DATA FOR A BETTER FUTURE
The U.A.E. will participate with a large government delegation in the work of the "High-Level Political Forum on Sustainable Development", organized by the United Nations Department of Economic and Social Affairs at its headquarters in New York from July 8 to 17. The forum, which is being held this year under the theme "Promoting the 2030 Agenda for Sustainable Development and Eradicating Poverty in Times of Multiple Crises: Effectively Implementing Sustainable, Resilient and Innovative Solutions", with the participation and attendance of more than 1,000 delegates and delegates from various governments of the world and international organizations, aims to promote sustainable development, follow up global efforts in this regard, anticipate current and emerging challenges and innovate solutions to them, by exchanging knowledge on the best experiences and expertise, coordinating and evaluating policies and supporting global efforts to accelerate the achievement of the goals Sustainable development for the good of societies. The UAE delegation will participate in key working sessions, multiple seminars and a series of bilateral meetings, during which it will present the UAE’s pioneering experiences and its distinguished model in achieving the path of sustainable development, which succeeded in bringing together Development initiatives, financing programs, development assistance and strategic partnerships with countries and governments of the world and international organizations and highlighting their distinguished efforts in supporting the transformation of the 17 basic goals set by the United Nations to reach an effective system for sustainable global development by the end of the current decade. The UAE delegation to the High-Level Political Forum includes a number of government officials, representatives of the National Committee for Sustainable Development Goals, the Government Knowledge Exchange Office, the Federal Competitiveness and Statistics Center at the Ministry of Cabinet Affairs, the Ministry of Interior, the Ministry of Climate Change and Environment, Masdar, the Emirates Red Crescent Authority, and the Abu Dhabi Fund for Development, in coordination with the Permanent Mission of the UAE to the United Nations. The UAE government delegation will hold a series of bilateral meetings with leaders, political officials and experts from international organizations, institutions and global working groups that support societies and countries to achieve the sustainable development goals, and the delegation will also present a range of initiatives, programs and success stories implemented by UAE entities in various fields of sustainable development around the world. U.A.E A key supporter of the development goals Abdullah Nasser Lootah, Assistant Minister of Cabinet Affairs for Knowledge Exchange and Competitiveness, stressed that the UAE, under the directives of its wise leadership, has established its leading position on the world map as a key partner and key international supporter to achieve the 17 sustainable development goals set by the United Nations until 2030, and that its tireless participation in the forum in the forum reflects its keenness to exchange knowledge and share successful experiences and best practices with world governments and international organizations to improve the lives of peoples and societies. United Nations High-level Political Forum The High-level Political Forum on Sustainable Development is the main platform of the United Nations. On sustainable development issues. Since its inception in 2012, it has played a pivotal role in following up and reviewing what has been implemented at the country level in the 2030 Agenda for Sustainable Development. This edition of the International Forum is held under the theme "Promoting the 2030 Agenda for Sustainable Development and Eradicating Poverty in Times of Multiple Crises: Effectively Implementing Sustainable, Resilient and Innovative Solutions". Throughout the 8-17 July 2024 edition, delegates participating in this year’s edition of the Forum will work on in-depth revisions of five of the Sustainable Development Goals (SDGs): Goal 1 to eradicate poverty in all its forms everywhere, Goal 2 to end hunger, achieve food security, improve nutrition and promote sustainable agriculture, Goal 13 to support climate action and call for urgent action to combat climate change and its repercussions, and Goal 16 to promote peaceful and inclusive societies to achieve development. Goal 17, which focuses on global partnerships to promote the implementation of the Sustainable Development Goals. Proactive meeting of the National Committee for Sustainable Development Goals The National Committee for Sustainable Development Goals preceded the participation of the UAE government delegation in the work of the United Nations High-Level Political Forum, with a preparatory meeting for the members of the Committee, before the delegation’s departure to New York, during which it discussed the agenda and agenda of the UAE’s participation in the forum, reviewed the UAE’s performance in the reports of indicators of sustainable development goals, and the data that has been provided and improved, as well as a number of files related to the work of the Committee. The meeting reviewed the report of the Sustainable Development Goals Index issued by the Sustainable Development Solutions Network for the year 2024, pointing to the performance of the UAE, which ranked 70th globally, 3rd regionally and Arably, and first in the Gulf, reflecting the country’s commitment to achieving the goals and strengthening its position globally. The meeting discussed plans, workshops and initiatives that are being implemented to enhance the quality of data and achieve progress in goals, and challenges in data collection, including the need to review data with international organizations, remove some indicators that do not apply to the UAE, and formulate indicators in line with the laws of the country. Coordination and cooperation between government and private entities to ensure the collection of consistent and analyzable data in a uniform manner. The UAE occupied the first regional position and the 17th international position on the Global Talent Competitiveness Index, GTCI, according to the 2018 publication issued by INSEAD.
The report is a comprehensive annual index that measures how countries and cities grow, attract and retain talent, providing a unique resource for decision makers to understand the global talent competitiveness picture and develop strategies for boosting their competitiveness.
In this year’s report, the UAE advanced two positions in compared to last year’s ranking. The UAE retained its rank among the 20 best countries in the world on the index, topping GCC, Middle East and African countries
Reem bint Ibrahim Al Hashimy, Minister of State for International Cooperation and Chairwoman of Federal Competitiveness and Statistics Authority, FCSA, expressed her pride in this achievement and thanked all government authorities and private sector companies for their co-operation in supporting the UAE’s competitiveness.
She stressed that UAE’s progress in the talent competitiveness index proves to the world the efficiency of its comprehensive development strategy, based on the directives of its wise leadership, aimed at building a knowledge-based economy, as well as its success in providing an environment that attracts talent.
Malik Al Madani, Director of the Competitiveness Strategy Department in FCSA, stressed that the UAE is harvesting the fruits of years of hard work to provide a solid infrastructure and an attractive economic and investment environment as well as establish an advanced education sector. He pointed out that all these components promote the development of human resources in the country and support its progress and international competitiveness.
Al Madani also added that the UAE achieved an exceptional performance in a number of key pillars and sub-indexes in this year’s report, after occupying the first international position in five sub-indexes including easy employment, each employee’s productivity, and international students’ attraction
The report also indicated that the UAE achieved the second international position in the strength of work relations between the government and business index, economic blocs/free zones, attracting minds and talents, and the third international position in the foreign direct investment and technology transfer and maintaining minds and talents.
This year’s report also witnessed an improvement in a number of pillars and sub-indexes as the country jumped by 13 positions compared to last year’s ranking to the first international position in the professional and technical skills pillar, measuring the availability of the required professional and technical skills in the different labour market sectors.
The UAE secured the third place internationally in attraction, which evaluates its ability to attract the best skills from outside the country, in addition to the country’s advancement of 19 levels in this year’s report in the growth axis, which measures the average growth of talent available in the country.
Al Madani said that the country is working to achieve its vision of becoming one of the best countries in the world by the UAE Centennial 2071, by focusing on future foresight, building an economy based on knowledge, creating an attracting business atmosphere, following innovation, and providing an advanced knowledge infrastructure, which supports the creation and exchange of knowledge.
The 2018 edition of GTCI includes 68 variables (65 in 2017), covering 119 countries and 90 cities (respectively 118 and 46 in 2017). This year again, GTCI scores are led by developed, high-income countries.
Switzerland maintains its number 1 position, followed by Singapore and the United States.
European countries continue to dominate the GTCI rankings, with 15 of them in the top 25.
Among the non-European countries ranking high this year, are Australia (11th), New Zealand (12th), Canada (15th), the United Arab Emirates (17th), and Japan (20th) for example.

The Federal Competitiveness and Statistics Authority (FCSA) held a meeting for heads of communication from government entities and private-sector strategic partners at its headquarters, where it showcased the progress made in preparing for the second UN World Data Forum, set to be held in Dubai in October with more than 1,500 data experts in attendance.
His Excellency Abdullah Nasser Lootah, FCSA Director General, Chairman of the Organising Committee of the UN World Data Forum 2018, kicked off the meeting by outlining the vision and objectives behind the UAE’s hosting of the UN event. H.E. Lootah welcomed the attending officials – the heads of communication from the Ministry of Interior and statistics centres in Abu Dhabi, Dubai, Sharjah, Ajman, Ras Al Khaimah and Fujairah, in addition to the General Secretariat of the Executive Council of Umm Al Quwain, Dubai Electricity and Water Authority (DEWA), the Smart Dubai Office (SDO) and Abu Dhabi Ports.
Participants stressed the necessity of unifying the messages coming from the various entities and aligning them with the Forum’s objectives. They went on to call for greater cooperation between heads of communication and the organising teams to ensure media coverage that is on par with the Forum’s international status and prestige, and that underlines a set of clear and concise messages on the importance of data and its role in policy- and decision-making.
The UN World Data Forum is the most prominent event of its kind in the world with a primary focus on data and statistics. With its specialised discussion panels, the event presents a platform for exploring and enhancing the role of data and statistics in achieving the Sustainable Development Goals (SGDs) 2030 – most notably, food security, health and education.
The three-day Forum will be held on October 22-24, 2018, at Dubai’s Madinat Jumeirah, with support from major strategic partners, namely: The UAE Ministry of Foreign Affairs and International Cooperation (MOFA); the Ministry of Interior (MOI); GCC Statistical Center (GCC-STAT); the Smart Dubai Office (SDO); Dubai Electricity and Water Authority (DEWA); Dubai Statistics Center (DSC); DP World; Abu Dhabi Ports; Statistics Centre – Abu Dhabi; Sharjah Department of Statistics and Community Development (DSCD); Fujairah Statistics Centre; and the General Secretariat of the Executive Council in the Emirate of Umm Al Quwain.

The third Doing Business Technical Deep Dive has concluded its activities in Dubai, hosted over the course of four days by the Federal Competitiveness and Statistics Authority (FCSA) in coordination with the UAE Ministry of Finance.
The event focused on the Ease of Doing Business Report, published by the World Bank Group. It brought together more than 350 economics experts from over 45 countries in the region and the world, covering Sub-Saharan Africa, the Middle East and North Africa (MENA), and Asia.
FCSA Director General and head of the event’s organising committee His Excellency Abdulla Nasser Lootah delivered a closing speech, saying: “We were delighted to host the World Bank team and all participating delegations, ministers, lawmakers, and economists. The event included panel discussions and in-depth debate, where attendees exchanged expertise and best practices in the ease of doing business sector, strengthening efforts to enhance investment and business environments in participating economies.”
Lootah thanked partners from federal and local government entities in the UAE, as well as the private sector, for their contributions and support for the third High-Profile Doing Business Technical Deep Dive, whether by providing resources and talent, or welcoming participating delegations for field visits to showcase the UAE’s pioneering experience in the ease of doing business sector.
Meanwhile, the World Bank team extended its gratitude for the warm welcome participating delegations received, commending Emirati hospitality and the impeccable organisation of the event over its four days. World Bank officials underlined the importance of these meetings in providing a common platform for dialogue among participating countries – all included in the Ease of Doing Business Report – where they can exchange knowledge, best practices, and success stories in the field.
The sessions and workshops on the event’s agenda witnessed significant turnout from participants in the third High-Profile Doing Business Technical Deep Dive, who attended 20 workshops, prepared and delivered – in English and French – by renowned economists and experts tasked with compiling the World Bank’s Ease of Doing Business Report.
H.E. Lootah lauded the great turnout at the event’s activities, saying that it reflects the quality of the knowledge content it provides. “The workshops were referred to as ‘Technical Clinics’, seeing as their main objective was to remedy the challenges and obstacles facing policymakers in their plans to enhance the work environment in their countries,” he said. “The sessions are organised by World Bank experts in government policy, economics, investment, foreign trade, and mass communication.”
The event discussed the opportunities and challenges facing the drafting and improvement of laws, legislation, and procedures surrounding doing business, as well as the basic stages that all economic establishments go through, from launching operations, to securing construction permits, registering property, getting credit, protecting minority investors and legal rights, paying taxes, cross-border trade, enforcing contract, and handling cases of insolvency.
The organising committee sought to ensure international delegations have an authentic Emirati experience, where groups of Emirati children, dressed in traditional clothing, welcomed them with traditional rose water sprinklers to the tone of Emirati folk music during breaks between sessions. Visitors were also treated to traditional local dishes such as Batheeth, Rangeena, and Arabic coffee, served during authentic Yola and Ayala performances. Organisers presented their visitors with souvenirs inspired by the UAE’s heritage such as wicker baskets made especially for the occasion by members of the Productive Families Programme.
Prominent Visitors Applaud ‘Well Organised’ Event
The third High-Profile Doing Business Technical Deep Dive received extensive praise from renowned international visitors for being well organised, as well as for the warm welcome visitors received, which reflected Emirati values of hospitality and the UAE’s professionalism in organising global knowledge events.
The visiting dignitaries, including several ministers, convened in bilateral meetings with the FCSA team on the side lines of the Deep Dive, held in Dubai this week.
H.E. Pholile Shakantu, Minister of Justice -Eswatini, stated that the third High-Profile Doing Business Technical Deep Dive is particularly important for developing and facilitating business, offering a platform for dialogue and the exchange of creative ideas to utilise the Report and its indexes to improve laws and procedures.
Meanwhile, Senator Manqoba Khumalo, Minister of Commerce, Industry & Trade from Eswatini, applauded the event and the advanced level of communication and interaction among participants, saying that Dubai impressed him with its opulence and generosity.
For his part, HE. Oumarou Alma, Minister – Special Adviser to the President of the Niger Republic, said: “As the third High-Profile Doing Business Technical Deep Dive draws to a close, I cannot help but express my sincere gratitude to the United Arab Emirates, and to the World Bank delegation, for the warm reception and impeccable organisation. The UAE ranks among the world’s top 20 economies, and came in 16th place on the annual Ease of Doing Business Report, which tracks 190 countries around the world. The Emirates led the entire Arab region on the ranking for the seventh consecutive year. Furthermore, the UAE ranked among the international top 10 on four of the Report’s 10 categories, ranking first in the world in terms of ease of connecting to the electrical grid; third in terms of ease of securing construction permits; ninth in terms of enforcing contracts; and tenth in terms of ease of registering property.

In the recent official visit to the head office located in New Zealand’s capital Willington, the senior management of the New Zealand’s G2G Know-How Foundation welcomed H.E. Abdullah Nasser Lootah, Director-General of the Federal Competitiveness and Statistics Authority (FCSA).
G2G Know-How is a public foundation that reports to the New Zealand government. It dedicates all its efforts in developing innovative government solutions through exchange of ideas and experiences with the most significant experts from the public and private sectors from around the world.
H.E. Lootah’s visit to New Zealand G2G Know-How came as part of his tour of New Zealand’s government, semi-government and private institutions this week. During the meetings held at its premises, the G2G Know-How teams briefed H.E Lootah on their wide range of activities and successful experiences in areas of developing innovative government projects.
FCSA’s Director-General and New Zealand’s task forces discussed FCSA’s initiatives that are channeled towards developing the UAE’s National Statistical System for improving the Competitiveness Strategy and achieving the Sustainable Development Goals (SDGs).
The G2G Know-How officials introduced the foundation’s methodology in collaboratively developing initiatives of various government entities in New Zealand. Their process includes identifying challenges, defining development goals, drawing up a master plan to develop and implement solutions, identifying partnerships with experienced foreign governments, and examining and analyzing results.
On his visit to the G2G Know-How Foundation, H.E. Lootah stated, “New Zealand is featured by the foremost global competitiveness reports and indicators as one of the most developed countries. It is an exciting opportunity for the UAE to be G2G Know-How Foundation’s first-ever international co-operation experience. Learning from this experience inspires us to further excellent the efficiency and effectiveness of UAE’s National Teams and the innovative services offered to individuals and institutions in our homeland.”
A meeting was held between H.E. Lootah and Mr. Malcolm Miller, Executive Director of the G2G Know-How Foundation and former New Zealand Ambassador to UAE. Mr. Miller availed this opportunity to appreciate the active collaboration between New Zealand and the UAE’s public institutions. He noted the similarity and convergence of government visions on various aspects of government initiatives, including establishing an innovation culture, the role of accurate and up-to-date data in supporting decisions and placing sustainability as part of the government priorities in all areas and sectors.
FCSA’s – Director General’s visit to New Zealand included visiting several semi-government and private institutions specializing in the field of data such as the Data Ventures of the New Zealand Statistics Center and the head office of Creative Company. Data Ventures is a global provider of specialized and innovative services and products of data-driven insight while Creative Company is a private company that aims to build and promote innovation and creativity culture across the government and private institutions through the development of individual and institutional skills of work teams.
H.E. Lootah concluded his statement by saying: “Our visit to the capital of New Zealand was very successful. I am happy with the results of the meetings held with all the institutions. It has been agreed to intensify bilateral efforts by organizing more activities, exchanging experiences and launching projects and initiatives in various specialties and fields of common interest, particularly in fields of developing Statistical Activities, Management of Competitive Strategy and Governance of initiatives dedicated to achieving SDGs.”
During FCSA Participation in the Biggest Global Conference for Geospatial Systems Users held in San Diego

The Federal Competitiveness and Statistics Authority (FCSA) has concluded participation at the Esri User Conference-2019, the largest international gathering of experts and users of geospatial information systems (GIS) and solutions and digital geospatial platforms, held at the San Diego Convention Centre in San Diego, California.
During the days of the conference, UAE was so keen to shed a spotlight on its latest efforts and achievements it realized in the practices and applications of modern technology in general, and GIS technologies in particular in support of its journey to achieve the agenda of Sustainable Development Goals (SDGs) 2030.
H.E. Mohamed Hassan, Executive Director of Statistics Sector at FCSA, headed the FCSA official delegation. He delivered a specialized presentation as part of the main agenda of the conference organized by Esri, the world leader in GIS technologies. The session was attended by an international audience of specialists, experts and users of GIS from around the world.
During the session, H.E. Mohamed Hassan put on display the UAE page available on the UN Sustainability Information Platform, which has more than 26 specialized contents. These contents include summaries of significant sustainability initiatives, in addition to data and studies, most importantly, the part on documenting and showcasing UAE’s sustainability initiatives.
Commenting on the documentation processes, H.E. Hassan stated: “UAE singled itself out by being the first in the world to add such a documentary part to its initiatives. This part turned out to be a knowledge center accessible to the public and features the achievements and successes of UAE institutions and how they were successful in addressing several subjects and issues related to sustainability.”
He also pointed out: “UAE is among the very first States to take the positive initiative to link sustainable development initiatives to the Global Esri Geospatial Platform. The information on several key sustainability initiatives could be displayed and updated in real-time on this platform. For example, presenting information on external assistance provided by UAE to many countries around the world to reduce poverty and improve the quality of life via the UN Sustainable Development Knowledge Platform which is based on Esri technology. Indeed, it has become the most important international platform showcasing the achievements of the world’s nations in the field of SDGs 2030.”
“UAE’s presence in these global platforms confirms the commitment of all federal and local government institutions, the private sector, and the society as a whole to harness the latest technologies and innovations to boost the achievements of UAE in the field of SDGs, and not only at the level of the State but regionally and globally,” Hassan commented on the UAE’s participation in this global conference.
He went on to say: “These platforms adopt cutting-edge technologies of artificial intelligence, machine learning and linking satellite images with numbers and ground-based data. All of these factors serve our best interests to deliver high accuracy results, as well as saving time, efforts, and money.”
Noteworthy, members of the UAE delegation took part in various sessions and bilateral meetings that tackled the most recent developments in the fields of statistics, data, and geospatial systems. They were also briefed about specific leading international experiences, such as the feature of the Automatic Data Update developed by the USA Census Bureau and has already been adopted to implement its ongoing Census Project 2020.
H.E. Mohamed Hassan concluded his statement by saying: “Such global participations of the FCSA teams support the UAE’s efforts exerted to keep pace with the 17 SDGs. This is achieved by providing perfect data tools that facilitate planning, monitoring, following up the progress in realizing SDGs and reporting the progress achieved to the UN Statistics Division. Definitely, cooperation between FCSA, The UAE National Committee on SDGs and Esri in the field of e-linkage of the FCSA systems with the UN platform will boost its capacities and promote its planning capabilities in the future with sights set to further support the sustainability dossier at the national and global levels, as well as the achievement of the agenda of SDGs 2030.”
