute Resolution Authority (DRA) at Dubai International Financial Centre (DIFC) and an accompanying delegation of senior executives, consultants and financial analysts, visited the FCSA to discuss mutual areas of cooperation between the two entities.
Both teams discussed various topics related to the investment environment in UAE, attending to investors’ interests and attracting development projects that contribute to the sustainability of UAE economic sectors.
“We are glad to have had the opportunity to understand FCSA’s role in boosting its competitiveness in global reports and indicators”, said Mr. Beer. He also hailed FCSA’s interest in collaborating with stakeholders who can influence UAE’s ranking and performance in competitiveness reports, and all the current effort being exerted to maintain an attractive investment environment in the UAE.
“In addition to contributing to UAE’s future plans to become a knowledge-based economy, it is very important that investors have access to accurate data and statistics that reflect market conditions”, said Mr. Beer.
H.E. Abdullah Nasser Lootah, FCSA Director General, addressed the visiting delegation by underlining that the meeting was fruitful and valuable while stressing the importance of partnerships and cooperation in issues of mutual interest.
He also featured the role of the DRA in protecting investors. He affirmed: “Indeed, the DRA is keen to attend to the interests of the investment environment in the Emirate of Dubai and the implications of such an environment on the financial sector in UAE as a whole, which could reflect positively on the country’s performance in global competitiveness rankings.”
Noteworthy, FCSA is so dedicated to promoting joint cooperation with various authorities and institutions in both public and private sectors. By the end of 2017, FCSA hosted more than 60 official delegations and visits at its headquarters, that is receiving more than one official visit per week from various local and out of the country entities. Indeed, FCSA believes in the importance of participatory work aiming at achieving joint interests and future visions for a knowledge-based society which is supported by accurate and transparent statistics and data based on innovation.

The Federal Competitiveness and Statistics Authority (FCSA) organised a panel discussion titled “Data and Artificial Intelligence: An Active Role in Building the World’s Future” as part of the “Data for a Better Future for Humanity” series in the lead-up to the second UN World Data Forum, set to be held in Dubai’s Madinat Jumeirah on October 22-24, 2018.
Held under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, the Forum brings together high-ranking officials, prominent decision makers, and more than 1,500 experts and specialists in data and statistics from all around the world.
Her Excellency Sarah bint Yousif Al Amiri, Minister of State for Advanced Sciences, attended the session, along with H.E. Abdullah Nasser Lootah, FCSA Director General and Chairman of the Forum’s Organising Committee; while H.E. Ohood Ali Abdullah Al Shuhail, Director-General of Ajman Digital Government; and Eng. Bashar Kilani, Region Executive, IBM Middle East, participated in an interactive discussion with officials from statistics centres, universities and youth councils around the UAE, debating how data affects the use of artificial intelligence (AI), particularly with regards to achieving the Sustainable Development Goals (SDGs) locally and internationally.
H.E. Sarah Al Amiri asserted that the UAE, guided by the forward-thinking vision of its wise leadership, has espoused a proactive approach, tailored to the requirements of the Government of the Future and rooted in data as a fundamental component in decision making. This is in line with the UAE’s quest to establish its lead in various sectors and find solutions for all challenges, particularly those with direct impact on the lives of individuals and society.
“Data is the cornerstone of knowledge; and knowledge is the driving force behind positive change,” H.E. added. “With that in mind, the optimal utilisation of data and scientific research will play a key role in establishing a developed ecosystem that embraces advanced science and technology to upgrade key services and provide a better life and brighter future for all members of the community.”
“We, at the Office of the Minister of State for Advanced Science, prioritise data, research and statistics, which, we believe, play an immense role in ensuring the optimal use of advanced science and research, as per the objectives of the National Advanced Sciences Agenda 2031,” H.E. Al Amiri noted. “The Agenda seeks to establish a conducive environment to help achieve the objectives of the UAE Centennial 2071 Plan, by placing science and technology at the disposal of sectors and establishing a comprehensive database to help identify the most important challenges and create solutions to address them.”
The Minister of State for Advanced Science concluded by asserting the importance of promoting scientific research, guiding the youth, and empowering them to remain aware of advanced sciences in order to ultimately build a generation of distinguished Emirati scientists and achieve further success to reflect the best possible image of UAE youth.
For her part, H.E. Ohood Ali Abdullah Al Shuhail said: “The Ajman Government is working to build a robust database in collaboration with all Government entities and according to the Ajman 2021 vision, which, in turn, aims to achieve the UAE leadership’s vision to build a better future for our societies and coming generations.”
“Processing data through advanced technologies is fundamental for adopting artificial intelligence,” H.E. Al Shuhail continued. “With that in mind, we consider the community to be a key partner in supporting Government entities by providing the necessary data to upgrade Government operations, while the private sector’s cooperation is paramount to build a comprehensive data ecosystem that facilitates forecasting future challenges and formulating adequate solutions for them.”
“Having realised the importance of these advanced technologies early on, the UAE appointed a Minister of State for Advanced Science to the Federal Government and proceeded to work on a National Strategy for Artificial Intelligence that echoes the 2021 Advanced Science Strategy and intersects with four of its main themes in nine key sectors,” H.E. explained.
Al Shuhail noted that the Ajman Digital Government emphasises developing technological skills among young generations and to that end, it has launched a series of initiatives, collaborating with Sandooq Al Watan and other entities to launch “Emirati Coder” to train 260 students in programming and robotics. The Ajman Digital Government also collaborated with Dark Matter Group’s educational arm, Ajyal Talent Management, to introduce four new courses to the curriculum at Ajman Academy as a prelude to implementing them in schools across the emirate.
Meanwhile, Eng. Bashar Kilani began by identifying artificial intelligence as a concept, which consists of using machines to simulate human intellect, noting that the first recorded implementations of this advanced technology emerged in the 1950s and 1960s in the form of devices that analyse voices and images. With the data revolution, these technologies made their way to other areas, such as analysis, machine learning and reading.
“The successful implementation of these future technologies relies on accurate data to support decision making,” Kilani said. “Data plays a pivotal role in improving performance and customer satisfaction, increasing companies’ bottom lines, and helping employees hone their professional skills by automating repetitive tasks and allowing them to shift their focus on more important duties.”
Kilani noted that the emergence of these advanced technologies will create new jobs on the market, where two-thirds of jobs in the future are expected to be completely new, while automation and robots will take over 80% of human tasks. The IBM Region Executive cited examples where this is already happening, such as in bank transactions, self-driving vehicles and drones.
“Data is the oil of the future, and we are on the cusp of great growth in the sector and the proliferation of related professions, such as data scientist. There will be increasing demand for data scientists in engineering, data scientists in medicine, etc.” Kilani concluded. “The UAE will lead the way in utilising this data to improve performance across key sectors and maintain the UAE’s steady rise on international competitiveness indexes.”
The UN World Data Forum 2018 is the most important international gathering of data and statistics in the world. It contributes to the establishment of a scientific incubator environment to enhance the role of data and statistics in achieving the Sustainable Development Goals 2030, namely food security, health and learning.
Taking place over the course of three days, the UN World Data Forum receives support from major strategic partners, namely: The UAE Ministry of Foreign Affairs and International Cooperation (MOFA); the Ministry of Interior (MOI); GCC Statistical Center (GCC-STAT); the Smart Dubai Office (SDO); Dubai Electricity and Water Authority (DEWA); Dubai Statistics Center (DSC); DP World; Abu Dhabi Ports; Statistics Centre – Abu Dhabi; Sharjah Department of Statistics and Community Development (DSCD); Fujairah Statistics Centre; and the General Secretariat of the Executive Council in the Emirate of Umm Al Quwain.

The National Committee on Sustainable Development Goals applauded the great turnout from young Emiratis for the “SDGs in Action 2018” event, set to take place on February 10, 2018, on the sidelines of the World Government Summit, in an effort to engage the youth in SDG plans and programmes.
The UAE youth join more than 300 executives from various local and international public, private and academic establishments to discuss plans, strategies and initiatives that seek to achieve sustainable development, and address key challenges facing SDGs around the world.
Her Excellency Reem bint Ibrahim Al Hashemi, Minister of State for International Cooperation, Chairperson of the Board of the Federal Competitiveness and Statistics Authority (FCSA), said: “Harnessing young people’s energy and channelling it towards development plans is the key to successful sustainable progress. In line with the leadership’s wise vision to engage young people in decision making, UAE government officials are committed to encouraging young Emiratis to take part in international events of this scale, in an effort to hone their skills and build on their ideas and suggestions to address challenges and build a better future.”
“Through its National Committee on Sustainable Development Goals, the Federal Competitiveness and Statistics Authority is committed to engaging young people in the sustainability agenda,” H.E. Al Hashemi added. “Their involvement is the fruit of the many initiatives that brought together the Authority, the Committee, and the Ministry of State for Youth Affairs, since His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, announced, in February 2016, the world’s first ministry dedicated to the youth.”
H.E. Shamma bint Suhail bin Faris Al Mazrui, UAE Minister of State for Youth Affairs, Chairperson of the Emirates Youth Council, added: “We are delighted to be taking part in this event dedicated to the sustainable development goals, which offers opportunities to explore international best practices, exchange ideas, and build robust networks to empower the youth as they join the sustainable development efforts spanning all sectors in the UAE, the region and the world.”
“The UAE leadership prioritises investment in human resources – particularly, the youth,” H.E. Al Mazrui pointed out. “Federal and Local Government bodies have been instructed to set plans and strategies to empower the youth and prepare a generation of highly qualified professionals to carry on with the sustainable development efforts taking place across the country. This reflects our leaders’ faith in the youth, who they consider to be the engine and driving force behind sustainable development.”
“SDGs in Action 2018” is an international event that seeks to discuss pragmatic solution to achieve sustainable development, raise awareness around them among all segments of society, discuss national and international best practices in this field, open channels for effective communication between all parties involved, and extend bridges of cooperation to achieve these goals on a global scale.

The Federal Competitiveness and Statistics Authority (FCSA) participated in the meetings of the Organization for Economic Cooperation and Development (OECD) in the Middle East and Africa held in the French capital, Paris. The critical issues tackled by the participants were centered around statistics conducted in the member states.
FCSA received an invitation extended by OECD to attend the meetings and submit a working paper related to statistics. FCSA accepted the invitation and an official delegation headed by H.E. Abdullah Lootah, Director- General of FCSA, accompanied by a number of statistics and data experts and specialists attended.
In his presentation on the UAE model of the statistics sector management, H.E. Lootah shed a spotlight on how statistical work serves the process of managing the national competitiveness strategy and distinct initiatives to achieve the SDGs 2030.
“Participation in the meetings of the OECD in Paris was an important opportunity to bring before the member states the UAE’s experience in linking statistics and data with competitiveness and the SDGs,” said Lootah.
“These high-level meetings shape the economic tendencies in the future, for they are an essential element in presenting the experiences of member states and taking advantage of the successful ones. The participating delegates highly appreciated the experience of the UAE as a role model for the developed countries. The UAE methodology is based on harnessing advanced technologies and data collection and data analysis to support the efforts of the UAE for improving its level on the global competitiveness indicators, on the one hand, and for supporting national initiatives gearing towards achieving the UAE sustainable development agenda,” Lootah added.
These remarks were made during the speech of the Director-General delivered at the fourth session held under the theme of “Statistics and Global Competitiveness.”
In his speech, the Director-General talked the Global Value Chains (GVC) and using the advanced statistical tools for overcoming the various challenges and for drawing upon the available expertise and skills.
Furthermore, participants discussed the importance and advantages of trade in services, which is now growing in importance due to the extensive use of the internet and digital payment platforms around the world. This makes the trade in services an open market to the global competition where survival will be only for innovative services and products of high specialty if they meet local needs.
During his keynote speech at the 2019 Global Summit, José Angel Gurria, Secretary-General of the OECD, highly acclaimed the UAE’s economic growth. He also hailed the big projects implemented for making the UAE society happy, particularly the infrastructure and housing projects, and projects related to environment, human development and community development which all aim at providing services and ensuring all means of comfort, stability, and decent life for all the segments and nationalities living in the UAE society.

In the recent official visit to the head office located in New Zealand’s capital Willington, the senior management of the New Zealand’s G2G Know-How Foundation welcomed H.E. Abdullah Nasser Lootah, Director-General of the Federal Competitiveness and Statistics Authority (FCSA).
G2G Know-How is a public foundation that reports to the New Zealand government. It dedicates all its efforts in developing innovative government solutions through exchange of ideas and experiences with the most significant experts from the public and private sectors from around the world.
H.E. Lootah’s visit to New Zealand G2G Know-How came as part of his tour of New Zealand’s government, semi-government and private institutions this week. During the meetings held at its premises, the G2G Know-How teams briefed H.E Lootah on their wide range of activities and successful experiences in areas of developing innovative government projects.
FCSA’s Director-General and New Zealand’s task forces discussed FCSA’s initiatives that are channeled towards developing the UAE’s National Statistical System for improving the Competitiveness Strategy and achieving the Sustainable Development Goals (SDGs).
The G2G Know-How officials introduced the foundation’s methodology in collaboratively developing initiatives of various government entities in New Zealand. Their process includes identifying challenges, defining development goals, drawing up a master plan to develop and implement solutions, identifying partnerships with experienced foreign governments, and examining and analyzing results.
On his visit to the G2G Know-How Foundation, H.E. Lootah stated, “New Zealand is featured by the foremost global competitiveness reports and indicators as one of the most developed countries. It is an exciting opportunity for the UAE to be G2G Know-How Foundation’s first-ever international co-operation experience. Learning from this experience inspires us to further excellent the efficiency and effectiveness of UAE’s National Teams and the innovative services offered to individuals and institutions in our homeland.”
A meeting was held between H.E. Lootah and Mr. Malcolm Miller, Executive Director of the G2G Know-How Foundation and former New Zealand Ambassador to UAE. Mr. Miller availed this opportunity to appreciate the active collaboration between New Zealand and the UAE’s public institutions. He noted the similarity and convergence of government visions on various aspects of government initiatives, including establishing an innovation culture, the role of accurate and up-to-date data in supporting decisions and placing sustainability as part of the government priorities in all areas and sectors.
FCSA’s – Director General’s visit to New Zealand included visiting several semi-government and private institutions specializing in the field of data such as the Data Ventures of the New Zealand Statistics Center and the head office of Creative Company. Data Ventures is a global provider of specialized and innovative services and products of data-driven insight while Creative Company is a private company that aims to build and promote innovation and creativity culture across the government and private institutions through the development of individual and institutional skills of work teams.
H.E. Lootah concluded his statement by saying: “Our visit to the capital of New Zealand was very successful. I am happy with the results of the meetings held with all the institutions. It has been agreed to intensify bilateral efforts by organizing more activities, exchanging experiences and launching projects and initiatives in various specialties and fields of common interest, particularly in fields of developing Statistical Activities, Management of Competitive Strategy and Governance of initiatives dedicated to achieving SDGs.”
