The UAE’s GDP grew by 6.2% in 2025, compared to 2024 according to figures released by the Federal Competitiveness and Statistics Centre, reaching AED 1.9 trillion, while Non-oil GDP recorded strong growth of 6.8% over the same period, reaching AED 1.5 trillion.
Commenting on the results, H.E. Abdulla bin Touq Al Marri, Minister of Economy and Tourism, said: “The national economy continues to deliver exceptional performance under the leadership and guidance of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, and with the support of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.” He noted that the positive indicators reflect the success of the UAE’s economic model in building one of the world’s most dynamic, competitive, and diversified economies. He added that the sustained expansion of non-oil sectors and the growing contribution of emerging industries reflect steady progress towards the objectives of the “We the UAE 2031” vision.
“The UAE’s agile economic policies, guided by our leadership’s future-oriented vision and proactive response to global developments, have accelerated the diversification of the national economy, strengthened its competitiveness and sustainable growth, and supported the transition towards a more diversified economic structure. This further enhances the UAE’s position as a global hub for the new economy, expands its appeal as a destination for investment and business, and promotes its resilience and ability to adapt to international shifts. These achievements have been supported by a flexible business environment, advanced legislation, and a broad network of global economic partnerships,” H.E. added.
For her part, H.E. Hanan Mansour Ahli, Managing Director of the Federal Competitiveness and Statistics Centre, stated that the strong economic performance recorded in 2025 reflects the success of the UAE’s development and economic policies in promoting economic stability and enhancing the competitiveness of key sectors. She highlighted the UAE’s continued efforts to develop its legislative framework, foster economic diversification, build a flexible and attractive business ecosystem, enhance infrastructure, and invest in key economic sectors.
“The UAE continues to promote its future economic readiness through investment in the digital economy, technology and innovation, while developing an integrated economic ecosystem that supports long-term growth and reinforces the country’s position as a global hub for business and investment,” H.E. added.
Key economic sectors demonstrated strong performance in 2025, with construction leading at 11.1%, followed by financial and insurance (10.4%), real estate (7.9%), and transport and storage (7.8%).
In terms of non-oil GDP contributions, trade accounted for the largest share at 16.9%, followed by financial and insurance activities (13.2%), construction (12.9%), and manufacturing (12.8%), reflecting the diversity of the national economy.
The results reflect the efficiency of the national statistical system in providing accurate and reliable economic data to support policymaking and informed decision-making.
National statistical entities continue to implement an integrated programme to modernise economic statistics, enhance data quality and integration, and align outputs with international standards and best practices. This supports the UAE’s ability to keep pace with economic transformation and strengthen future readiness.

In a renewed affirmation of the success of its development model built on proactiveness, adaptability, and future readiness, the UAE Government has further strengthened its global standing by securing its position among the world’s top 10 in the 2026 Chandler Good Government Index (CGGI).
This achievement reflects the vision of the UAE’s leadership in building a future-focused government grounded in innovation, institutional excellence, and adaptability to global transformations. It further reinforces the country’s position as a global model for modern governance.
The UAE’s advanced performance highlights the success of its government approach in transforming national ambitions into tangible global achievements. The approach aligns with the objectives of the “We the UAE 2031” vision and strengthens the UAE’s global standing as a trusted partner and a hub for shaping the future.
The UAE’s progress in the Chandler Good Government Index – one of the world’s most comprehensive benchmarks for assessing government effectiveness across 133 countries, underscores the strength of its governance model. This model is built on proactiveness, speed of delivery, government agility, and readiness to navigate global changes, alongside the ability to create opportunities while consistently achieving leading global results.
His Excellency Mohammad Abdullah Al Gergawi, Minister of Cabinet Affairs, stated:

“The UAE leadership did not settle for building a traditional government that manages the present, but instead established a government that shapes the future, creates opportunities, anticipates change, and transforms global challenges into new pathways for growth and development. International indicators reflect the position the UAE has attained as one of the world’s most efficient, agile, and effective governments. The UAE achieved advanced results, ranking first regionally and across the Arab world in good governance. It also topped several global indicators, ranking first worldwide in government innovation, strategic prioritisation, and adaptability in executing plans and strategies, reflecting the efficiency of its governance model in anticipating the future and translating vision into tangible outcomes.
The UAE also ranked second globally in government services satisfaction, adaptability, and employment indicators, demonstrating the success of its policies in enhancing wellbeing, improving service efficiency, empowering national talent, and attracting global talent. Furthermore, it ranked third globally in long-term vision and institutional coordination indicators, reflecting the strength of its government model based on institutional integration, long-term strategic planning, and the ability to develop flexible policies that keep pace with global changes and accelerate government performance.
The UN Statistical Commission has selected the UAE to join the Advisory Board on the Fundamental Principles of Official Statistics, marking a significant milestone, the first of its kind in the region. The selection reflects growing global confidence in the UAE’s leadership in developing statistical systems and strengthening data governance at the international level.
The UAE’s selection to the Advisory Board was announced during the country’s participation in the 57th session of the United Nations Statistical Commission, held in New York from 3–6 March. The event represents the world’s largest international gathering of experts in statistics and data science, bringing together heads and directors of national statistical offices and data authorities from around the world, alongside academics, experts, and advisors from UN bodies and international organizations.
The UAE’s membership on the Advisory Board marks a significant milestone in its global leadership, particularly as it follows the country’s election to the United Nations Statistical Commission for the 2025–2028 term, making it the only Arab country currently serving on the Commission in a historic first since the Commission’s establishment in 1946.
The UAE delegation included government leaders from the Federal Competitiveness and Statistics Centre (FCSC), the Sharjah Department of Statistics and Community Development, and the UAE’s National Anti-Money Laundering and Combatting Financing of Terrorism and Financing of Illegal Organisations Committee.
International Expertise and a UN Governance Mechanism
The Advisory Board, established in line with the outcomes of the previous session of the UN Statistical Commission, is a high-level UN mechanism dedicated to reinforcing global commitment to the Fundamental Principles of Official Statistics. It aims to enhance the reliability, transparency, and independence of data amid the rapidly evolving global data ecosystem.
The Board brings together a distinguished group of international experts and specialists in official statistics, including five members from the United Nations Statistical Commission who serve on the Board throughout their Commission membership. This structure ensures a direct institutional connection to UN decision-making mechanisms and strengthens integration between technical and strategic levels.
The Board’s priorities focus on institutionalizing the Fundamental Principles as a reference framework for national statistical systems and promoting their adoption through high-level international strategic dialogue. It also supports the readiness of national systems to adapt to digital transformation, including the management of big data, the use of AI technologies, and the enhancement of data source interoperability. In addition, the Board contributes to the development of future statistical standards and practices, reinforcing global trust in official statistics and keeping pace with the evolution of the international data landscape.
Hanan Ahli: A More Integrated, Resilient, and Future-Ready Global Statistical System
Her Excellency Hanan Mansour Ahli, Managing Director of the Federal Competitiveness and Statistics Centre (FCSC), welcomed the UAE’s selection to the Advisory Board, affirming that the UAE Government will leverage its membership to support the practical implementation of the Fundamental Principles of Official Statistics.
She noted that the UAE will share its expertise in data harmonization and enhancing the quality of official statistics, while contributing to the development of governance frameworks that keep pace with digital transformation and ensure responsible and secure use of technology. She also emphasized strengthening collaboration and capacity-building through knowledge exchange, contributing to the establishment of a more integrated, resilient, and future-ready global statistical system that supports sustainable development priorities.
H.E. added that the UAE’s participation in the 57th session of the United Nations Statistical Commission, during its membership for the 2025–2028 term, reflects the country’s commitment to advancing a national statistical system built on reliability, governance, and integration. She highlighted the importance of transforming official statistics into a strategic enabler for policymaking, improving wellbeing, supporting sustainable growth, and strengthening data integration among relevant entities to enhance national indicators and support evidence-based policies.
She stated: “The UAE’s membership in the United Nations Statistical Commission represents a strategic milestone in the development of the national statistical work. We are working to move from data production to maximizing its impact in strategic foresight through an integrated statistical system built on governance, transparency, and advanced technologies; enhancing competitiveness, supporting sustainability, and reinforcing the UAE’s position as a trusted international partner in developing the global statistical system.”
Active Participation and Distinguished Presence
During the meetings, the UAE delegation participated in several discussions and contributions addressing key statistical topics on the Commission’s agenda. These included the development of international statistical frameworks, updates to methodologies related to national accounts, social, demographic and health statistics, environmental and agricultural statistics, as well as business and trade statistics.
Discussions also covered data governance, the greater use of advanced technologies and artificial intelligence in statistical work, and strengthening the measurement of progress towards achieving the Sustainable Development Goals.
The UAE delegation emphasized the strategic importance of data governance in ensuring data quality, security, and usability, particularly in light of the growing reliance on non-traditional data sources and emerging technologies. The delegation also welcomed continued technical cooperation and knowledge exchange with international and regional partners to enhance the reliability of national statistics and their comparability at the international level.
These efforts also contribute to developing global databases and strengthening coordination and effective governance through the work programs of technical teams, supporting coherent and integrated implementation at both national and international levels.
It is worth noting that the United Nations Statistical Commission, established in 1946, is the highest international body responsible for developing the global statistical system. It plays a central role in decision-making related to statistical work, developing international statistical standards, supporting statistical systems in member states, and coordinating statistical activities among countries and international organizations. The Commission comprises 24 members elected by the United Nations Economic and Social Council, representing different regions of the world.
His Excellency Abdulla bin Touq Al Marri, Minister of Economy and Tourism, announced that the UAE’s GDP grew by 5.1% during the first 9 months of 2025, as compared to the same period in 2024, reaching approximately AED 1.4 trillion. His Excellency emphasized that this growth reflects the success of the UAE’s economic policies, driven by the vision and direction of the wise leadership, further reaffirming the UAE’s position as a leading global economic power and an attractive destination for business and investment.
“These positive results, issued by the Federal Competitiveness and Statistics Centre, indicate the achievement of new levels of growth and competitiveness,” H.E. added. “Non-oil GDP recorded a 6.1% growth during the first 9 months of 2025 compared to the same period in 2024, exceeding AED 1 trillion in value. This reflects the continued development of the UAE’s economic model, built on diversification, knowledge, innovation, and the development of a robust and competitive legislative and economic environment,” he noted.
H.E. the Minister stated that: “These results shed light on the strong performance of non-oil sectors and their pivotal role in achieving the economic objectives of the ‘We the UAE 2031’ vision, which aims to double the country’s GDP to AED 3 trillion and position the UAE as a leading global hub for the new economy over the next decade.”

“This strong performance reflects the competitiveness of the UAE’s economic model based on diversification, innovation, and investment in human capital, reinforced by policy integration and strategic planning supported by accurate and reliable statistics,” she said.
She further noted that the continuous development of the national statistical system, alongside the use of advanced technologies and artificial intelligence in analyzing economic indicators, has enhanced policy efficiency and promoted the UAE’s ability to achieve its development objectives.
Fastest-Growing Sectors Drive Economic Transformation
Results from the FCSC showcased the UAE’s success in consolidating a balanced and sustainable economic model based on diversification, productivity enhancement, and increasing value-added across vital sectors. This performance reflects the resilience of the UAE’s economic foundations and its capacity to sustain growth amid global economic shifts and challenges, supported by resilient economic policies, advanced infrastructure, and a competitive legislative ecosystem.
The finance and insurance sector recorded the highest growth rate during the first 9 months of 2025 compared to the same period last year, achieving 9% growth. It was followed by the construction sector at 8.7%, real estate at 7.9%, and manufacturing industries at 6.9%.
In terms of sectoral contribution to non-oil GDP, the trade sector ranked first with a 16.1% share, followed by manufacturing industries at 13.9%, finance and insurance at 13.5%, construction at 11.9%, and real estate activities at 7.9%.
UAE Leadership Promotes GCC Economic Integration
GCC economies recorded positive economic performance across key sectors during the first 9 months of 2025. The UAE led this advanced performance, reaffirming the effectiveness of the targeted national policies in supporting a diversified and sustainable economic model.
This progress reinforces the UAE’s position as a key driver of regional growth and a trusted international economic partner, contributing to strengthening GCC economic integration and advancing balanced development pathways that promote stability and prosperity across the region.
During Abu Dhabi Sustainability Week, the Supreme Council for Motherhood and Childhood, in collaboration with the National Committee on the Sustainable Development Goals (SDGs), and in strategic partnership with the United Nations Children’s Fund (UNICEF), launched the “Sustainability Club which is a pioneering national initiative. The launch forms part of the UAE’s ongoing efforts to translate its commitment to empowering younger generations and strengthening their role in achieving the SDGs by 2030.
The initiative aims to empower children and position them as active leaders in raising awareness and implementing community-based activities aligned with the 17 SDGs. Seventeen children have been selected, each representing one of the Goals, and will be equipped with the knowledge and skills needed to lead awareness campaigns and community initiatives within their schools and wider communities. Through this approach, the initiative seeks to embed the concept of sustainability through a child’s perspective into national action.
H.E. Abdulla Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chair of the National Committee on the SDGs, stated that the launch of the Sustainability Club reflects the UAE’s approach to investing in people and building capabilities from an early age, positioning children as genuine partners in the nation’s development journey and future-shaping efforts.
H.E. Lootah said: “Empowering children to understand the Sustainable Development Goals and actively contribute to achieving them is a long-term strategic investment that ensures sustainable impact and enhances national readiness for the future. For us, children are not merely beneficiaries of the sustainability agenda; they are leaders who carry its values and translate them into on-the-ground community practices.”
He added: “At the National Committee on the Sustainable Development Goals, we are committed to fostering an enabling environment that empowers children to express themselves, take initiative, and participate meaningfully. This enhances their early awareness of national and global issues. The Sustainability Club stands as a leading national model that reflects the UAE’s commitment to building a conscious, responsible generation capable of contributing effectively to the achievement of the Sustainable Development Goals.”
H.E. Rym Abdulla Al Falasy, Secretary-General of the Supreme Council for Motherhood and Childhood, emphasized that the UAE’s sustainability story has been written by its people, families, and the values passed down across generations. These values, she noted, have become integral to how children are raised, how they frame their questions, and how they envision their country’s future.
She cited the words of the late Sheikh Zayed bin Sultan Al Nahyan: “Future generations will be living in a world that is very different from that to which we are accustomed. It is essential that we prepare ourselves and our children for that new world.”
She added: “Her Highness Sheikha Fatima bint Mubarak, ‘Mother of the Nation,’ Chairwoman of the General Women’s Union (GWU), President of the Supreme Council for Motherhood and Childhood, and Supreme Chairwoman of the Family Development Foundation (FDF), consistently directs that children’s wellbeing remain at the core of the development journey. These directives serve as a guiding beacon for the Council’s work, informing every policy review, national consultation, and future framework.”
Al Falasy explained that the Sustainability Club is distinguished by both its simplicity and its ambition. Seventeen children represent the 17 global goals, with each child leading a small initiative within their school or community, transforming ideas into habits, lessons into practices, and responsibility into pride.
“We are not asking children to carry global burdens; rather, we are giving them space to care, to experiment, to express themselves, and to have their voices heard. Sustainability becomes truly meaningful when it is tangible, whether through a child saving water at school, planting a tree with classmates, telling a story about justice, or questioning the importance of waste management. Such actions create real impact and shift the dialogue from conference halls to family dining tables, becoming part of everyday life.”
She concluded by affirming that the Sustainability Club is, at its core, an invitation to empower children to shape the future with their own voices.
In turn, Lana Al Wreikat, UNICEF Director for the GCC stated that the Sustainability Club reflects the UAE’s vision to build an aware generation capable of leading the future with confidence and responsibility. She noted that the Club seeks to empower children to become active contributors, not merely beneficiaries of development by engaging them in sustainability issues such as climate action, social responsibility, and artificial intelligence from an early age. She emphasized that investing in children’s capabilities and values forms the foundation for building more cohesive and innovative societies in the future.
The Sustainability Club:
The Sustainability Club initiative adopts a phased programme that begins with an introductory announcement, followed by preparation and planning, member selection, and comprehensive capacity-building. It then moves into the implementation of social initiatives led by participating children, alongside ongoing follow-up and impact measurement to track progress and outcomes. This structured approach is designed to ensure the sustainability of results and alignment with SDG indicators.
The initiative builds on the UAE’s continued efforts to embed a culture of sustainability, strengthen national and international partnerships, and reinforce its position as a global model for engaging children in advancing the international sustainable development agenda.
Officials, experts, and business leaders from the UAE and around the world explored future pathways for sustainable development over the next two decades during the Sustainable Development Goals (SDGs) Forum, organized by the National Committee on Sustainable Development Goals as part of Abu Dhabi Sustainability Week (ADSW).
As part of the program, the Committee, in partnership with the Chief Sustainability Officers (CSO) Network, also convened a roundtable titled “Redefining Sustainability”, which discussed ways to reimagine development beyond 2030 through key themes shaping the coming decade.
The Forum, held under the theme “2030 to 2045: Delivering Now, Designing Tomorrow,” aimed to share insights and ideas that support accelerating progress on the SDGs, shaping the future of development priorities for the next phase, and strengthening partnerships across sectors and their role in achieving sustainable development outcomes.
His Excellency Abdulla Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chair of UAE’s the National Committee on SDGs, underscored the importance of foresight within the comprehensive development framework adopted by the UAE leadership. He noted that foresight plays a pivotal role in strengthening efforts to achieve the SDGs and in designing the future of sustainability to ensure optimal outcomes.
He added that hosting the Forum as part of ADSW highlights the integration of national efforts in shaping the future of sustainable development and reflects the importance of this national platform in bringing together partners concerned with sustainability, its challenges, and future opportunities. He emphasized that the Forum represents an open space for all global partners and parties engaged in designing a sustainable future for generations to come.
Development Driven by Partnerships
His Excellency Eng. Ahmed Al Kaabi, Assistant Undersecretary for Electricity, Water and Future Energy Sector at the Ministry of Energy and Infrastructure, delivered the opening keynote of the Forum, focusing on the UAE’s commitment to accelerating progress towards the SDGs, strengthening national and global partnerships, and mapping future development pathways.
Al Kaabi stated: “The UAE is committed to achieving the SDGs through building strategic partnerships with relevant stakeholders that translate our ambitions into tangible and effective actions. These efforts support the creation of a sustainable, inclusive, and resilient future from 2030 to 2045 and beyond.”
Environment and Cities
H.E. Dr. Shaikha Salem Al Dhaheri, Secretary General of the Environment Agency – Abu Dhabi (EAD), also delivered a keynote address at the Forum, highlighting the UAE’s leadership in advancing the SDGs through national action and global engagement. She addressed how integrated policies, innovation, and partnerships translate global commitments into measurable impact.
Dr. Al Dhaheri discussed environmental and urban themes, noting that environmental resilience in cities is achieved through the integration of technology and nature into a single, cohesive system. She stated that during ADSW 2026, Abu Dhabi is leading an integrated approach that connects marine ecosystems, real-time data, and environmental governance mechanisms, transforming sustainability from policy into tangible, measurable, and scalable impact.
Resilient Systems… Real Results
In a session titled “Resilient Systems… Real Results,” H.E. Dr. Nawal Al Hosany, Permanent Representative of the UAE to the International Renewable Energy Agency (IRENA); Hon. Datuk Dr. Haji Hazland, Deputy Minister of Energy and Environmental Sustainability of Sarawak, Malaysia; and Mohammed Al Shamsi, Chief Climate Change & Sustainability Officer at Dubai Electricity and Water Authority (DEWA), shared insights on the impact of cross-sector integration in delivering meaningful sustainable development outcomes.
The session explored how integrated service delivery across vital systems—such as water, energy, infrastructure, and urban environments—can outperform siloed approaches. Speakers discussed areas for improvement in supporting integration to enhance resilience and results, as well as how digital tools and data platforms are transforming systems.
Connectivity for Sustainability
A session titled “Powering the Nexus” examined the integrated actions required to achieve carbon neutrality. Participants included Badr Al Awadhi, Chief Commercial Officer at UAEV, and Farrukh Shad, Senior Vice President and Head of Sustainability Business for the Middle East, Africa, Asia, and the Pacific at Schneider Electric.
The discussion focused on the critical role of integrated energy and mobility infrastructure in achieving the UAE’s goal of carbon neutrality by 2050. It also addressed translating sustainability visions into scalable infrastructure, initiatives that strengthen public–private partnerships, and solutions to energy and sustainable mobility challenges. The session highlighted emerging technologies such as smart grids, vehicle-to-grid energy transfer, and battery storage, which enable the development of smarter and more resilient sustainability systems.
Sustainable Platforms for Thriving Cities: Towards the Airports of the Future
The Forum also featured a session titled “Sustainable Platforms for Thriving Cities: Towards the Airports of the Future,” with participation from Liviana Sala, Marketing Manager at JCDecaux Middle East; Giacomo Costantini, Senior Operations and Quality Manager at Avolta; Renée Malia, Vice President of Marketing at Lagardère Travel Retail; and Sara Al Abdulla, Senior Manager of Commercial Sustainability at Dubai Airports.
The session examined the role of airports as complex ecosystems connecting people, economies, and cultures in advancing sustainable development. It explored how integrated partnerships can generate innovative solutions that support airport value chains, from responsible consumption and sustainable supply chains to green infrastructure and data-driven operations.
Speakers highlighted the importance of public–private collaboration in accelerating progress, scaling impact, and creating shared value for travelers, businesses, and society. They also discussed the role of commercial partnerships in enhancing environmental and social impact, the importance of leveraging data and technology, and scalable models applicable to global airports.
Transforming Visions into Enablers
In the closing keynote, Berangère Boell-Yousfi, United Nations Resident Coordinator in the UAE, addressed how the visions discussed at the Forum can be transformed into enablers for tangible and scalable impact. She highlighted the role of the UN in leading collective action through global platforms such as the High-Level Political Forum and the UN General Assembly, while shaping resilient, future-ready development pathways.
She emphasized that meaningful and lasting progress is achieved when ambition is matched with execution, when data guides decision-making, and when governments, the private sector, and communities work together with strong commitment and shared purpose.
Redefining Sustainability
In a related context, the National Committee on SDGs, in partnership with the CSO Network, organized high-level dialogue titled “Redefining Sustainability.” Participants discussed ideas and perspectives aimed at reimagining development beyond 2030 through themes that will shape the coming decade.
The meeting sought to reposition sustainability as a driver of competitiveness, a catalyst for investor confidence, and a fundamental factor in long-term value creation. Discussions addressed the evolving roles of sustainability leaders, their contribution to strategic system design, technology integration, and the concept and practices of performance-based sustainability.
Participants examined how sustainability should be redefined through strategies, systems, and partnerships to become a core engine of competitiveness, resilience, and long-term value creation beyond 2030. They also discussed post-2030 development priorities from the perspectives of the UAE, the MENA region, and the global context.
The meeting further highlighted the importance of enhancing cross-sector coordination by bringing together government entities, the private sector, youth representatives, and multilateral partners around shared development pathways. Discussions also addressed the need to develop an updated conceptual framework for sustainability that prioritizes value, aligns with global frameworks, and reflects the UAE’s national priorities, as well as the UAE’s contribution to the United Nations 2030 Sustainable Development Agenda.
Abdullah Lootah: Local Government Entities Play a Key Role in Supporting the National Strategy for Global Competitiveness

The High Level Committee for Competitiveness, a specialized committee to monitor competitiveness at the federal and local levels in the UAE, held its first meeting for 2019 at the head office of the Federal Competitiveness and Statistics Authority (FCSA) in Dubai. The meeting was attended by members of the committee, including the Ministry of Interior, the Abu Dhabi Competitiveness Office in the Department of Economic Development- Abu Dhabi, Dubai Competitiveness Office, Ajman Statistics and Competitiveness Center, Sharjah Department of Statistics and Community Development, the Executive Council of the Government of Ras Al Khaimah and the Municipality of Dibba Al Fujairah.
H.E. Abdullah Nasser Lootah, Director-General of FCSA and Chairman of the High Level Committee for Competitiveness, chaired the meeting. He welcomed the members of the committee and emphasized on the vital role played by local entities in supporting the UAE’s competitiveness strategy. He also highlighted their essential role in raising awareness among the employees of the federal and local authorities on the concept of competitiveness.
"Our experience in working on the global competitiveness strategy which the UAE had launched in the last ten years proved that continuous cooperation among all federal and local government entities along with the private sector is essential to further improve the performance of the UAE on the global competitiveness indices," Lootah said.
He highlighted: "Through this committee, we will constantly cooperate with all our local partners to spread the culture of competitiveness as a way of thinking, and as a means of promoting the outstanding performance of the government to provide government services to individuals and institutions efficiently and according to the highest global standards."

Dubai, 25 May 2020:The Organization for Economic Cooperation and Development (OECD) has recognized the determined efforts of the United Arab Emirates (UAE) in fighting the coronavirus pandemic and the effective measures taken by the country’s government to limit the fallout of the crisis on different areas, including social and economic sectors.
The commendation followed an ongoing analysis issued by the organization about the possible impact of the Covid-19 outbreak on countries around the world and the ability of their economic systems to deal with the crisis. The OECD’s Covid-19 Policy Hub includes a detailed explanation about the numbers of infected cases in each country and the respective measures they have taken to combat the outbreak.
The OECD based its assessment on a detailed report prepared by the Federal Competitiveness and Statistics Authority (FCSA), which includes the initiatives, efforts and strategic plans made by different government entities at the national level aimed at ensuring the health and safety of the community. Taking into consideration the continuity of work in vital sectors such as energy, education, healthcare, communication and government services, the FCSA report highlights the various steps taken by the UAE to halt the spread of the coronavirus, which includes launching awareness campaigns and implementing practical steps, both of which have served to reduce the number of infected cases.
“The high level of responsiveness and prompt decision-making has led to the swift implementation of national plans to deal with the current crisis and ensured administrative efficiency in all government entities. The level of resilience displayed is proof of the innovation of the government system, which works in perfect harmony and coordination under the guidance of the UAE leadership to serve the country’s sustainable development goals,” said H.E. Abdulla Nasser Lootah, Director General of the FCSA.
“The current crisis has created a real and ongoing challenge. The United Arab Emirates has been able to reduce the fallout from the pandemic in all sectors, thanks to the leadership’s strategy of investing in national qualifications and providing the country’s human capital with all the technical and smart tools to ensure success. Today, we reap the benefits of this investment and are proud of the national integrated team who deserve full praise because of their efforts and ability to collaborate professionally with the OECD – a prestigious global organization,” H.E. Lootah continued.
More achievements
“We are keen to develop an integrated infrastructure for the national statistics system and to continuously update a comprehensive database that enables us to prepare detailed reports and studies that serve to advance the position of the United Arab Emirates on various global competitiveness indicators, in line with the directions of the prudent leadership,” H.E stressed.

On the level of measures
As part of the OECD’s response to the pandemic, a Digital Hub on Tackling the Coronavirus (COVID-19) was launched to provide countries with timely and comprehensive information on policy responses around the world, together with OECD advice, in some cases. Specifically, the Country Policy Tracker is a repository of policy responses and measures from over 90 countries which allows citizens and policy makers to explore the actions taken by each country as we advance through the crisis towards recovery. Beyond immediate responses.
The Digital Hub aims to provide analysis on the longer-term consequences and impacts, paving the way to recovery with coordinated policy responses across countries. OECD analysis underpins the need for decisive action and a coordinated response by governments to kick-start the economy when possible, support the recovery and maintain a lifeline to people. In this way.
The OECD hopes to help governments learn from each other in real time, facilitate co-ordination, and contribute to the necessary global action when confronting this enormous collective challenge.
The United Arab Emirates’ efforts have been recognized and included within the indicator, due to its strategic partnership with the Organization for Economic Cooperation and Development. The countries included in the measures’ indicator include the Kingdom of Saudi Arabia (a member of the G20 group), Morocco and Egypt (which have a special cooperation known as Country Programmes), in the addition to Tunisia and the United Arab Emirates, which has a close relationship with the Organization through a Memorandum of Understanding.
Innovative efforts
The report issued by the FCSA highlights the efforts of the UAE government in dealing with the crisis on several levels, including containing the spread of the virus through quarantine and movement restrictions, the application of a distance learning system for university and school students, cancelling public events, curtailing air travel and suspending certain economic activities.
The report explains that the efforts to contain the virus are accompanied by a series of supportive, economic stimulators and commercial growth measures for individuals and companies in order to ensure business continuity. These include the launch by the Central Bank of the United Arab Emirates of two plans worth AED 256 billion, comprising AED 100 billion to support the economic growth of the retail sector and affected companies, and AED 156 billion to support the national economy. It also draws attention to the Abu Dhabi government’s AED 9 billion support plan and the Dubai government’s economic incentive package worth AED 1.5 billion. Other initiatives highlighted in the report include the United Arab Emirates Cabinet approving federal government financial stimulus packages worth AED 16 billion to support business continuity on top of previously announced economic incentive packages.
The FCSA report outlines that the economic measures have been accompanied by supportive healthcare measures. These include the conducting of the largest number of examinations on the population level compared to the other countries, with the tests ongoing on a daily basis and contributing to the detection of many cases. It also highlights the establishment of 13 drive-in testing centres across the UAE and a number of field hospitals that have been opened to ensure the highest levels of health and safety.
The FCSA report also includes the measures taken to reduce burdens on the private sector, with the various financial stimulus packages amounting to AED 86 million. These include extending automatically expired residencies for employees and workers for a period of three months, cancelling administrative fines for expired permits until the end of the current year, and reducing electricity and water services fees for dealers in the tourism, hospitality and trade sectors by 20% for a period of three months. It concludes with a reference to the regulatory measures taken to raise awareness of preventive measures and to preserve mental wellbeing in society.
With Sights Set to Take Effective Steps in Support of SDGs

With the participation of the National Committee on the Sustainable Development Goals, the Higher Committee for Coordinating Statistical Work held its first meeting in 2020.
Her Excellency Reem Bint Ibrahim Al Hashemi, Minister of State for International Cooperation Affairs and Chairperson of the National Committee on the Sustainable Development Goals expressed her pleasure to meet the members of the Higher Committee for Coordinating Statistical Work.
H.E. Al Hashemi emphasized the necessity of concerted efforts to provide accurate and up-to-date data, which contributes to advancing the UAE’s competitiveness in sustainable development dossiers.
“The statistical work system requires integration in all aspects of the statistical work and data collection. We should have a mutual understanding of the working mechanism in the next stage with sights highly set to achieve the vision of the UAE wise leadership in areas of sustainable development, and to move steadily forward to realizing goals of the UAE Centennial 2071,” she stated.
H.E. Al Hashemi underlined that more efforts must be exerted to make data accessible to all, and strive hard to promote and further boost up partnerships between government and local entities along with the private sector. She also touched upon areas of improvement in the statistical work by saying: “We have to invest in the mutual advantages generated by the enormous volumes of data, knowledge, and experiences to serve best the important initiatives and projects dedicated to supporting the statistical work, and enhance the achievement of the SDGs in UAE.”
H.E. Reem Bint Ibrahim Al Hashemi availed the opportunity to extend her sincerest appreciation to all the national statistics centers for their dedicated efforts to provide data and further enhance the UAE’s competitiveness in various global competitiveness reports. She stressed: “The UAE today is a role model in areas of developing strategies for achieving the SDGs. We look forward, through our meeting, to unifying the efforts of statistics centers to identify solutions to challenges and turn them into genuine opportunities.”
H.E., the State Minister, concluded her statement by giving weight to the fact that UAE deserves that everyone pushes himself to the limit to bring our homeland to the level of developed country worldwide, and create a better future for present and future generations.
H.E. Abdullah Nasser Lootah, Director-General of the Federal Competitiveness and Statistics Authority (FCSA) and Deputy Chairperson of the National Commission on SDGs, thanked H.E. Reem Bint Ibrahim Al Hashemi for attending the meeting and the directives and remarks she presented.
H.E. While highlighting the significance of this meeting, H.E. Lootah pointed out that joint meetings constitute a real opportunity to discuss visions and ideas that would add value to the dialogue on supporting partnerships between statistics entities to move forward of achieving the SDGs.
He also stated: “This would enhance our work in parallel with global efforts exerted to achieve sustainability. It would also help identify priorities, discuss challenges, and review a range of innovative and effective solutions that contribute to accelerating the pace of achieving the SDGs in the UAE.”
Commenting on the significance of the meeting, Abdullah Ahmed Al Suwaidi, Acting Director-General of the Statistics Center- Abu Dhabi (SCAD), assured SCAD’s commitment to achieving the SDGs. He said: “This meeting was of outstanding importance and meant to exchange experiences, reviewing the best practices in the field of sustainability, and highlighting the vital role of statistical data in supporting the sustainability process. It also dedicated to identify the best methods to take advantage of the statistical data, improve its quality and make them accessible to the public, and channel them in the manner that contributes to the UAE’s progress and prosperity and the world at large.”
Al Suwaidi added: “The United Nations and the member states that endorsed the Global Sustainability Agenda 2030 acknowledged the importance of providing data and statistics of development indicators as unified criteria for identifying efforts to achieve the SDGs. in view of that, all countries committed to achieving their SDGs strive hard to provide the latest figures and data on sustainability and make them accessible.”
Promoting Initiatives
Arif Al Muhairi, the Executive Director of the Dubai Statistics Center (DSC), highlighted the significance of this meeting by saying: “The statistical work system requires integrating all relevant aspects of the statistical work, data flow and developing a mutual understanding of the working mechanism through cooperation between statistics entities in the UAE.
Hailing efforts to hold this meeting, he commented: “This meeting was held with the participation of the members of the National Committee on SDGs as a genuine realization of the interest that the UAE’s wise leadership attaches to promoting initiatives and partnerships that best serve to achieve the SDGs. It is held to emphasize the importance of joint work, harnessing innovative solutions, and benefiting from the data revolution to achieve the Sustainable Development Agenda 2030.”
For her part, Dr. Hajar Al Hubaishi, Executive Director of the Ajman Statistics and Competitiveness Center, emphasized: “The meetings of the Higher Committee for Coordinating Statistical Work are held according to a general framework dedicated for the process of developing and implementing statistical work in the UAE. This could be realized by achieving coordination and integration among official statistical entities, government authorities, and the private sector institutions to ensure that the flawless flow of data effectively and systematically.”
Dr. Hajar went on to say: “The joint meeting earned special importance as it is held with the participation of the members of the National Committee on SDGs. This definitely, contributes to developing a data environment that supports the efforts exerted to achieve the SDGs in the UAE through devising tools and means to ensure the provision of accurate and up-to-date data. They all are meant to contribute to the efforts exerted to achieving sustainability in the UAE by implementing various strategic initiatives and projects.”
On his turn, H.E. Humaid Rashid Humaid Al Shamsi, Secretary-General of the Executive Council of Umm Al Quwain, shed light on the commitment of Umm Al Quwain Emirate to coordinate and combine efforts of the national statistics entities and provide support to them to make optimal use of data and the best methods of collecting and analyzing them.
He pointed out: “This is done to support the national statistical work systems, to implement the best practices in this vital sector and to take advantage of the methodologies designed to support sustainable development dedicated to realizing the directions of the UAE Government and its federal and local authorities to achieve the SDGs. Such efforts will finally lead to promote methods to achieve our national agenda and the UAE Centennial 2071.”
On the other hand, H.E. Najwa Yaacoub, Executive Director of RAK Center for Statistics & Studies, singled out the need to conclude partnerships in the field of statistical work to support the SDGs.
She stated: “This meeting is one of the active channels of communication with the strategic partners to contribute to pursuing the achievement of the SDGs. Moreover, it is an opportunity to develop the appropriate statistical work mechanisms to harness innovation to achieve sustainable development, one of the catalysts for realizing growth in many other vital sectors.
H.E. Najwa Yaacoub mentioned that the meeting agenda focused on expanding the methods to support and measure the UAE National Agenda designed to contribute to achieving the SDGs 2030. Also, the agenda focused on the importance of data and statistics to support decision-making processes and achieving the anticipated achievements at the level of the UAE and the world at large.”
Dr. Ibrahim Saad, Director of the Fujairah Statistics Center, underlined that the meeting received additional importance as it is being held to enhance the position of statistics in sustainable development.
He pointed out: “The statistics sector receives immense care and attention of the UAE’s wise leadership based on the importance of its active role in policy and decision-making, as well as contributing to establishing development projects.”
Dr. Ibrahim indicated that providing accurate statistical information contributes to drawing strategic plans for sustainable development in the UAE, and enhances the flow of data and indicators between the government departments and private sector institutions.
Dr. Ibrahim concluded by stating that “This would have positive implications in realizing developments in economic and social growth. It would absolutely enhance methods adopted to achieve the SDGs 2030 and boosts the UAE’s competitiveness in global reports and indicators.”
High-Level Meetings Brought Together Ministers and FCSA-UN Strategic Partners

On the sidelines of the FCSA’s participation in the activities of the Global Women’s Forum Dubai (GWFD) 2020, a meeting attended by H.E. Jamila Bint Salem Al Muhairi, Minister of State for General Education, H.E. Sarah Bint Yousif Al Amiri, Minister of State for Advanced Sciences, and H.E. Abdullah Nasser Lootah, Director-General of the Federal Competitiveness and Statistics Authority (FCSA), was held with Mr. Pedro Conceição, Director of Strategic Policy at UNDP’s Bureau for Policy and Programme Support.
The attendees of the meeting tackled the up-to-the-minute advances in the process of improvements and developments in place in the UAE adopted to empower the Emirati women and activate their role in the field of social and economic growth in the UAE.
FCSA, in cooperation with its strategic partners, participated in several plenary sessions of the GWFD 2020 agenda, in addition to holding high-level bilateral meetings with senior officials and experts from all over the world. FCSA highlighted the central role played by the UAE in empowering women while emphasizing its role in the development processes and striving hard to achieve gender balance.
H.E. Jamila Bint Salem Al Muhairi, Minister of State for General Education Affairs, touched upon the active role played by the Emirati women in the education sector.
H.E. Al Muhairi stated: “The Emirati women have turned their future aspirations into brilliant and ground-breaking success in education and educational activities. They were able to achieve such successes due to their perseverance and sound preparations to lay a necessary foundation in the growth, development, and prosperity of the UAE. The Emirati women demonstrate in every single day tremendous capacities to assume critical tasks and positions.
While shedding light on UAE achievements in women empowerment, H.E. Al Muhairi stated: “The UAE tops all Arab countries in the UN reports on gender balance and ranks high on the global level in gender equality, particularly in terms of low illiteracy rates and their participation in the secondary and higher education. Indeed, Emirati women represent 55% of the bachelor’s degree graduates, 41% of the master’s degree graduates, and 48% of Ph.D. degree graduates.”
On the other hand, H.E. Sarah Bint Youssef Al Amiri, Minister of State for Advanced Sciences, noted that “Young Emirati women’s competencies and energies participate intensely and sensibly in the UAE space program. This is consistent with the UAE’s directions to empower the Emirati women in all sectors, particularly the UAE project to explore Mars and space sciences, gender balance approach, and activating the role of the Emirati women as a partner in the development, progress, and prosperity currently unfolding in the UAE.”
H.E. Al Amiri underlined the importance of women working in space and advanced sciences and their role in leading their projects. She stated: “34% Emirati women participate in such projects, and by this they achieve the highest percentage of women participating in tasks and projects of advanced sciences and the space sector.”
Regarding the achievements of Emirati women regarding their remarkable progress in global competitiveness reports, H.E. Abdullah Nasser Lootah, FCSA Director-General, emphasized the fact that the UAE has made significant strides in indicators related to women in global competitiveness reports. “They have achieved top spots globally in many indicators. Emirati women topped several indicators on women empowerment at the level of Arab countries.”
H.E. Lootah underscored the significance of the GWFD 2020 as a global dialogue platform dedicated to exchanging global experiences, and showcase the UAE’s successes in the area of women’s empowerment and gender balance.
On his part, Mr. Pedro Conceição, Director of Strategic Policy at UNDP’s Bureau for Policy and Programme Support, hailed the UAE’s dedicated efforts in the field of women’s empowerment.
He stated: “I have noted the UAE government’s commitment to empowering women and its constant endeavor to develop women’s participation further and give them more opportunities, considering that they are an important element in social and economic development.”
He concluded by underscoring that the UAE has already achieved myriad progress as a result of the undergoing improvements realized at various levels.
The United Arab Emirates has achieved a significant global accomplishment by entering the top 10, securing the 10th position globally in the overall ranking as one of the best countries in the world in the "World Digital Competitiveness Ranking 2021," published by the world Competitiveness Center (WCC) affiliated with the International Institute for Management Development (IMD).
In doing so, the UAE topped the MENA Region, not only ranking first regionally the UAE surpassed leading countries globally such as Finland, Canada, the United Kingdom, Australia, China, Germany, France, Japan, and Belgium. This achievement is notable during a period marked by major global challenges that significantly impacted economies worldwide. The UAE managed to make significant strides in various indicators in the report.
New achievement
Minister of Cabinet Affairs and Chairman of the UAE’s Competitiveness Council, Mohammed Abdullah Al Garqawi, said that the UAE’s entry into the Top 10 globally in the World Digital Competitiveness Report 2021, is one of the most important global competitiveness reports, and represents a new achievement in its journey towards establishing the UAE’s position as one of the best countries World.
He added, "The country has demonstrated its exceptional ability to overcome challenges and turn them into inspiring opportunities, thanks to the vision of His Highness Sheikh Khalifa bin Zayed Al Nahyan, the President of the State, and the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the State, and His Highness Sheikh Mohammed bin Zayed Al Nahyan, the Crown Prince of Abu Dhabi and Deputy Supreme Commander of the Armed Forces, which enhances the country’s ability to achieve positive results in various competitiveness reports and indicators, making it one of the most competitive countries in the world."
His Excellency continued, "This achievement adds to the UAE’s track record in the global competitiveness journey, keeping pace with the significant developments and the new methodology of government work witnessed by the country. It reflects the government’s aspirations for the future, embodying its strategic goals aimed at achieving further progress and prosperity on all fronts. It also reinforces the UAE’s leadership in global competitiveness indicators."
Digital Transformation
H.E. Omar Sultan AlOlama, the Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications, stated that the government of the UAE supports innovative projects that enhance the concept of innovation and reinforces strategic partnerships and digital initiatives in both the public and private sectors.
He affirmed that the new achievement of the UAE reaching the 10th position globally in the report among the best countries in this field is a result of the leadership’s vision that prioritizes a knowledge-based economy and embraces smart solutions and innovative digital initiatives among its current priorities and future plans.
He added that the UAE government adopts a policy of digital transformation that enhances the efficiency of smart platforms and contributes to the successful implementation of projects in the fields of digital economy and artificial intelligence, which positively impacts both the government and society.
Ready For The Future
In the same vein, Minister of State for Advanced Sciences, Sarah AlAmiri affirmed that the government of the UAE embraces advanced technology and Fourth Industrial Revolution technologies as a fundamental axis in its future-oriented directions. This reflects the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, to develop an integrated technological infrastructure based on innovation and digitization, supporting the state’s efforts in preparing for the next fifty years.
Her Excellency praised the progress achieved by the UAE in the "Global Digital Competitiveness Report," securing the fifth position globally in the Technology Framework Index. She highlighted the qualitative leap in the Digital and Technological Skills Index, with the country advancing seven positions to rank 10th globally.

Majed Sultan Al Mesmar The Director General of the Telecommunications and Digital Government Regulatory Authority, stated that the significance of the results achieved by the UAE in the "World Digital Competitiveness Report 2021" lies in the timing, aligning with the accomplishment of the ‘UAE Vision 2021’ to be among the best countries globally.
He added, ‘This result comes to confirm that, with the guidance of our leadership, we have achieved digital transformation goals in successive stages until now. This encourages us and strengthens our determination to move towards new heights and achievements in the next fifty years, God willing.

H.E. Dr. Mohamed Hamad Al Kuwaiti, Head of Cybersecurity of the UAE Government, that the digital transformation witnessed by the country touches all aspects of life in the state’s society. It has become a culture and a working style in the UAE government. With the technological progress in our world today, digital security has become an integral part of the national security of advanced countries. Innovation, adaptability, and the ability to renew play a crucial role in protecting digital societies and proactively addressing any cyber threats.
Al Kuwaiti affirmed that the UAE is moving steadily according to the ‘Plan 50,’ aiming to be among the best countries in the world in various sectors through insightful vision, an effective government, and the capability to flexibly and efficiently deal with future changes. Global Leadership In 4 Indicators
The United Arab Emirates (UAE) has secured the top spot globally in four indicators in the report: "Cybersecurity," "Net Inflow of International Students," "Resilience of Residence Laws," and "Wireless Broadband Subscriptions."
Additionally, the country has claimed the second position worldwide in indicators such as "Availability of Global Expertise," "Presence of International Experts," and "Globalization Trends."
Furthermore, it has achieved the third position globally in indicators such as "City Management," "Companies’ Use of Big Data and Analytical Tools," and "Availability of Opportunities and Absence of Threats."
Significant Leaps by the UAE
The United Arab Emirates has made significant advancements in various indicators, making a leap of 31 positions in one go in the "Internet Users" index, securing the fourth position globally. Furthermore, it achieved a remarkable advancement of 31 positions in the "Percentage of Population with Higher Education" index, attaining the 16th position worldwide.
In addition, the country experienced a leap of 22 positions in the "Subscribers to Mobile Broadband Service" index, ranking 12th globally. It also made a notable jump of nine positions in the "Percentage of Women University Graduates with Bachelor’s and Master’s Degrees," securing the 10th position globally. These achievements are complemented by numerous other indicators in which the UAE has demonstrated substantial progress.
The country has consistently ranked within the top 10 globally in 25 out of the 52 indicators covered in the report.
The ‘Global Digital Competitiveness Report’ assesses the performance of 64 countries worldwide across three main pillars: Knowledge, Technology, and Future Readiness. The three main pillars are further divided into nine sub-pillars, encompassing a total of 52 indicators. The report methodology relies on 20 opinion survey indicators and 32 statistical data indicators.
UAE Leads in the Arab Region
In this year’s report, the United Arab Emirates (UAE) emerged as the top-ranking Arab country, securing the first position in all main pillars. It achieved the 5th position globally in the ‘Technology’ pillar, the 12th position globally in the ‘Future Readiness’ pillar, and experienced a significant leap of 13 positions in the ‘Knowledge’ pillar, landing at the 18th position globally.
In the nine sub-pillars of the report, the UAE claimed the top spot globally in the ‘Talent’ pillar, advancing four positions from the previous year. It secured the 2nd position globally in the ‘Regulatory Framework’ pillar and the 5th position globally in the ‘Technological Framework’ pillar.
Furthermore, the UAE made a substantial leap of 19 positions in the ‘Education and Training’ pillar, achieving the 25th position globally. It also secured the 10th position globally in two sub-pillars: ‘Workforce Flexibility’ and ‘Information Technology Integration.’
The UAE surpassed countries such as Finland, Canada, the United Kingdom, Australia, China, Germany, France in the overall rankings.
