His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has approved the National Programme for Developing the Statistics System in the UAE.
This strategic initiative embodies the UAE’s commitment to enhancing the quality of official economic statistics, keeping pace with rapid transformations of the economy, and consolidating the UAE’s standing among the world’s leading economies.
The programme includes setting 2024 as the unified base year for national accounts and reconstructing the time series for the GDP of the UAE for the period 2010–2026. This will provide a more accurate and comprehensive picture of the real size, diversity, and growth momentum of the UAE’s economy, enhance the reliability of official economic statistics, and strengthen their international comparability.
This will also support economic decision-making, public policy development, and future planning, while also boosting the confidence of investors and international financial and economic institutions, thus contributing to the UAE’s emergence as a global economic powerhouse.
The programme comes in response to the structural transformations in the national economy in recent years, most notably the rapid growth of non-oil economic activities, the expansion in services, digital economy, technology, and investment sectors, and the utilisation of modern administrative data sources. That includes data generated by the implementation of corporate tax and value-added tax.
This provides more comprehensive coverage of economic activities and contributes to increasing the accuracy of their measurement, thus reflecting the country’s economic reality.
The programme is based on an integrated national framework for updating and harmonising national accounts, in accordance with the UN System of National Accounts and the best international statistical standards and recommendations. This is achieved through updating the base year, expanding data sources, and enhancing the integration of administrative records, ensuring the production of more accurate, consistent, and transparent economic indicators in line with the latest international practices.
The programme also reflects an institutional commitment to regularly updating the base year, in line with the best international standards and practices of statistics.
In addition, the programme adopts a unified national methodology for reviewing GDP data at the national level. This ensures the sustainable development of the national statistics system and its ability to keep pace with economic transformations.
All future updates will be conducted in line with internationally recognised methodological frameworks and based on the readiness and availability of national data, ensuring the continued quality and international comparability of official statistics.

The UAE reinforced its position as one of the world’s leading aviation hubs in 2025, with passenger traffic through the country’s airports reaching a record 156.8 million, marking a 6.1% increase compared to 147.8 million passengers in 2024. Aircraft movements also grew by 6.8%, reaching 855,300 movements.
The figures, released by the FCSC highlight the continued success of the UAE’s long-term strategy to develop a world-class aviation ecosystem through sustained investment in infrastructure, airports, and logistics services. These efforts have strengthened the UAE’s role as a global air transport hub and a strategic gateway connecting East and West, while supporting economic growth and sustainable development.
Abdullah bin Touq: UAE Continues to Strengthen Its Global Aviation Position
H.E Abdullah bin Touq Al Marri, Minister of Economy and Tourism and Chairman of the Board of the General Civil Aviation Authority (GCAA), affirmed that the latest results reflect the success of the UAE leadership’s vision in building an advanced and sustainable aviation ecosystem supported by world-class airports, infrastructure, and regulatory frameworks aligned with international best practices.
H.E. highlighted that the aviation sector continues to enhance the competitiveness of the national economy and strengthen the UAE’s position as a leading global air transport hub connecting East and West, as well as North and South.
He added that national efforts will continue, in collaboration with local and international partners, to further develop world-class logistics infrastructure, enhance the passenger experience, invest in national talent, and expand international partnerships, in line with the objectives of the “We the UAE 2031” vision.
Hanan Ahli: Data as a Driver for Better Decisions and Sustainable Growth
H.E Hanan Mansour Ahli, Managing Director of the FCSC, stated that air transport data reflects the efficiency of the UAE’s national ecosystem and highlights the sector’s contribution to sustainable economic growth.
H.E. emphasized that official statistics play a key role in supporting policymaking, informed decision-making, and measuring national performance, while strengthening the UAE’s position across global competitiveness indicators.
“The FCSC continues to enhance the national statistical system by providing reliable, high-quality official data aligned with international best practices. This enables effective performance measurement, supports future planning, and provides a comprehensive knowledge base for decision-makers,” H.E. added.
Record Growth in Passenger Traffic Across UAE Airports
According to FCSC data, total passenger traffic through UAE airports, including arrivals, departures, and transit passengers, reached 156.8 million passengers in 2025, compared to 147.8 million in 2024, an increase of 9 million passengers and growth of 6.1%.
Arrivals increased to 44.2 million passengers, compared to 41.6 million in 2024, while departures reached 43 million passengers, compared to 41.7 million. Transit passenger traffic recorded the strongest growth, rising by 8% to 69.5 million passengers, compared to 64.3 million in 2024.
Passenger traffic by emirate reflected continued growth across the UAE’s airports. Dubai Airports recorded 104.5 million passengers in 2025, compared to 100.9 million in 2024, representing 3.5% growth. Abu Dhabi Airports welcomed 34.2 million passengers, achieving 10.7% growth compared to 2024.
Sharjah International Airport recorded 16.9 million passengers, reflecting 10.7% growth, while Ras Al Khaimah International Airport surpassed one million passengers for the first time, recording an exceptional 56.8% increase compared to 2024. Fujairah International Airport achieved the highest growth rate, with passenger traffic increasing by 170% to reach 164.6 thousand passengers.
Growth in Aircraft Movements Reflects UAE’s Aviation Capacity
The growth of the UAE’s aviation sector extended beyond passenger traffic, with total aircraft movements reaching 855.3 thousand in 2025, compared to 801 thousand in 2024, representing 6.8% growth.
Aircraft arrivals increased by 7.3% to 414.3 thousand movements, while departures also grew by 7.3% to 414.1 thousand movements, reflecting the capacity, efficiency, and global connectivity of the UAE’s airport infrastructure.

The UAE delegation participated in the inaugural Global Competitiveness Summit 2026, held in Zurich, Switzerland. The event was organised by the International Institute for Management Development (IMD), bringing together senior government officials, leading economists and competitiveness experts, global CEOs, and heads of international organisations. The summit featured the world’s largest high-level dialogue on shaping the future of global competitiveness in an era defined by AI, big data, and accelerating economic, geopolitical, and technological transformation.
Represented by the Federal Competitiveness and Statistics Centre (FCSC), the UAE took part as an institutional partner of the summit’s inaugural edition, contributing to discussions on the future of competitiveness and economic policy. The participation builds on the UAE’s ranking among the world’s top five most competitive economies in IMD’s World Competitiveness Yearbook, underscoring its global leadership in government excellence, economic resilience, future readiness, and AI.
The UAE delegation was headed by Her Excellency Hanan Mansour Ahli, Managing Director of the FCSC, with the participation of Mariam Al Afridi, Executive Director of the Office of Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum – Dubai Culture & Arts Authority, alongside representatives from First Abu Dhabi Bank Group.

H.E. Ahli participated in the summit’s plenary session, which brought together representatives from the world’s five highest-ranked economies in the IMD World Competitiveness Yearbook to exchange best practices and policy approaches that promote competitiveness and future readiness. She further joined a panel discussion titled ” From lean to resilient: How companies can readjust in a volatile world.,” which examined the shift from operational efficiency towards resilient and sustainable organisational models. The discussion highlighted the importance of institutional capacity-building and economic resilience as essential drivers of sustained competitiveness and long-term growth.
Dr. Mariam Al Afridi participated in a session titled “The role of middle powers and the Global South within a realigned global order.” Her remarks explored one of the emerging dimensions of competitiveness: the rise of the experience economy as a new source of competitive advantage. She noted that the future competitiveness of middle powers will increasingly depend not on their size, but rather on their ability to create compelling experiences that attract talent, investment, entrepreneurs, and institutions. In a world where attractiveness is becoming as important as productivity, experience economy has become one of the defining drivers of competitiveness in the decades ahead.
During the summit, the UAE presented a paper titled “Competitiveness in the Age of Artificial Intelligence,” examining how rapid advances in AI are reshaping the global economy, redefining competitiveness, and transforming the sources of competitive advantage. The paper highlighted the importance of developing integrated national AI ecosystems as the strategic infrastructure underpinning future competitiveness, encompassing advanced computing capabilities, data, national talent, governance frameworks, and digital infrastructure that enable sustainable growth and long-term prosperity.
The summit announced the results of the IMD World Competitiveness Yearbook 2026, ranking the UAE among the world’s top five most competitive economies for the second consecutive year. The UAE outperformed major economies including the United States, Denmark, Sweden, and the Netherlands, while retaining its position as the leading economy in the region for the tenth consecutive year. It ranked first globally in 21 competitiveness indicators, among the top five in 67 indicators, and among the top ten in 118 indicators spanning labour markets, infrastructure, government partnership, innovation, AI, and education.
The UAE’s participation in the Global Competitiveness Summit reflects its long-standing institutional partnership with the IMD World Competitiveness Centre through the FCSC, which leads national efforts related to the World Competitiveness Yearbook and other IMD competitiveness reports. The summit serves as a global platform for dialogue on the future of competitiveness and the economic and technological trends shaping national performance, while the World Competitiveness Yearbook, published annually since 1989, continues to be one of the world’s leading benchmarks for assessing the competitiveness of economies.

The UAE’s performance in the IMD World Competitiveness Yearbook 2026, published by the World Competitiveness Centre at the International Institute for Management Development in Lausanne, Switzerland, places the country in the top 10 globally across 118 indicators and within the top 5 globally in 67 key criteria and sub-factors.
The country ranked 1st globally in 21 indicators, most notably Bureaucracy, Adaptability of Government Policy, Employment, International Experience, National Culture, Value System, and Quality of Air Transportation.
The UAE ranked 2nd globally in Citizen Trust in AI, Creation of Firms, Females in Parliament, and Management of Cities. It ranked 3rd globally in Image Abroad or Branding, Society’s Access to AI, Tourism Receipts, Exports of Goods and Energy Infrastructure, and 4th globally in Government Efficiency, Companies Investment in AI, and Legal and Regulatory Framework.
The results reflect the progress the UAE has achieved across labour markets, innovation, digital transformation, infrastructure, education and government policy, reinforcing its competitive standing at both regional and global levels.
The IMD World Competitiveness Yearbook is one of the world’s most authoritative references for measuring national competitiveness. The 2026 edition covers 70 economies and draws on statistical data and executive opinion surveys from the global business community to assess how effectively countries manage their resources and deliver sustainable prosperity.
The Yearbook is structured around four main factors: Economic Performance, Government Efficiency, Business Efficiency and Infrastructure, and encompasses 20 sub-factors and 342 competitiveness criteria spanning economic, administrative and social dimensions.
The UAE’s GDP grew by 6.2% in 2025, compared to 2024 according to figures released by the Federal Competitiveness and Statistics Centre, reaching AED 1.9 trillion, while Non-oil GDP recorded strong growth of 6.8% over the same period, reaching AED 1.5 trillion.
Commenting on the results, H.E. Abdulla bin Touq Al Marri, Minister of Economy and Tourism, said: “The national economy continues to deliver exceptional performance under the leadership and guidance of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, and with the support of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.” He noted that the positive indicators reflect the success of the UAE’s economic model in building one of the world’s most dynamic, competitive, and diversified economies. He added that the sustained expansion of non-oil sectors and the growing contribution of emerging industries reflect steady progress towards the objectives of the “We the UAE 2031” vision.
“The UAE’s agile economic policies, guided by our leadership’s future-oriented vision and proactive response to global developments, have accelerated the diversification of the national economy, strengthened its competitiveness and sustainable growth, and supported the transition towards a more diversified economic structure. This further enhances the UAE’s position as a global hub for the new economy, expands its appeal as a destination for investment and business, and promotes its resilience and ability to adapt to international shifts. These achievements have been supported by a flexible business environment, advanced legislation, and a broad network of global economic partnerships,” H.E. added.
For her part, H.E. Hanan Mansour Ahli, Managing Director of the Federal Competitiveness and Statistics Centre, stated that the strong economic performance recorded in 2025 reflects the success of the UAE’s development and economic policies in promoting economic stability and enhancing the competitiveness of key sectors. She highlighted the UAE’s continued efforts to develop its legislative framework, foster economic diversification, build a flexible and attractive business ecosystem, enhance infrastructure, and invest in key economic sectors.
“The UAE continues to promote its future economic readiness through investment in the digital economy, technology and innovation, while developing an integrated economic ecosystem that supports long-term growth and reinforces the country’s position as a global hub for business and investment,” H.E. added.
Key economic sectors demonstrated strong performance in 2025, with construction leading at 11.1%, followed by financial and insurance (10.4%), real estate (7.9%), and transport and storage (7.8%).
In terms of non-oil GDP contributions, trade accounted for the largest share at 16.9%, followed by financial and insurance activities (13.2%), construction (12.9%), and manufacturing (12.8%), reflecting the diversity of the national economy.
The results reflect the efficiency of the national statistical system in providing accurate and reliable economic data to support policymaking and informed decision-making.
National statistical entities continue to implement an integrated programme to modernise economic statistics, enhance data quality and integration, and align outputs with international standards and best practices. This supports the UAE’s ability to keep pace with economic transformation and strengthen future readiness.

The UAE’s progress in the Chandler Good Government Index – one of the world’s most comprehensive benchmarks for assessing government effectiveness across 133 countries, underscores the strength of its governance model. This model is built on proactiveness, speed of delivery, government agility, and readiness to navigate global changes, alongside the ability to create opportunities while consistently achieving leading global results.

The UAE achieved advanced results, ranking first regionally and across the Arab world in good governance. It also topped several global indicators, ranking first worldwide in government innovation, strategic prioritisation, and adaptability in executing plans and strategies, reflecting the efficiency of its governance model in anticipating the future and translating vision into tangible outcomes.
The UAE also ranked second globally in government services satisfaction, adaptability, and employment indicators, demonstrating the success of its policies in enhancing wellbeing, improving service efficiency, empowering national talent, and attracting global talent. On the first day of the 2025 United Nations High-Level Political Forum (HLPF) on Sustainable Development, organized by the UN Department of Economic and Social Affairs (UN DESA) at UN Headquarters in New York, the UAE delegation emphasized the crucial role of advanced healthcare systems in accelerating achieving the Sustainable Development Goals (SDGs) globally by 2030.
The delegation highlighted the UAE’s efforts to support Goal 3, ensuring good health and well-being, emphasizing the importance of innovation in healthcare systems’ development and deployment to achieve sustainable development worldwide.
The UAE provides the fundamentals for sustainable development
His Excellency Abdulla Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange, and Chair of the National Committee on SDGs, affirmed that the UAE relies on fruitful partnerships and experience exchange principles in launching and implementing programs that make a positive development difference internationally, especially in communities most in need of support, such as those in the Global South.
Lootah stated: “The UAE is a trusted global supporter in accelerating the achievement of the UN SDGs for 2030. It is keen on implementing practical initiatives worldwide that have a continuous impact, providing sustainability for development and disseminating their benefits to the largest number of beneficiaries, including projects supporting the healthcare sector in developing communities.”
He added: “Investing in strategic projects with long-term extended impact in vital sectors that support achieving sustainable development such as health, knowledge, and awareness is a vital investment in people, the focal point of development, and in human capital, which creates opportunities for the future. This is the UAE’s approach to development locally and globally, which we are committed to sharing through partnerships, knowledge exchange, and expertise with everyone,” reiterating the strategic dimension’s importance to ensure sustainability of development project impacts for future generations.
Shaping the Future
From the platform of the exhibition ‘Shaping Tomorrow: UAE Leadership for a Sustainable Future,’ the UAE delegation presents a multi-faceted picture of the country’s contributions to achieving SDGs, including enhancing local and global healthcare systems. The exhibition introduces UAE’s global initiatives supporting sustainable development in vital areas, including innovative healthcare, policy design inclusive of all, and global transformative partnerships.
Focus on Healthcare
The healthcare sector and its developmental projects made a significant presence at the exhibition organized by the UAE in HLPF, highlighting progress and impact of its development initiatives for healthcare systems at the national level and in communities most in need of support and assistance. The exhibition also demonstrated the role of partnerships established by the UAE and entities within its delegation to the forum in accelerating development pathways, including fruitful healthcare work in awareness, prevention, and treatment.
Beyond 2030
The UAE’s delegation to the forum organized a high-impact roundtable session at the Permanent Mission of the UAE to the United Nations, presenting new visions for healthcare systems and their role in sustainable development beyond 2030.
The high-impact roundtable session, organized by the National Committee on SDGs; The Consulate General of the UAE in New York; and the Noor Dubai Foundation as part of the country’s delegation to the HLPF, focused on the importance of healthcare innovations, expanding their development and deployment to accelerate achieving Goal 3: ensuring global access to good health and well-being. The session also highlighted the link between achieving Goal 3 and several other development objectives, including Goal 1: ending poverty in all its forms everywhere and Goal 13: focusing on taking urgent action to combat climate change to achieve a healthy future for generations.
Participants in the session worked on developing preliminary models for comprehensive health development solutions contributing to achieving SDGs 2030 and beyond. The attendees recognized the role of primary healthcare networks supported by AI at the Noor Dubai Foundation, along with international tools and opportunities available for financing climate health solutions, in developing a comprehensive framework for current goals and future goals proposed by the UAE for 2045, focusing on multi-sectoral international cooperation.
The session concluded on the necessity of linking innovation to actual needs, collaboration in shared health and preventive responsibilities, and leveraging data as catalysts for action.
Sustainable Health Umbrella
Dr. Manal Omran Taryam, CEO and Board Member of the Noor Dubai Foundation, delivered the UAE’s statement at the forum on Goal 3 and its linkages with other goals. She said: “In the UAE, we believe that health is an inherent right, only completed by integrating all elements of healthcare under a unified, integrated, and sustainable umbrella.”
Dr. Manal Taryam added: “Technology and innovation are the core of the UAE’s approach to achieving sustainable development, where investment in telemedicine, AI, and smart screening tools contribute to removing geographic barriers and ensuring access to healthcare for all. We are proud of initiatives such as the Noor Dubai Foundation, one of the initiatives of the Mohammed bin Rashid Al Maktoum Global Initiatives (MBRGI), which since 2008 has improved the lives of more than 33 million people in Asia and Africa through comprehensive teleophthalmology programs and innovative solutions such as ‘Ibsar’ project.”
HLPF on Sustainable Development 2025
The HLPF on Sustainable Development Forum represents the UN’s primary platform on sustainable development solutions. Since its establishment in 2012, the forum has played a pivotal role in monitoring and reviewing the progress made toward achieving the Sustainable Development Goals for 2030.

Dubai- UAE. 19 July 2025 – The UAE has reaffirmed the critical role of women empowerment and gender equality in achieving the United Nations’ (UN) 2030 Agenda during the 2025 High-Level Political Forum (HLPF) on Sustainable Development in New York.
The UAE delegation highlighted the nation’s model for women empowerment, gender equality, and its focus on motherhood and childhood as the basis for inclusive and sustainable growth. The UAE built this model through the comprehensive empowerment system that it provides for women and families, who form the nucleus of society and guarantee the sustainability of human, social, and economic development.
The UAE delegation presented national policies and legislation that have contributed to increasing the number of women in leadership and decision-making positions. This includes the Equal Pay Law and the Constitution guaranteeing equal opportunities for both genders.
The delegation highlighted several milestones, including the fact that women now represent 50% of Federal National Council members and 26% of Cabinet members. Women also constitute 46% of STEM graduates in the UAE and 80% of the scientific leadership team in the Emirates Mars Mission.
The delegation also addressed the UAE’s role in supporting women empowerment globally through initiatives like Her Highness Sheikha Fatima bint Mubarak’s Women in Peace and Security Initiative. The delegation concluded by reiterating the UAE’s willingness to share its expertise and success with the international community to promote gender equality towards 2030 and beyond.
Promoting innovation and bridging the digital gender gap
The National Secretariat on SDGs and the UAE Consulate General in New York City hosted a roundtable on ‘Accelerating Innovation in Promoting Gender Equality to Continue Achieving Sustainable Development in the Post-2030.’
The discussion explored bridging the digital gender gap, transforming the care economy, and empowering women in leadership. It presented scalable solutions and practical models to drive progress around SDG 5.
The discussion featured contributions from Her Excellency Savannah Mazhya, Minister of Information and Communications Technology in the Kingdom of Eswatini and Chair of the Global Council for SDG 5; His Excellency Abdulla Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chair of the National Committee on SDGs; Dr Manal Taryam, CEO and Board Member of Noor Dubai Foundation; while other participants included Chelsea Molden, Executive Director of the Public Policy Lab; Stephanie Sirota from RTW Investments in Life Sciences; and Andrew Billo, Head of Partnerships at the UN Initiative to End Violence Against Women and Girls.
HE Lootah: ‘The UAE has built a pioneering global model that supports social progress
HE Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chair of the National Committee on SDGs, said: “Over decades of sustainable development centred on the family, the UAE has made community empowerment both the finish line and the starting point of development. This approach is what the UAE is ready to share with everyone around the world.

Additionally, the UAE delegation shared the country’s experiences in establishing the National Committee on SDGs in 2017 during its participation in an event organised by the Government of Qatar to introduce the agenda of the second edition of the Global Summit for Social Development, which will be held in Doha from 4-6 November.
New York-USA. 20 July 2025 – The UAE has held its first national exhibition at the United Nations (UN) Headquarters in New York City, as part of the High-Level Political Forum (HLPF) on Sustainable Development 2025.
Titled “Shaping Tomorrow: UAE Leadership for a Sustainable Future”, the exhibition reflects the UAE’s commitment to expanding international action to achieve SDGs, as well as its involvement in shaping the future of global development.
The inauguration was attended by Her Excellency Amina Mohammed, UN Deputy Secretary-General; His Excellency Ambassador Mohamed Abushahab, Permanent Representative of the UAE to the UN; His Excellency Abdulla Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chair of the National Committee on Sustainable Development Goals, and head of the UAE delegation participating in the HLPF; alongside representatives from international organizations and government delegations from around the world.
Platform for Showcasing Inclusive Development
The exhibition was organised jointly by entities including the Ministry of Interior, Ministry of Investment, Environment Agency – Abu Dhabi (EAD), Dubai Chambers, and Noor Dubai Foundation, a member of Mohammed bin Rashid Al Maktoum Global Initiatives (MBRGI). The entities showcased their experiences and globally replicable initiatives in sustainable development, including in innovation, climate action, community empowerment.
Beyond 2030: Four Pillars for Development
The exhibition is the first of its kind organised by the UAE at the UN HLPF. It offers an engaging experience that highlights the UAE’s sustainable development journey since the 2002 Rio+10 Summit. The exhibition is a continuation of the dialogue launched by the UAE with 170+ leaders and decision-makers during the World Government Summit (WGS) 2023.
The exhibition showcases the Extended SDGs (XDGs) framework. It is based on four core pillars: integrating sustainability into national policies and legislation; monitoring impact through accurate indicators and data; developing a flexible development model through ‘Future Zones’; and enhancing international partnerships through knowledge sharing, particularly through the Government Experience Exchange Programme.

His Excellency Abdulla Nasser Lootah said: “The UAE is committed to sharing best practices and successful experiences with partners around the world.

National Initiatives Supporting Global Goals
The exhibition highlighted major national development efforts that have had global impact. The Ministry of Interior showcased its “Green Justice” initiative in Latin America, aimed at combating transnational environmental crimes, as part of its efforts supporting SDG 17.
Meanwhile, the Abu Dhabi Fund for Development (ADFD) presented its contributions to financing projects in 100+ countries, supporting infrastructure, education, and renewable energy.
The Supreme Committee for Motherhood and Childhood showcased its initiatives aimed at empowering women and children, including the “National Child Empowerment Guide” and the “Emirati Children’s Parliament,” which enhance children’s participation in decision-making in support of SDG 5.
Noor Dubai Foundation presented its model for combating visual impairments in support of SDG 3. This includes the iBSAR project in Asia and Africa, which provides preventive and therapeutic care.
EAD showcased its efforts in protecting marine ecosystems through initiatives such as the “Marine Turtle Protection Program” and smart monitoring technologies for coral reefs, aligning with SDG 14.
UAE Model for Integrated Development
These initiatives exemplify the integration between the UAE’s national vision and its global commitments, by linking local policies with international development goal.

Dubai- New York, UN, 22 July 2025: The UAE launched the 2025 edition of the 2045 XSDGs Report at the United Nations (UN) Headquarters in New York City, as part of the High-Level Political Forum (HLPF) on Sustainable Development 2025, organised by the UN Department of Economic and Social Affairs.
This took place at the headquarters of the United Nations, where H.E. Abdulla Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange, Chair of the National Committee on SDGs welcomed the high-level attendees of the launch event, which included Her Excellency Savanna Maziya, Minister of Information and Communication Technology of the Kingdom of Eswatini, His Excellency Victor Verdon, Deputy Minister of Foreign Affairs of the Republic of Paraguay, Her Excellency Seema Sami Iskander Bahouth, Executive Director of UN Women, His Excellency Eliot Minchenberg, Director of the UNESCO Office for Communication in New York and UNESCO Representative to the United Nations, Her Excellency Benjiran Herani Tajuddin, Permanent Representative of Brunei Darussalam to the United Nations, and Her Excellency Tsvai Yelma Sabo, Permanent Representative of Ethiopia to the United Nations, while the opening speech was delivered by H.E. Ambassador Mohamed Abushahab, Permanent Representative of the UAE to the UN.
Created by the National Committee on SDGs 2025, the report builds on outcomes from the ministerial session held at the World Government Summit (WGS) 2025, in addition to recommendations from the high-level 2045XDGs roundtable held during Abu Dhabi Sustainability Week 2025, and survey responses from the 2045 XDGs Global Survey.
During the forum, the UAE delegation also presented findings from the UAE-led 2045 XDGs Global Survey, which gathered insights from participants across 55 countries, spanning a wide range of age groups and academic disciplines.
Redefining Global Development Goals 2045
Titled “Envisioning 2045: Inclusive Pathways to Sustainable Development,” the report outlines five key priorities: redefining SDGs for 2045; proactively future-proofing economies and societies; enhancing global cooperation at the leadership level; accelerating the transition of global development to a new phase; and establishing a shared international commitment to the future development agenda.
The report positions the transition from current SDGs to a future-ready global framework as a necessary transformation that must be proactive, innovative, agile, and equipped to address emerging challenges.
It also urges governments to embed future foresight into policymaking, calls on the private sector to help shape sustainable development through AI, circular economies, and responsible innovation, and encourages international organisations to apply lessons learned from the current SDGs to build inclusive and adaptable frameworks.
The report emphasises the need to empower communities and individuals – especially women, youth, and vulnerable groups – to take an active role in contributing to the development agenda and shaping the future. It also highlights milestones from the SDGs in Action initiative, organised by WGS in Dubai in 2016, as a platform for advancing global dialogue and collaboration.
The report’s release at UN HLPF reflects the UAE’s broader commitment to accelerating SDG progress, particularly in the five focus areas of this year’s forum: SDG3, SDG5, SDG8, SDG14, and SDG17. These efforts are centred on three core pillars: innovation, partnerships, and strategic insight.
Proactive Approach to Shaping Development Goals
His Excellency Abdulla Nasser Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chair of the National Secretariat on SDGs, described the report as a pivotal milestone in shaping the next twenty years of global sustainable development. He emphasised its foundation in practical pathways for international cooperation and its aim to define more comprehensive and impactful global goals.
H.E. Lootah said, “This report reflects the UAE’s approach – anticipating challenges, strengthening global partnerships, and designing innovative solutions grounded in research, data, and evidence.”
He added: “The UAE is committed to building early global consensus on the 2045 XDG framework, building on lessons learned from the 2030 goals to create a more sustainable and equitable future for all.”
H.E. Lootah noted that while UN’s official discussions on post-2030 development goals will begin in 2027, the UAE has already engaged international thought leaders since 2023. Platforms such as the SDGs in Action Forum at WGS have so far convened over 170 global leaders to shape this vision.
The report stands as a strategic contribution to the future international development agenda, reflecting the UAE’s role as a pioneer in advancing global sustainable development through evidence-based, practical initiatives that anticipate the future and serve humanity.
UAE Call for More Resilient and Inclusive Development Goals
The UAE delegation also presented findings from the 2045 XDGs Global Survey, which gathered insights from participants across 55 countries, spanning a wide range of age groups and academic disciplines. The results highlighted a strong global appetite for rethinking how progress is defined, implemented, and measured beyond 2030.
94.7% of respondents supported expanding the definition of progress to go beyond conventional economic growth indicators. Additionally, 85.4% stated that engaging people in decision-making and policymaking increases their level of engagement and participation in achieving SDGs.
The survey further indicated that 70% of participants backed a collaborative, cross-sector approach to sustainable development that is not limited to the government’s role. Another 67.8% supported the establishment of flexible development goals that can be adapted to regional contexts and priorities. Furthermore, 64.9% of respondents expressed the belief that AI and digitisation will surpass traditional policies in terms of impact and effectiveness in driving results.
UN High-Level Political Forum
The HLPF on Sustainable Development is the UN’s central platform for reviewing and advancing SDGs. Established in 2012, the forum plays a pivotal role in monitoring national and international progress on the 2030 Agenda.
Participating delegations at HLPF conduct assessments of progress toward the SDGs, with this year’s forum featuring in-depth reviews of five priority goals: SDG3 (ensuring healthy lives and promoting well-being for all at all ages); SDG5 (achieving equality and empowering all women and girls); SDG8 (promoting sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all); SDG14 (conserving and sustainably using the oceans, seas and marine resources for sustainable development); and SDG17 (strengthening and revitalising the Global Partnership for Sustainable Development).
The Federal Competitiveness and Statistics Centre (FCSC) continues its strategic efforts to support to support the UAE government’s data ecosystem and implement data governance mechanisms across federal entities in the UAE, enhancing transparency and efficiency in government data management. In this context, the Centre organized a specialized session titled “Government Best Practices in Data Governance ,” with the participation of several leading federal entities in data management. This session is part of the “Data Index” initiatives launched by the UAE government last year under the Data and Digital Government pillar within the “Ada’a” Government Performance Systemaligns with global best practices in statistics and data management. Its aim is to enhance government performance efficiency and mature data in federal entities.
The session witnessed active participation from over 100 data officials representing 35 federal entities. During the session, various federal entities such as Central Bank of the UAE; Ministry of Health and Prevention (MOHAP); as well as Ministry of Human Resources & Emiratisation (MOHRE), presented their pioneering experiences in data governance and management. This included highlighting data policies and alignment mechanisms with national and international standards, ultimately contributing to greater efficiency in data management and more effective support for decision-makers. The session served as a platform for exchanging experiences and enhancing national capabilities in adopting advanced models in statistics and data, aligning with the UAE’s aspirations in digital transformation, and supporting a culture of continuous development and innovation in data management to strengthen institutional integration and empower data officials to play leading roles in shaping the future of government data and statistics.
His Excellency Mohammed Hassan, Executive Director of the Statistics and Data Sciences Sector at FCSC, emphasized the significance of the session as a milestone in the development efforts of the national “Data Index,” providing an opportunity to review achievements of federal entities, discuss key challenges, and anticipate future trends to activate the role of data and statistics in enhancing evidence-based policy-making to serve the public good.
He added, “The ‘Data Index’ reflects the UAE government’s commitment to establish principles of governance and management of government data within advanced regulatory and scientific frameworks, enhancing the country’s position as a global hub in the digital field. The ‘Data Index’ is a key driver in supporting a smart and integrated digital government environment, enabling federal entities to employ data as an effective strategic tool to enhance decision-making and achieve the ambitious developmental agenda of the country.”
Omran Al Shamsi, Director of Labour Market Information at MOHRE, stated that the fundamentals of data governance represent the primary pillar towards enabling digital transformation and decision-making. He added that the ministry has adopted a comprehensive framework for data governance based on international standards like the DAMA framework, including clear policies and standards to define, ensure accuracy, quality, and confidentiality of data, as well as distributing roles and responsibilities among data owners, service providers, and end-users to ensure accountability and transparency at every stage of the data lifecycle.
Al Shamsi highlighted that classifying data according to its sensitivity level – whether it is open, confidential, sensitive, or prohibited – is a crucial part of protecting information and ensuring responsible use. He clarified that the ministry relies on a clear matrix of data access permissions. This approach reflects the ministry’s commitment to enhancing a data culture and providing an institutional environment based on smart governance to improve services and labor market policies in the country.
He also pointed out that “Data Governance” is not merely a technical project but a cultural change that requires institutional commitment at the highest levels. He added that institutions investing seriously in data governance are better equipped to make strategic decisions based on accurate and reliable data. The presentation concluded with practical recommendations to establish a successful data governance framework, including clearly defining data owners and tools for data documentation and quality measurement, and building an institutional culture that enhances the value of data as a strategic asset.
Dr. Alya Harbi, Director of Statistics and Research Center at MOHAP, praised the prominent role played by the FCSC in launching projects aimed at enhancing the quality of statistical data in line with future requirements. This includes strengthening data governance as a fundamental element in shaping government policies and supporting sustainable development paths. She emphasized the importance of data in shaping future visions and measuring performance indicators, contributing to improving the quality of healthcare services and enhancing health planning strategies at the national level.
She highlighted the importance of data integration among various relevant entities and the necessity of establishing effective partnerships in data analysis, which plays a fundamental role in supporting accurate decision-making that contributes to achieving comprehensive development and ensuring fair distribution of resources and services.
In conclusion, she expressed sincere thanks and appreciation for organizing this valuable workshop and for providing the opportunity for the Ministry of Health and Prevention to present its pioneering experience in this field.
The session is part of a series of specialized events and coordination meetings held during the current quarter, with the participation of 264 data management officials from 35 federal entities. Its goal is to provide timely and reliable data and statistics for decision-makers, contributing to supporting the Unified UAE Numbers and achieving effective data-based planning and national statistics.
It is worth mentioning that the “Data Index” was launched last year concurrently with the launch of the “Unified UAE Numbers” project as one of the national projects aimed at advancing and strengthening the country’s statistical system and supporting the country’s development journey across various economic, demographic, social, and environmental sectors, solidifying the UAE’s global leadership in employing data to support decision-making.
