DATA FOR A BETTER FUTURE
The National Committee on Sustainable Development Goals (SDGs), in cooperation with the Government Experience Exchange Office at the Ministry of Cabinet Affairs and in collaboration with the Sustainable Development Goals Academy, has launched the “2030 SDGs Leaders Program”, aimed at empowering national, regional and global government leaders with modern tools, expertise and skills in leading efforts to achieve the SDGs.
The program seeks to enable participating leaders to integrate sustainable development principles into government strategies by developing future leadership skills, strengthening strategic thinking, and building capacities in international cooperation and partnerships for sustainable development. This will enhance integration among government entities and contribute to improving institutional performance.
Implemented under the supervision of experts from the UAE Government, the program includes knowledge visits to leading government entities, workshops and interviews with 17 Emirati experts. It brings together 32 government leaders from 14 countries, including 13 international participants and 19 participants from the UAE, representing senior leadership levels such as ministers, directors-general and undersecretaries. Among them are a minister from the Republic of Maldives, an assistant minister from the Republic of Serbia, and an assistant undersecretary from the Kingdom of Bahrain.
Abdulla Lootah: Strengthening the UAE’s position as a Global Hub for Experience in Sustainable Development
His Excellency Abdulla Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chairman of the National Committee on Sustainable Development Goals, affirmed that the launch of the “2030 SDGs Leaders Program” comes as part of the UAE’s efforts to support the achievement of the SDGs nationally and globally, thereby strengthening its position as a global hub for experience exchange in the field of sustainable development and in support of the 2030 Global Agenda.
Lootah stated that the program represents a practical platform for developing national and global competencies concerned with the 2030 Sustainable Development Agenda, through interactive sessions and applied workshops that enhance thinking in the design and implementation of sustainable initiatives and projects; and support the building of impactful partnerships between government and international sectors in the fields of development, environment and society.
Jeffrey Sachs: Supporting government leaders to address major challenges
For his part, Jeffrey Sachs, President of the United Nations Sustainable Development Solutions Network (SDSN), said: “The SDGs Leaders Program helps support government leaders in addressing the major challenges of our time. Achieving sustainable development requires leaders who think systemically, plan effectively, and build trust across borders and sectors. This program in the UAE strengthens these capacities and builds a generation of leaders who will achieve SDGs and work towards a more peaceful and prosperous world. The SDG Academy of the United Nations SDSN is honored to support the UAE Government Experience Exchange Office and the UAE National Committee on SDGs in this distinguished program.”
Sustainable development and future leadership
In its first track, the program featured intensive dialogue and interactive sessions over five days, addressing key pillars of sustainable development and future leadership. The first and second days focused on leading transformation and governance for systemic change through presentations, case studies and thinking labs aimed at developing leadership capacities, strengthening institutional integration and expanding the implementation of the UN Sustainable Development Agenda.
The sessions also focused on innovation, financing and strategic partnerships, and on anticipating the future of development through digital transformation and the 2045 XDGs Agenda. Leaders participated in workshops, field visits and dialogues to develop national directions and transform visions into practical steps that support the continuity of collective action towards a more sustainable future. The program included specialized sessions, workshops and policy acceleration labs, as well as visits to the Museum of the Future; the Mohammed bin Rashid Al Maktoum Solar Park; and the Mohammed bin Rashid Centre for Government Innovation (MBRCGI), to explore innovative models in governance, sustainable energy and digital transformation.

Participants from the UAE included government leaders from: the Ministry of Climate Change and Environment; Ministry of Health and Prevention; Ministry of Foreign Affairs; Ministry of Education; Ministry of Interior; Ministry of Community Empowerment; UAE Gender Balance Council; Supreme Council for Motherhood & Childhood; Environment Agency – Abu Dhabi; Abu Dhabi Agriculture and Food Safety Authority (ADAFSA) ; Department of Municipalities and Transport in Abu Dhabi; Department of Community Development in Abu Dhabi; Dubai Civil Aviation Authority; Dubai Electricity and Water Authority (DEWA); the Roads and Transport Authority in Dubai (RTA); and Dubai Municipality.
International participants represented: Republic of Seychelles; Republic of Maldives; Republic of Uzbekistan; Republic of Azerbaijan; Kingdom of Bahrain; Republic of Georgia; Romania; Montenegro; Republic of Rwanda; Hungary; Republic of Kazakhstan; Republic of Kenya; and the Islamic Republic of Pakistan.
The SDG Academy, the program’s academic partner, supports the design of content and provides specialized educational resources. As an educational initiative of the UNSDSN, it brings together global experts in poverty reduction, climate action, gender equality and policy innovation.
Government Experience Exchange
The UAE government launched the Government Experience Exchange Programme to transfer best government practices and expertise to countries and to enhance cooperation in government modernization and development. Since its launch in 2018, the programme has successfully established partnerships with dozens of countries worldwide, aimed at building institutional capacities and improving government performance through experience exchange in strategic planning, government excellence and leadership in government services, in addition to implementing strategic initiatives and building institutional capacities.
The National Committee
The National Committee on SDGs undertakes key tasks including coordinating with relevant entities to align and review policies, strategies and national targets with the SDGS; building and strengthening national capacities to achieve the SDGs and address challenges through local and international partnerships; preparing national reports on the country’s results and efforts to achieve the SDGs; and coordinating with entities to prepare and publish SDG-related data at the national level.

Dubai, 19 October 2025: The United Arab Emirates, represented by the National Bureau of Statistics, chaired by the Federal Competitiveness and Statistics Centre and including local statistical centres and executive councils, joins countries around the world in celebrating World Statistics Day, which falls on 20 October. The day has been observed every five years since its declaration by the United Nations in 2010. It aims to highlight the importance of statistical data in development and decision-making, and its essential role in tracking countries’ progress toward their goals.
The UAE’s statistical system celebrates this global occasion in its fourth edition since its launch in 2010, under the theme: “Accurate Statistics and Reliable Data: Driving Change and Shaping a Better Future for All.” The celebration builds on a rich legacy of qualitative achievements in the UAE’s statistical journey, alongside an ambitious vision for the future, paving the way for a new decade of statistical transformation. With this shift, the national statistical system is moving from a focus on censuses and fieldwork toward proactive analysis and impact creation, solidifying the UAE’s leadership as a country that shapes the future through data.
On this occasion, H.E. Hanan Ahli, Managing Director of the Federal Competitiveness and Statistics Centre, said: “We join countries around the world in celebrating World Statistics Day, which reflects the important and active role of statistical agencies in supporting development pathways and data-driven decision-making, while confidently and innovatively anticipating the future.”
She added: “The UAE’s statistical system is undergoing a new phase of transformation, in which we harness advanced technology, digital solutions, and artificial intelligence techniques to move from the concept of data collection to an integrated system that supports strategic planning and the formulation of future policies, based on a sophisticated scientific approach to data analysis and utilization.” Hanan Ahli continued:: “Statistics in the UAE go beyond numbers to become the language of the future, reflecting our reality and guiding our development journey. By unifying efforts at both the federal and local levels to disseminate the UAE’s unified data, we strengthen the country’s position as a global model for data accuracy and quality, supported by the wise leadership and in active partnership with statistical centers.”
On his part, H.E. Sheikh Mohammed bin Humaid Al Qasimi, Chairman of the Department of Statistics and Community Development – Sharjah, said: “Statistics are a tool for development and a voice of progress and prosperity. Through unified and collaborative efforts, we turn data into insight, and insight into action., and decisions into a better reality for the nation’s people.”
H.E. Abdulla Gharib Alqemzi, Director General of the Statistics Centre – Abu Dhabi, said: “Statistical integration between federal and local entities is a fundamental pillar for building a unified national statistical system that accurately reflects the UAE’s developmental reality and enables decision-makers to gain evidence-based insights.”
He added: “With the transition toward an AI-enhanced government, we are working together to develop an intelligent system that links data to policies, transforming numbers into forward-looking insights that contribute to building a more prosperous and sustainable future, embodying our wise leadership’s vision of fostering a knowledge-based economy and establishing the UAE as a pioneer in anticipating and shaping the future.”
H.E. Younus Al Nasser, CEO of the Dubai Data and Statistics Establishment – Digital Dubai, said: “This year’s celebration of World Statistics Day comes with a different character, as it does not merely remind us of the importance of numbers, but celebrates an era in which statistics transform from measurement tools into instruments for foresight and decision-making.”
He added: “In the UAE, federal and local efforts have been unified within a comprehensive national system that speaks in a single language about the reality of development, presenting the world with a model for transforming data into knowledge and knowledge into tangible impact in people’s lives. Today, statistics have become a living language that tells the story of a nation advancing through accurate data and ambitious visions.”
H.E. Dr. Hajar Saeed Al-Hubaishi, Director General of the Ajman Statistics Centre, said: “Every Emirati statistical figure carries a success story behind it. Through our effective national integration in data production, we ensure that the UAE’s success story is told in a single, accurate, and clear language to the entire world.”
H.E. Humaid Rashid Al Shamsi, Secretary General of the Executive Council – Umm Al Quwain, said: “World Statistics Day reminds us that data is the fundamental pillar for planning and development. In collaboration with the National Bureau of Statistics, we enhance the quality of our figures and data and unify the UAE’s statistical message.”
H.E. Najwa Yacoub, Executive Director of the Ras Al Khaimah Statistics Centre, said: “When efforts are integrated at both the local and federal levels, statistics transform into a cohesive and effective national system that accurately reflects the UAE’s achievements and documents its journey toward global leadership.”
H.E. Dr. Ibrahim Saad Mohammed, Director General of the Fujairah Statistics Centre, said: “Unifying our statistical efforts across the UAE is our investment in a prosperous future. Every accurate piece of information contributes to building more efficient policies and more sustainable development, reflecting the aspirations of our wise leadership.”
Statistics in the UAE: Decades of Achievements
Since its inception with the formation of the Union, the UAE’s statistical work has recorded numerous qualitative achievements in building an advanced statistical system that keeps pace with the latest global standards. The first decade of this journey, from 1971 to 1981, marked the beginning of the need to establish a planning and statistical system to support the construction of the new state. This period witnessed the establishment of the federal planning structure, the formulation of an initial vision for the UAE’s developmental policies, and the launch of the first general census of population and establishments nationwide in 1975.
The second decade of the UAE’s statistical journey, from 1982 to 1991, focused on transforming oil revenues into measurable indicators within development plans. This was achieved by providing comprehensive databases for urban and economic planning, issuing annual reports and development-supporting studies, and expanding the implementation of federal census programs in 1980 and 1985.
During the third decade, from 1992 to 2001, the UAE adopted the approach of “comprehensive and balanced development” and regional planning across the seven emirates to enhance transparency and evaluate developmental performance. During this period, the country also participated regionally in several meetings, including those of the United Nations Economic and Social Commission for Western Asia (ESCWA).
Institutionalizing Statistics
The fourth decade, from 2002 to 2011, marked the true beginning of institutionalizing statistical work in the UAE and linking federal development plans with economic policies. This was achieved through updating the methods of presenting and publishing statistical and economic data and establishing the Supreme Committee for Coordinating Joint Statistical Work at the national level for the first time. These efforts helped enhance global competitiveness indicators based on statistics and data. During this period, the UAE also made its first representation at the United Nations Statistical Commission meetings in 2011.
Decade of Culmination and Leadership
Upon reaching its fifth decade in 2012, extending to the present, the UAE’s statistical system crowned its journey with numerous fruitful initiatives and achievements. This period marked a turning point in the country’s statistical history and the beginning of a new era of statistical transformation, during which the national statistical system shifted from censuses and fieldwork to proactive analysis and impact creation. This transformation solidifies the UAE’s leadership as a country that shapes the future through data, positioning statistics as a central pillar in achieving the nation’s development journey under the “We the UAE 2031” vision, leading up to the UAE Centennial 2071.
During its fifth decade, the UAE also joined the United Nations Statistical Commission for the 2025–2028 term, supporting its contribution to leading global statistical thinking and actively participating in decisions regarding international statistical activities. During this period, H.H. Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister, and Chairman of the Presidential Court, launched the “Unified UAE Numbers” project, one of the national initiatives aimed at developing and enhancing the national statistical system and supporting the country’s progress across various economic, demographic, social, and environmental sectors. Additionally, the UAE government launched the Data Index, designed according to best practices and global standards in statistics and data management, with the aim of enhancing governmental performance efficiency and measuring progress in national data governance. The UAE also hosts the regional headquarters of the United Nations Big Data Platform for Sustainable Development.
A New Phase
As it enters its sixth decade of statistical excellence, the UAE continues its journey of innovation and leadership, guided by a vision that transforms data into foresight and progress.. The wise leadership has laid the foundations for an integrated national statistical system at all levels, ushering in a new phase that leverages intelligent analysis, predictive models, and artificial intelligence technologies to transform data into forward-looking knowledge that shapes decision-making and guides the future.
The UAE delegation participating in the Knowledge Lab at the UAE Pavilion at Expo Osaka 2025 showcased the nation’s vision and pioneering role in supporting global efforts to achieve the Sustainable Development Goals (SDGs). The delegation also highlighted the UAE’s commitment to fostering international dialogue and building strategic partnerships that contribute to shaping a more sustainable and inclusive future.
The sessions featured pioneering national experiences, innovative solutions, and forward-looking visions for the post-2030 era, reflecting the UAE’s continued commitment to supporting global initiatives aimed at achieving comprehensive and sustainable development.
Participation came as part of a series of dialogue sessions organized by the Government Experience Exchange Office at the Ministry of Cabinet Affairs, in collaboration with the National Committee on Sustainable Development Goals. The sessions were held during the “SDGs and Beyond: Future Society for Life Week “at the Knowledge Lab.”
The UAE delegation included a distinguished group of representatives from the Global Councils on Sustainable Development Goals (SDGs) and was led by H.E. Hessa bent Essa Buhumaid, Director General of the Community Development Authority and Vice Chair of the Global Council on SDG 10 (Reduced Inequalities).
The delegation also included teams from the Government Experience Exchange Office and the General Secretariat of the National Committee on Sustainable Development Goals, both responsible for SDG 17 (Partnerships for the Goals).
Among the members were H.E. Hamoud Al Junaibi, Deputy Secretary-General of the Emirates Red Crescent and Vice Chair of the Global Council on SDG 2 (Zero Hunger); H.E. Eng. Marwan Bin Ghalita, Director General of Dubai Municipality and Vice Chair of the Global Council on SDG 11 (Sustainable Cities and Communities); and H.E. Mohammed Alshamsi, Chief Climate and Sustainability Officer at the Dubai Electricity and Water Authority (DEWA) and Vice Chair of the Global Council on SDG 6 (Clean Water and Sanitation).

H.E. Hessa Bint Essa Buhumaid emphasized that the UAE’s participation in this global event reflects the country’s deep commitment to the spirit of collaboration and collective action, and its firm belief that achieving sustainability is only possible through united international efforts.
She added: “By sharing our national experiences and achievements in community development and individual empowerment, we seek to contribute positively to the global dialogue and to serve as an inspiration for nations striving toward a more just, inclusive, and sustainable shared future.”

Partnerships Creating Global Impact in Support of SDG 17
The sessions reflected the objectives of the Government Experience Exchange Programme and embodied the overarching theme of Expo Osaka 2025: “Shaping the Future Society for Our Lives.” They emphasized the importance of global cooperation in advancing the Sustainable Development Goals, particularly in the areas of human capital, sustainability, and innovation in government services.
Aligned with the UAE’s established vision of leveraging international partnerships as a driving force for achieving the Sustainable Development Goals, the Government Experience Exchange Office and the National Committee on Sustainable Development Goals organized a series of dialogues and events. These initiatives reflected the UAE’s commitment to advancing SDG 17 (Partnerships for the Goals) and reinforcing a multilateral approach to cooperation.

National Initiatives and International Partnerships
Through the Global Councils on Sustainable Development Goals platform, the UAE showcased a range of successful national initiatives and international partnerships that have demonstrated tangible impact across various countries by exchanging expertise, sharing knowledge, and adopting innovative models in governance and development.
The meetings brought together a distinguished group of decision-makers and experts from governments, international organizations, the private sector, and civil society, alongside delegations from countries participating in the Government Experience Exchange Programme, including Oman, Montenegro, Serbia, Pakistan, Indonesia, Malta, and Japan.
The sessions organized by the Government Experience Exchange Programme under the titles “Government Experience Exchange Programme in the Field: Success Stories Driving Global Impact” and “UAE Knowledge Labs – Accelerating Innovation in Government Services” highlighted that the UAE’s experience in building partnerships serves as a global model for translating international cooperation into tangible outcomes. These efforts support the achievement of the UN 2030 Agenda and create new opportunities for sustainable growth.
Together for Impact
The General Secretariat of the National Committee on Sustainable Development Goals organized a session titled “Together for Impact: Advancing Government Partnerships to Achieve SDG 17,” which highlighted the pivotal role of SDG 17 in accelerating the implementation of the 2030 Agenda. The session also served as a continuation of the outcomes of the 2025 High-Level Political Forum, which called for fair, innovative, and coordinated action to achieve comprehensive development worldwide.
Beyond 2030
The session titled “XDGs 2045: Charting the Future of Global Development” featured a global dialogue on the future of development beyond 2030. The discussion focused on the role of bold policies, inclusive leadership, and innovative partnerships in shaping a new development agenda. The session drew on the UAE’s initiative, “XDGs 2045,” launched in 2023 at the World Governments Summit, highlighting how global goals can be translated into tangible national impact and how cross-border solutions can be shared to support the building of a fairer and more sustainable future for generations to come.
This approach is based on the UAE’s strong commitment to global cooperation and sustainable development. Through its active participation in platforms such as the Global Councils on Sustainable Development Goals, the UAE has highlighted impactful initiatives and successful partnerships that are being scaled and implemented worldwide, providing a space for exchanging knowledge and experiences and showcasing practical solutions that create tangible impact in communities around the world.
It is worth noting that the series of meetings and sessions organized by the Government Experience Exchange Office and the General Secretariate of the National Committee on Sustainable Development Goals at the UAE Pavilion at Expo Osaka 2025 reflect the UAE government’s efforts to transfer best governmental practices and expertise to friendly and sister countries, while enhancing international cooperation in the fields of government modernization, future foresight, and supporting the development journey.
Under the patronage of H.H. Sheikha Fatima bint Mubarak; Mother of the Nation, Chairwoman of the General Women’s Union, President of the Supreme Council for Motherhood and Childhood, and Supreme Chairwoman of the Family Development Foundation; the 80th session of the United Nations General Assembly in New York witnessed the launch of SHE Powers Africa, an initiative designed to advance women’s empowerment and digital inclusion across the African continent. The initiative comes within the framework of the Global Councils on the Sustainable Development Goals, in support of Goal 5 on achieving gender balance.
The initiative represents a strategic partnership between the United Arab Emirates and the Kingdom of Eswatini, aimed at empowering women and girls, advancing digital inclusion, and strengthening women’s leadership across the African continent. The launch ceremony was attended by His Majesty King Mswati III of Eswatini; H.E. Sheikh Shakhbut bin Nahyan Al Nahyan, UAE Minister of State; H.E. Savannah Maziya, Minister of Information, Communications and Technology of Eswatini and Chairperson of the Global Council on SDG 5; H.E. Noura Khalifa Al Suwaidi, Secretary-General of the UAE General Women’s Union; H.E. Hanan Mansour Ahli, Managing Director of the Federal Competitiveness and Statistics Centre (FCSC) and Vice-Chair of the Global Council on SDG 5; alongside delegations, international organizations, and experts.
The launch included the signing of a partnership agreement between the UAE General Women’s Union, the Federal Competitiveness and Statistics Centre, and Eswatini’s Ministry of ICT to formalize cooperation under the SHE Powers Africa framework and translate the shared vision into tangible programs with measurable impact.
The initiative will focus on empowering Eswatini’s women and girls aged 18 to 35 with future skills in artificial intelligence, science and technology, climate innovation, and digital tools. It will also address online gender-based violence, promote digital safety and cybersecurity awareness, and create a model of South-South cooperation that can be replicated across Africa.
H.E. Sheikh Shakhbut Bin Nahyan Al Nahyan stated that, “This initiative reflects the UAE’s deep belief that empowering women means empowering entire societies. It embodies the spirit of global cooperation as real change occurs through strong partnerships that advance equality and accelerate progress. Today, Emirati women proudly stand as scientists, diplomats, entrepreneurs, and changemakers. Our national journey is a message of inspiration to women worldwide.”
“Africa is not just a partner for the UAE; it is rather a source of resilience, creativity, and limitless potential. For decades, we have stood alongside African nations in health, education, clean energy, and humanitarian relief, driven by our belief that real development begins with people, with their talent, ambition, and ability to shape a brighter future. True change comes through global partnerships that drive equality and accelerate progress. With the support of Sheikha Fatima bint Mubarak, Emirati women today stand proudly as scientists, diplomats, entrepreneurs, and changemakers,” he further emphasized.
H.E. Noura Khalifa Al Suwaidi highlighted that the initiative brings to life the vision of H.H. Sheikha Fatima bint Mubarak, who since 1975 has led the UAE’s first national mechanism for women’s empowerment; from literacy to leadership, and from local to global influence.
“Emirati women have transformed over five decades. We now continue toward Mother of the Nation’s Vision 50:50 extending to 2075, ensuring women remain equal partners in decision-making and sustainable development. Our commitment is to share this successful experience with the world,” she added.
H.E. Hanan Mansour Ahli added that the initiative provides a global platform for digital empowerment. “It is not only about access to technology, but about placing women at the heart of digital transformation. Goal 5 is not simply a global obligation, it is a promise of equal opportunity for all. Through SHE Powers Africa, the UAE reaffirms its role in supporting women locally and globally.
Eng. Ghaliya Ali Al Menai, Head of Strategic and Development Affairs at the General Women’s Union, noted that the initiative offers a practical model for impactful partnerships led by the UAE in advancing equality and women’s leadership in the fields of Technology, Climate Innovation, and Digital Security.
This initiative comes as the UAE delegation, headed by H.H. Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs, participates in the UNGA’s 80th session. The UAE’s priorities at this session align with its steadfast commitment to multilateralism, reforming the UN system for greater efficiency, advancing humanitarian action, promoting peace and coexistence, supporting women in peace, security and sustainable development, and driving international cooperation to tackle climate and water challenges.
- 35% reduction in the UAE’s consumption of hydrochlorofluorocarbons (HCFCs) over the past decade.
- The reduction reflects the UAE’s commitment to the Vienna Convention and the Montreal Protocol on ozone-depleting substances.
- The UAE is among the first countries to fulfill its commitment to fully ban consumption of chlorofluorocarbons (CFCs) and halons since 2010.
The United Arab Emirates has successfully outpaced the internationally set timeline for the gradual phasing out of ozone-depleting substances, reaffirming its leading role in environmental action at both the national and global levels. The UAE has successfully banned the use of chlorofluorocarbons (CFCs) and halons since 2010 and has achieved a 35% reduction in hydrochlorofluorocarbon (HCFC) consumption over the past ten years.
Latest figures from the Federal Competitiveness and Statistics Centre (FCSC) highlight that the consistent progress in curbing the use of substances that harm the ozone layer reflects the UAE’s commitment to their gradual phase-out. These substances cause harm to the ozone layer, and their reductions demonstrate the UAE’s steadfast commitment to the global framework of agreements and protocols aimed at eliminating such substances within set timelines, with a complete phase-out scheduled for 2040.
The UAE has been a pioneer in supporting global efforts to protect the ozone layer, having joined the Vienna Convention and the Montreal Protocol in 1989, including all its amendments, such as the Kigali Amendment of 2016, which aims to reduce the use of hydrofluorocarbons (HFCs), substances that do not deplete the ozone layer but contribute to global warming.
In line with these commitments, the UAE has progressively eliminated ozone-depleting chemicals, including chlorofluorocarbons (CFCs), halons such as Halon 1211, and hydrochlorofluorocarbons (HCFCs), while initiating reductions in the use of HFCs in accordance with the Kigali Amendment.
The UAE has further enacted clear legislation regulating the trade and use of hazardous chemicals, including precise requirements for storage, transport, and safe handling, to ensure the protection of the environment and public health.
The UAE continuously collaborates with the United Nations Environment Programme (UNEP), regularly submitting progress reports on fulfilling its international commitments, and actively participating in the global Montreal Protocol meetings, reflecting its steadfast commitment to joint global environmental action.
Hydrochlorofluorocarbons (HCFCs)
According to the Federal Competitiveness and Statistics Centre (FCSC), baseline consumption of HCFCs under the Montreal Protocol is calculated based on the average annual production or use during a defined reference period. UAE data shows that in 2015, consumption reached 473.90 tons measured in ozone-depleting potential (ODP) terms; already below the internationally required 10% reduction from the baseline of 557.1 tons. By 2020, UAE consumption had dropped to 353.59 tons, representing a 35% decrease.
From 2021 to 2024, the UAE continued to reduce HCFCs consumption, reflecting its ongoing efforts to meet international requirements within the set global timeframe and achieve the 2025 target of 67.5% reduction, ultimately leading to the full phase-out by 2040.
The UAE has achieved a new milestone by entering the list of the world’s top 10 countries for the first time in the World Talent Ranking (WTR) 2025, issued by the International Institute for Management Development (IMD) in Lausanne. Among 69 global economies assessed, the UAE ranked ninth worldwide advancing eight places compared to its position last year.
In the latest edition of the report, the UAE outperformed several advanced nations in talent competitiveness, including Austria, Canada, Finland, Germany, and Norway. This leap reflects the UAE’s pioneering position in implementing ambitious development policies, the effectiveness of its national strategies for attracting global talent and expertise, the advanced infrastructure’s readiness to support business and innovation, and its strong international appeal that has made the country a preferred destination for living, working, and investing.
According to the report, the UAE achieved a score of 77.86, securing the first place globally in five competitiveness criteria and ranking among the top 10 worldwide in 15 criteria across the main factors. The country is placed first regionally and globally in the “Readiness” factor, which measures the availability of skills and competencies in the labor market. It also ranked 12th worldwide in the “Appeal” factor, which reflects the ability to attract global talent, and moving up six places from its 2024 ranking in the “Investment and Development” factor, which measures national talent development.
UAE Leads in Global Talent Criteria
The UAE recorded exceptional progress in the 2025 report, achieving remarkable results in several sub-criteria that positioned it among the most competitive nations worldwide. The country ranked first globally in criteria such as collected personal income tax, labor force growth, international expertise, competent senior managers and student mobility inbound.
It also ranked second globally in foreign highly skilled personnel and finance skills; third globally in pupil-teacher ratio in secondary education, health infrastructure, availability of skilled labor, and graduates in sciences; fifth globally in primary and secondary education; sixth globally in apprenticeships; and eighth globally in brain drain and quality of life. These achievements underscore the UAE’s position as a global hub for talent, innovation, and competitiveness.
The Federal Competitiveness and Statistics Centre (FCSC) stated that this achievement reflects the forward-looking vision of the UAE leadership and its commitment to building a competitive knowledge-based economy that keeps pace with global transformations. It enables both national and international talent to contribute to sustainable growth, while affirming the UAE’s readiness to meet the evolving needs of the labor market through a competitive environment capable of attracting and retaining the world’s best talent.
The FCSC further emphasized that the UAE’s entry into the world’s top 10 in the WTR for the first time highlights the resilience of its national economy, its ability to adapt to global changes, and its focus on investing in human capital. It stressed that developing national talent, attracting global expertise, and building advanced human resource systems are fundamental pillars for strengthening the country’s global competitiveness and leadership.
This milestone demonstrates the UAE’s steady progress in consolidating its status as a leading global destination for talent and expertise, guided by visionary leadership and ambitious policies aimed at building a diversified, resilient economy capable of competing on the world stage and contributing to a more sustainable and advanced global future.
The World Talent Ranking is published annually by IMD to measure countries’ ability to develop, attract, nurture, and retain talent, based on 31 criteria:17 drawn from executive opinion surveys and 14 derived from statistical data covering more than 6,000 senior executives worldwide.

According to FCSC’s latest report, the UAE ranked first globally in Air Transport Quality Index and placed among the world’s top ten in five additional indicators. These achievements reflect the forward-looking vision and directives of the leadership in strengthening this vital sector, enhancing its competitiveness regionally and globally, and consolidating its role as a cornerstone of national economic growth and sustainability.
H.E. Abdulla bin Touq Al Marri, Minister of Economy and Tourism and Chairman of the General Civil Aviation Authority (GCAA), stated: “The outstanding results achieved by the UAE’s civil aviation sector over the past decade affirm the success of the policies, strategies, and national initiatives adopted under the wise directives of our leadership. Hanan Mansour Ahli Managing Director of the Federal Competitiveness and Statistics Centre affirmed that the results achieved by the UAE’s aviation sector over the past decade reflect the advanced level of the industry and its associated sectors. They embody the leadership’s vision of transforming the country into a global hub and a vital link between continents.
She noted that UAE airports welcomed more than one billion passengers over the past 10 years and recorded over 6.4 million aircraft movements. The UAE’s high rankings across various global aviation competitiveness indicators are the culmination of decades of dedicated effort and continuous monitoring of this vital sector’s growth.
Global Leadership
The aviation sector’s achievements have strengthened the UAE’s competitiveness, earning it global and regional leadership across indicators measuring air transport efficiency and quality. The UAE ranked first worldwide in the Air Transport Quality Index according to the 2025 World Competitiveness Yearbook by the International Institute for Management Development (IMD). It also ranked third globally in both the Efficiency of Air Transport Services and Infrastructure Index and Available Seat Kilometers per week, according to the 2024 Travel & Tourism Development Index by the World Economic Forum. In the same report, the UAE ranked eighth in the number of operating airlines and tenth in the number of air service agreements.
Record-Breaking Growth
Data from the FCSC showed that passenger traffic through UAE airports rose from 114.8 million in 2015 to 147.8 million in 2024, a growth rate of 28.7%. The cumulative total over the ten-year period exceeded one billion passengers (arrivals, departures, and transit). Aircraft movements increased to more than 800,000 in 2024, with the ten-year total exceeding 6.4 million.
Passenger numbers climbed from 114.8 million in 2015 to 124.3 million in 2016 marking a 8.2% growth, and then to 126.5 million in 2017 with a 1.8% growth. In 2018, they surpassed 129 million reaching a 2% growth, before slightly declining to 127.9 million in 2019 amid a global slowdown in travel. Numbers fell sharply in 2020 due to the COVID-19 pandemic, with traffic dropping to 38.3 million passengers, reaching a 70% decline, the steepest in the history of global aviation.
Recovery and Expansion
The sector began to recover in 2021, with passenger numbers rising to 45.9 million (19.6% growth). In 2022, growth surged by 120%, surpassing 101 million passengers. The upward trend continued in 2023, when traffic rose 31.2% to 132.5 million passengers, exceeding pre-pandemic levels and making the UAE one of the fastest-recovering aviation markets worldwide. In 2024, passenger numbers reached 147.8 million, up 11.5% from 2023 marking a new all-time record.
Passenger Traffic by Emirate
Statistics showed that Dubai International Airport handled the majority of passengers over the past decade, with 782.2 million travelers. Abu Dhabi’s airports followed with 200.5 million, Sharjah International Airport with 101.5 million, Ras Al Khaimah Airport with over 4 million, Fujairah Airport with 118,100, and other local airports with 46,600 passengers.
Aircraft Movements
The UAE’s aviation growth also extended to aircraft traffic, with total arrivals and departures reaching 6.4 million between 2015 and 2024. This underscores the pivotal role of UAE airports as global gateways capable of accommodating ever-growing demand.
Aircraft movements increased from 739,800 in 2015 to 754,600 in 2016 reaching a 2% growth. During the pandemic, movements dropped to 331,500 in 2020 before rebounding to 428,100 in 2021 and 614,300 in 2022. In 2023, movements reached 725,600, surpassing pre-pandemic levels, and rose further to over 800,000 in 2024; an unprecedented figure in the UAE’s aviation history, representing 10.4% growth year-on-year.
On the first day of the 2025 United Nations High-Level Political Forum (HLPF) on Sustainable Development, organized by the UN Department of Economic and Social Affairs (UN DESA) at UN Headquarters in New York, the UAE delegation emphasized the crucial role of advanced healthcare systems in accelerating achieving the Sustainable Development Goals (SDGs) globally by 2030.
The delegation highlighted the UAE’s efforts to support Goal 3, ensuring good health and well-being, emphasizing the importance of innovation in healthcare systems’ development and deployment to achieve sustainable development worldwide.
The UAE provides the fundamentals for sustainable development
His Excellency Abdulla Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange, and Chair of the National Committee on SDGs, affirmed that the UAE relies on fruitful partnerships and experience exchange principles in launching and implementing programs that make a positive development difference internationally, especially in communities most in need of support, such as those in the Global South.
Lootah stated: “The UAE is a trusted global supporter in accelerating the achievement of the UN SDGs for 2030. It is keen on implementing practical initiatives worldwide that have a continuous impact, providing sustainability for development and disseminating their benefits to the largest number of beneficiaries, including projects supporting the healthcare sector in developing communities.”
He added: “Investing in strategic projects with long-term extended impact in vital sectors that support achieving sustainable development such as health, knowledge, and awareness is a vital investment in people, the focal point of development, and in human capital, which creates opportunities for the future. This is the UAE’s approach to development locally and globally, which we are committed to sharing through partnerships, knowledge exchange, and expertise with everyone,” reiterating the strategic dimension’s importance to ensure sustainability of development project impacts for future generations.

From the platform of the exhibition ‘Shaping Tomorrow: UAE Leadership for a Sustainable Future,’ the UAE delegation presents a multi-faceted picture of the country’s contributions to achieving SDGs, including enhancing local and global healthcare systems. The exhibition introduces UAE’s global initiatives supporting sustainable development in vital areas, including innovative healthcare, policy design inclusive of all, and global transformative partnerships.
Focus on Healthcare
The healthcare sector and its developmental projects made a significant presence at the exhibition organized by the UAE in HLPF, highlighting progress and impact of its development initiatives for healthcare systems at the national level and in communities most in need of support and assistance. The exhibition also demonstrated the role of partnerships established by the UAE and entities within its delegation to the forum in accelerating development pathways, including fruitful healthcare work in awareness, prevention, and treatment.
Beyond 2030
The UAE’s delegation to the forum organized a high-impact roundtable session at the Permanent Mission of the UAE to the United Nations, presenting new visions for healthcare systems and their role in sustainable development beyond 2030.
The high-impact roundtable session, organized by the National Committee on SDGs; The Consulate General of the UAE in New York; and the Noor Dubai Foundation as part of the country’s delegation to the HLPF, focused on the importance of healthcare innovations, expanding their development and deployment to accelerate achieving Goal 3: ensuring global access to good health and well-being. The session also highlighted the link between achieving Goal 3 and several other development objectives, including Goal 1: ending poverty in all its forms everywhere and Goal 13: focusing on taking urgent action to combat climate change to achieve a healthy future for generations.
Participants in the session worked on developing preliminary models for comprehensive health development solutions contributing to achieving SDGs 2030 and beyond. The attendees recognized the role of primary healthcare networks supported by AI at the Noor Dubai Foundation, along with international tools and opportunities available for financing climate health solutions, in developing a comprehensive framework for current goals and future goals proposed by the UAE for 2045, focusing on multi-sectoral international cooperation.
The session concluded on the necessity of linking innovation to actual needs, collaboration in shared health and preventive responsibilities, and leveraging data as catalysts for action.
Sustainable Health Umbrella
Dr. Manal Omran Taryam, CEO and Board Member of the Noor Dubai Foundation, delivered the UAE’s statement at the forum on Goal 3 and its linkages with other goals. She said: “In the UAE, we believe that health is an inherent right, only completed by integrating all elements of healthcare under a unified, integrated, and sustainable umbrella.”
Dr. Manal Taryam added: “Technology and innovation are the core of the UAE’s approach to achieving sustainable development, where investment in telemedicine, AI, and smart screening tools contribute to removing geographic barriers and ensuring access to healthcare for all. We are proud of initiatives such as the Noor Dubai Foundation, one of the initiatives of the Mohammed bin Rashid Al Maktoum Global Initiatives (MBRGI), which since 2008 has improved the lives of more than 33 million people in Asia and Africa through comprehensive teleophthalmology programs and innovative solutions such as ‘Ibsar’ project.”
HLPF on Sustainable Development 2025
The HLPF on Sustainable Development Forum represents the UN’s primary platform on sustainable development solutions. Since its establishment in 2012, the forum has played a pivotal role in monitoring and reviewing the progress made toward achieving the Sustainable Development Goals for 2030.

Dubai- UAE. 19 July 2025 – The UAE has reaffirmed the critical role of women empowerment and gender equality in achieving the United Nations’ (UN) 2030 Agenda during the 2025 High-Level Political Forum (HLPF) on Sustainable Development in New York.
The UAE delegation highlighted the nation’s model for women empowerment, gender equality, and its focus on motherhood and childhood as the basis for inclusive and sustainable growth. The UAE built this model through the comprehensive empowerment system that it provides for women and families, who form the nucleus of society and guarantee the sustainability of human, social, and economic development.
The UAE delegation presented national policies and legislation that have contributed to increasing the number of women in leadership and decision-making positions. This includes the Equal Pay Law and the Constitution guaranteeing equal opportunities for both genders.
The delegation highlighted several milestones, including the fact that women now represent 50% of Federal National Council members and 26% of Cabinet members. Women also constitute 46% of STEM graduates in the UAE and 80% of the scientific leadership team in the Emirates Mars Mission.
The delegation also addressed the UAE’s role in supporting women empowerment globally through initiatives like Her Highness Sheikha Fatima bint Mubarak’s Women in Peace and Security Initiative. The delegation concluded by reiterating the UAE’s willingness to share its expertise and success with the international community to promote gender equality towards 2030 and beyond.
Promoting innovation and bridging the digital gender gap
The National Secretariat on SDGs and the UAE Consulate General in New York City hosted a roundtable on ‘Accelerating Innovation in Promoting Gender Equality to Continue Achieving Sustainable Development in the Post-2030.’
The discussion explored bridging the digital gender gap, transforming the care economy, and empowering women in leadership. It presented scalable solutions and practical models to drive progress around SDG 5.
The discussion featured contributions from Her Excellency Savannah Mazhya, Minister of Information and Communications Technology in the Kingdom of Eswatini and Chair of the Global Council for SDG 5; His Excellency Abdulla Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chair of the National Committee on SDGs; Dr Manal Taryam, CEO and Board Member of Noor Dubai Foundation; while other participants included Chelsea Molden, Executive Director of the Public Policy Lab; Stephanie Sirota from RTW Investments in Life Sciences; and Andrew Billo, Head of Partnerships at the UN Initiative to End Violence Against Women and Girls.
HE Lootah: ‘The UAE has built a pioneering global model that supports social progress
HE Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chair of the National Committee on SDGs, said: “Over decades of sustainable development centred on the family, the UAE has made community empowerment both the finish line and the starting point of development. Titled “Shaping Tomorrow: UAE Leadership for a Sustainable Future”, the exhibition reflects the UAE’s commitment to expanding international action to achieve SDGs, as well as its involvement in shaping the future of global development.
The inauguration was attended by Her Excellency Amina Mohammed, UN Deputy Secretary-General; His Excellency Ambassador Mohamed Abushahab, Permanent Representative of the UAE to the UN; His Excellency Abdulla Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chair of the National Committee on Sustainable Development Goals, and head of the UAE delegation participating in the HLPF; alongside representatives from international organizations and government delegations from around the world.
Platform for Showcasing Inclusive Development
The exhibition was organised jointly by entities including the Ministry of Interior, Ministry of Investment, Environment Agency – Abu Dhabi (EAD), Dubai Chambers, and Noor Dubai Foundation, a member of Mohammed bin Rashid Al Maktoum Global Initiatives (MBRGI). The entities showcased their experiences and globally replicable initiatives in sustainable development, including in innovation, climate action, community empowerment.
Beyond 2030: Four Pillars for Development
The exhibition is the first of its kind organised by the UAE at the UN HLPF. It offers an engaging experience that highlights the UAE’s sustainable development journey since the 2002 Rio+10 Summit. The exhibition is a continuation of the dialogue launched by the UAE with 170+ leaders and decision-makers during the World Government Summit (WGS) 2023.
The exhibition showcases the Extended SDGs (XDGs) framework. It is based on four core pillars: integrating sustainability into national policies and legislation; monitoring impact through accurate indicators and data; developing a flexible development model through ‘Future Zones’; and enhancing international partnerships through knowledge sharing, particularly through the Government Experience Exchange Programme.

National Initiatives Supporting Global Goals
The exhibition highlighted major national development efforts that have had global impact. The Ministry of Interior showcased its “Green Justice” initiative in Latin America, aimed at combating transnational environmental crimes, as part of its efforts supporting SDG 17.
Meanwhile, the Abu Dhabi Fund for Development (ADFD) presented its contributions to financing projects in 100+ countries, supporting infrastructure, education, and renewable energy.
The Supreme Committee for Motherhood and Childhood showcased its initiatives aimed at empowering women and children, including the “National Child Empowerment Guide” and the “Emirati Children’s Parliament,” which enhance children’s participation in decision-making in support of SDG 5.
Noor Dubai Foundation presented its model for combating visual impairments in support of SDG 3. This includes the iBSAR project in Asia and Africa, which provides preventive and therapeutic care.
EAD showcased its efforts in protecting marine ecosystems through initiatives such as the “Marine Turtle Protection Program” and smart monitoring technologies for coral reefs, aligning with SDG 14.
UAE Model for Integrated Development
These initiatives exemplify the integration between the UAE’s national vision and its global commitments, by linking local policies with international development goal.

Dubai- New York, UN, 22 July 2025: The UAE launched the 2025 edition of the 2045 XSDGs Report at the United Nations (UN) Headquarters in New York City, as part of the High-Level Political Forum (HLPF) on Sustainable Development 2025, organised by the UN Department of Economic and Social Affairs.
This took place at the headquarters of the United Nations, where H.E. Abdulla Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange, Chair of the National Committee on SDGs welcomed the high-level attendees of the launch event, which included Her Excellency Savanna Maziya, Minister of Information and Communication Technology of the Kingdom of Eswatini, His Excellency Victor Verdon, Deputy Minister of Foreign Affairs of the Republic of Paraguay, Her Excellency Seema Sami Iskander Bahouth, Executive Director of UN Women, His Excellency Eliot Minchenberg, Director of the UNESCO Office for Communication in New York and UNESCO Representative to the United Nations, Her Excellency Benjiran Herani Tajuddin, Permanent Representative of Brunei Darussalam to the United Nations, and Her Excellency Tsvai Yelma Sabo, Permanent Representative of Ethiopia to the United Nations, while the opening speech was delivered by H.E. Created by the National Committee on SDGs 2025, the report builds on outcomes from the ministerial session held at the World Government Summit (WGS) 2025, in addition to recommendations from the high-level 2045XDGs roundtable held during Abu Dhabi Sustainability Week 2025, and survey responses from the 2045 XDGs Global Survey.
During the forum, the UAE delegation also presented findings from the UAE-led 2045 XDGs Global Survey, which gathered insights from participants across 55 countries, spanning a wide range of age groups and academic disciplines.
Redefining Global Development Goals 2045
Titled “Envisioning 2045: Inclusive Pathways to Sustainable Development,” the report outlines five key priorities: redefining SDGs for 2045; proactively future-proofing economies and societies; enhancing global cooperation at the leadership level; accelerating the transition of global development to a new phase; and establishing a shared international commitment to the future development agenda.
The report positions the transition from current SDGs to a future-ready global framework as a necessary transformation that must be proactive, innovative, agile, and equipped to address emerging challenges.
It also urges governments to embed future foresight into policymaking, calls on the private sector to help shape sustainable development through AI, circular economies, and responsible innovation, and encourages international organisations to apply lessons learned from the current SDGs to build inclusive and adaptable frameworks.
The report emphasises the need to empower communities and individuals – especially women, youth, and vulnerable groups – to take an active role in contributing to the development agenda and shaping the future. It also highlights milestones from the SDGs in Action initiative, organised by WGS in Dubai in 2016, as a platform for advancing global dialogue and collaboration.
The report’s release at UN HLPF reflects the UAE’s broader commitment to accelerating SDG progress, particularly in the five focus areas of this year’s forum: SDG3, SDG5, SDG8, SDG14, and SDG17. These efforts are centred on three core pillars: innovation, partnerships, and strategic insight.
Proactive Approach to Shaping Development Goals
His Excellency Abdulla Nasser Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chair of the National Secretariat on SDGs, described the report as a pivotal milestone in shaping the next twenty years of global sustainable development. He emphasised its foundation in practical pathways for international cooperation and its aim to define more comprehensive and impactful global goals.
H.E. Lootah said, “This report reflects the UAE’s approach – anticipating challenges, strengthening global partnerships, and designing innovative solutions grounded in research, data, and evidence.”
He added: “The UAE is committed to building early global consensus on the 2045 XDG framework, building on lessons learned from the 2030 goals to create a more sustainable and equitable future for all.”
H.E. Lootah noted that while UN’s official discussions on post-2030 development goals will begin in 2027, the UAE has already engaged international thought leaders since 2023. Platforms such as the SDGs in Action Forum at WGS have so far convened over 170 global leaders to shape this vision.
The report stands as a strategic contribution to the future international development agenda, reflecting the UAE’s role as a pioneer in advancing global sustainable development through evidence-based, practical initiatives that anticipate the future and serve humanity.
UAE Call for More Resilient and Inclusive Development Goals
The UAE delegation also presented findings from the 2045 XDGs Global Survey, which gathered insights from participants across 55 countries, spanning a wide range of age groups and academic disciplines. The results highlighted a strong global appetite for rethinking how progress is defined, implemented, and measured beyond 2030.
94.7% of respondents supported expanding the definition of progress to go beyond conventional economic growth indicators. Additionally, 85.4% stated that engaging people in decision-making and policymaking increases their level of engagement and participation in achieving SDGs.
The survey further indicated that 70% of participants backed a collaborative, cross-sector approach to sustainable development that is not limited to the government’s role. Another 67.8% supported the establishment of flexible development goals that can be adapted to regional contexts and priorities. Furthermore, 64.9% of respondents expressed the belief that AI and digitisation will surpass traditional policies in terms of impact and effectiveness in driving results.
UN High-Level Political Forum
The HLPF on Sustainable Development is the UN’s central platform for reviewing and advancing SDGs. Established in 2012, the forum plays a pivotal role in monitoring national and international progress on the 2030 Agenda.
Participating delegations at HLPF conduct assessments of progress toward the SDGs, with this year’s forum featuring in-depth reviews of five priority goals: SDG3 (ensuring healthy lives and promoting well-being for all at all ages); SDG5 (achieving equality and empowering all women and girls); SDG8 (promoting sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all); SDG14 (conserving and sustainably using the oceans, seas and marine resources for sustainable development); and SDG17 (strengthening and revitalising the Global Partnership for Sustainable Development).
The Federal Competitiveness and Statistics Centre (FCSC) continues its strategic efforts to support to support the UAE government’s data ecosystem and implement data governance mechanisms across federal entities in the UAE, enhancing transparency and efficiency in government data management. In this context, the Centre organized a specialized session titled “Government Best Practices in Data Governance ,” with the participation of several leading federal entities in data management. This session is part of the “Data Index” initiatives launched by the UAE government last year under the Data and Digital Government pillar within the “Ada’a” Government Performance Systemaligns with global best practices in statistics and data management. Its aim is to enhance government performance efficiency and mature data in federal entities.
The session witnessed active participation from over 100 data officials representing 35 federal entities. During the session, various federal entities such as Central Bank of the UAE; Ministry of Health and Prevention (MOHAP); as well as Ministry of Human Resources & Emiratisation (MOHRE), presented their pioneering experiences in data governance and management. This included highlighting data policies and alignment mechanisms with national and international standards, ultimately contributing to greater efficiency in data management and more effective support for decision-makers. The session served as a platform for exchanging experiences and enhancing national capabilities in adopting advanced models in statistics and data, aligning with the UAE’s aspirations in digital transformation, and supporting a culture of continuous development and innovation in data management to strengthen institutional integration and empower data officials to play leading roles in shaping the future of government data and statistics.
His Excellency Mohammed Hassan, Executive Director of the Statistics and Data Sciences Sector at FCSC, emphasized the significance of the session as a milestone in the development efforts of the national “Data Index,” providing an opportunity to review achievements of federal entities, discuss key challenges, and anticipate future trends to activate the role of data and statistics in enhancing evidence-based policy-making to serve the public good.
He added, “The ‘Data Index’ reflects the UAE government’s commitment to establish principles of governance and management of government data within advanced regulatory and scientific frameworks, enhancing the country’s position as a global hub in the digital field. The ‘Data Index’ is a key driver in supporting a smart and integrated digital government environment, enabling federal entities to employ data as an effective strategic tool to enhance decision-making and achieve the ambitious developmental agenda of the country.”
Omran Al Shamsi, Director of Labour Market Information at MOHRE, stated that the fundamentals of data governance represent the primary pillar towards enabling digital transformation and decision-making. He added that the ministry has adopted a comprehensive framework for data governance based on international standards like the DAMA framework, including clear policies and standards to define, ensure accuracy, quality, and confidentiality of data, as well as distributing roles and responsibilities among data owners, service providers, and end-users to ensure accountability and transparency at every stage of the data lifecycle.
Al Shamsi highlighted that classifying data according to its sensitivity level – whether it is open, confidential, sensitive, or prohibited – is a crucial part of protecting information and ensuring responsible use. He clarified that the ministry relies on a clear matrix of data access permissions. This approach reflects the ministry’s commitment to enhancing a data culture and providing an institutional environment based on smart governance to improve services and labor market policies in the country.
He also pointed out that “Data Governance” is not merely a technical project but a cultural change that requires institutional commitment at the highest levels. He added that institutions investing seriously in data governance are better equipped to make strategic decisions based on accurate and reliable data. The presentation concluded with practical recommendations to establish a successful data governance framework, including clearly defining data owners and tools for data documentation and quality measurement, and building an institutional culture that enhances the value of data as a strategic asset.
Dr. Alya Harbi, Director of Statistics and Research Center at MOHAP, praised the prominent role played by the FCSC in launching projects aimed at enhancing the quality of statistical data in line with future requirements. This includes strengthening data governance as a fundamental element in shaping government policies and supporting sustainable development paths. She emphasized the importance of data in shaping future visions and measuring performance indicators, contributing to improving the quality of healthcare services and enhancing health planning strategies at the national level.
She highlighted the importance of data integration among various relevant entities and the necessity of establishing effective partnerships in data analysis, which plays a fundamental role in supporting accurate decision-making that contributes to achieving comprehensive development and ensuring fair distribution of resources and services.
In conclusion, she expressed sincere thanks and appreciation for organizing this valuable workshop and for providing the opportunity for the Ministry of Health and Prevention to present its pioneering experience in this field.
The session is part of a series of specialized events and coordination meetings held during the current quarter, with the participation of 264 data management officials from 35 federal entities. Its goal is to provide timely and reliable data and statistics for decision-makers, contributing to supporting the Unified UAE Numbers and achieving effective data-based planning and national statistics.
It is worth mentioning that the “Data Index” was launched last year concurrently with the launch of the “Unified UAE Numbers” project as one of the national projects aimed at advancing and strengthening the country’s statistical system and supporting the country’s development journey across various economic, demographic, social, and environmental sectors, solidifying the UAE’s global leadership in employing data to support decision-making.
